2. Institutional set up

BOTSWANA

POWER CORPORATION (BPC)

The

Corporation was established through the Botswana Power Corporation Act of 1970

.

Its primary functions are the generation, transmission, distribution, and supply of electricity to the nation.

BPC

carries out its mandate through private sector and in certain cases directly.

2. Institutional set up

BOTSWANA BUREAU OF STANDARDS OF STANDARDS (BOBS)

formulates

Botswana standards and co-ordinating quality assurance activities in Botswana with mission to improve the quality of life of the citizens of Botswana.

PUBLIC PROCUREMENT AND ASSET DISPOSAL BOARD (PPADB)

was enacted by an Act of Parliament [Cap 42:08] of 2001. PPADB is a

parastatal

organisation.

The primary mandate of PPADB is to adjudicate and award tenders for Central Government and any other institutions specified under the Act for the delivery of works, services and supplies related services

2. Institutional set up

In order to achieve its mandate PPADB encourages the following:

Promote an open, competitive economy and procurement policies and strategies which dynamically impact on continual basis on domestic procurement policy and practice, with due regard for government macro-economic policies and overall economic management strategies;

Promote

competition as the mechanism through which value for money can be achieved;

Promote fairness and equitable treatment of contractors providing works, supplies and services to government to maintain a level playing field;

Promote accountability and transparency in the management of public procurement and disposal of public assets;

Ensure integrity, fairness and public confidence in the procurement and disposal process

National Energy Policy

The

overall Energy Policy goal is to provide affordable, reliable and adequate

supply of energy for sustainable development, as well as to improve access to and efficient use of energy resources.

The eleventh National Development Plan (NDP 11) is the first medium term plan towards the implementation of the country’s second vision –

The energy sector will promote the use of locally available sources of energy to reduce reliance on imported energy, and to encourage energy conservation and saving in all

sectors

PROGRAMMES AND PROJECTS GEARED TOWARDS ACCESS TO

ENERGY

GREEN TECHNOLOGY AND THE SUSTAINABLE USE OF ENERGY RESOURCES

2 x 50 MW Solar Power Plant Project -

the project will be implemented through an Independent Power Producer (IPP)

Twelve (12) Grid-Tied Solar Projects -

Only two projects for

Bobonong

and

Shakawe

have been awarded, while the other ten projects at other sites are being evaluated. The size of the plants ranges from 0.4 MW to 4 MW

Expan

sion

of grid in Twenty (20) Rural Areas Solar Project -

The aim of the project is to extend grid from primary schools with solar electricity to other government facilities such as clinics and the

Solar Deployment

Programme

this involves development of the rooftop solar

including policy, regulation, standards and administrative processes based on international experiences and best practice.

Off Grid Solar PV

Programme

The

programme

intends to roll-out Off-Grid Solar Solutions such as solar home systems for houses and small businesses, solar water heaters and solar photovoltaic for water pumping for livestock and horticulture to the remote dwellers.
