Slide31. Country Context
Low population (Total):
2,154,863
(2017
)
Country sparsely populated with population density of
3.98p/m2
At
the rate of 1.98%, the population will about 3million, in the year 2030
Overall, total electricity consumption increased
by
80%, from 1,931
GWh
in 2001 to 3,477
GWh
in 2016.
Maximum
Electricity Demand – 600MW
Botswana Power Corporation
undertook a demand forecast in 2012, which projected annual consumption of electricity to reach 6,055
GWh
by 2031
Integrated Resource Plan (IRP) competed this year ( a 20 year roadmap) recommending technologies for power generation
IRP
considers
CSP, PV, WIND AND Coal Bed Methane for planning period

DEPARTMENT
OF ENERGY
(DOE)
Overall coordination for development and implementation of energy policy.
Goal is to provide
affordable, reliable and adequate supply of energy for sustainable development, as well as to improve access to, and efficient use of energy
resources.
BOTSWANA
ENERGY REGULATORY AUTHORITY (BERA)
Established
by the
BERA Act
No. 13 of
2016.
the
Authority’s primary mandate is to provide for economic regulation of the sector.
Slide62. Institutional set up
BOTSWANA
POWER CORPORATION (BPC)
The
Corporation was established through the Botswana Power Corporation Act of 1970
.
Its primary functions are the generation, transmission, distribution, and supply of electricity to the nation.
BPC
carries out its mandate through private sector and in certain cases directly.
Slide72. Institutional set up
BOTSWANA BUREAU OF STANDARDS OF STANDARDS (BOBS)
formulates
Botswana standards and co-ordinating quality assurance activities in Botswana with mission to improve the quality of life of the citizens of Botswana.
PUBLIC PROCUREMENT AND ASSET DISPOSAL BOARD (PPADB)
was enacted by an Act of Parliament [Cap 42:08] of 2001. PPADB is a
parastatal
organisation.
The primary mandate of PPADB is to adjudicate and award tenders for Central Government and any other institutions specified under the Act for the delivery of works, services and supplies related services
Slide82. Institutional set up
In order to achieve its mandate PPADB encourages the following:
Promote an open, competitive economy and procurement policies and strategies which dynamically impact on continual basis on domestic procurement policy and practice, with due regard for government macro-economic policies and overall economic management strategies;
Promote
competition as the mechanism through which value for money can be achieved;
Promote fairness and equitable treatment of contractors providing works, supplies and services to government to maintain a level playing field;
Promote accountability and transparency in the management of public procurement and disposal of public assets;
Ensure integrity, fairness and public confidence in the procurement and disposal process
Slide93. POLICY FRAMEWORK
National Energy Policy
The
overall Energy Policy goal is to provide affordable, reliable and adequate
supply of energy for sustainable development, as well as to improve access to and efficient use of energy resources.
Related Policy Objectives
increase share of new and renewable sources of energy in the energy supply mix of the country;
improve energy efficiency and demand management in all sectors of the economy;
Slide103. POLICY FRAMEWORK
Renewable Energy Strategy (2018
)
Action Agenda
RE Strategy established that 20 percent of Batswana households will not connected to BPC network which translates to 145 000 households.
Recommended the Off Grid Solar PV
Programme
for remote households
SE4 All Report (2018
)
Botswana is a signatory of the new global framework, termed “the 2030 Agenda for Sustainable Development,” adopted by the UN member States in September 2015
Recommended SWH and Solar PV to be part of the Off Grid PV
Programme
15 % target for renewable energy by
2030
100 % electricity Access by 2030
Slide113. Policy Framework
Vision 2036
exploitation of renewable energy resources to complement conventional energy
Energy Efficiency will be used as a management strategy to meet energy demand
National Development Plan 11
The eleventh National Development Plan (NDP 11) is the first medium term plan towards the implementation of the country’s second vision –
Vision 2036
.
The
Plan will run from 1st April 2017 to 31st March 2023
.
The energy sector will promote the use of locally available sources of energy to reduce reliance on imported energy, and to encourage energy conservation and saving in all
sectors
.

PROGRAMMES AND PROJECTS GEARED TOWARDS ACCESS TO
ENERGY
GREEN TECHNOLOGY AND THE SUSTAINABLE USE OF ENERGY RESOURCES
2 x 50 MW Solar Power Plant Project -
the project will be implemented through an Independent Power Producer (IPP)
Twelve (12) Grid-Tied Solar Projects -
Only two projects for
Bobonong
and
Shakawe
have been awarded, while the other ten projects at other sites are being evaluated. The size of the plants ranges from 0.4 MW to 4 MW
Expan
sion
of grid in Twenty (20) Rural Areas Solar Project -
The aim of the project is to extend grid from primary schools with solar electricity to other government facilities such as clinics and the
kgotla
or even the entire village where possible
Slide134.
PROGRAMMES AND PROJECTS GEARED TOWARDS ACCESS TO
ENERGY
Rooftop
Solar Deployment
Programme
–
this involves development of the rooftop solar
programme
including policy, regulation, standards and administrative processes based on international experiences and best practice.
Off Grid Solar PV
Programme
-
The
programme
intends to roll-out Off-Grid Solar Solutions such as solar home systems for houses and small businesses, solar water heaters and solar photovoltaic for water pumping for livestock and horticulture to the remote dwellers.
Slide145 Opportunities
Will come when IRP is implemented
But feasibility studies for CSP has to be done and Wind Validation
Manufacturing (
Solar Panels,
Controllers
, Inverters)
