A na�ve of Caldwell County, North Carolina, Cecelia Dula Surra� is a re�ree of the J. Iverson Riddle Ins�tute where she served individuals with physical and mental challenges. A�er re�rement, Surra� immersed herself in serving the community. This began with her involvement with the Human Rela�on Commission for the city of Morganton �ve years ago, which she has served as chairperson for the last three years. She has also served as the precinct chairperson for the Burke County Democra�c Party for �ve years. Recently, Surra� was elected as vice chairperson for the Burke County Democra�c Party. For the last two terms, she has been a state execu�ve commission member for the Democra�c Party. In addi�on, she served as a board member and volunteer for the Outreach Center for 5 years assis�ng over 800 needed families. In conjunc�on, Surra� sat on several promo�on boards for Morganton Public Safety. She is ac�vely serving as a board member of the Historic Burke Founda�on where we encourage the preserva�on of historic structures through educa�on in rehabilita�on, adap�ve reuse and restora�on in and around Burke County. She is also a board member with Burke Women’s Founda�on. Aside from ac�ons in the civic arena, Surra� is also an ac�ve member of Horizon Church where she serves as an elder from �me to �me and accepts speaking engagements at local churches. She is also a special events planner for church and local organiza�ons. Surra� has been married 29 years to Johnny L. Surra�, a re�red state trooper. She has four children and eleven grandchildren.
