Name Scott M. St. Pierre Enterprise Information Technology Officer Naval Sea Systems Command I n December, 2014, Mr. Scott M. St. Pierre was selected as a Senior Level Executive (SL) the Naval Se a Systems (NAVSEA) Command, Enterprise Information Technology Officer, which includes the duties of the C hief Information Officer. His responsibilities include management of the NAVSEA Headquarters Information Technology (IT) Service Delivery for the 5,50 0 person s taff , Enterprise Information Systems Management and policy compliance across the NAVSEA Enterprise of 7 5 ,000+ personnel, and cybersecurity implementation for the shore infrastructure of the 44 NAVSEA field activities. From 2010 - 2014 Mr. St. Pier re served as the Program Executive Office ( PEO ), Integrated Warfare Systems ( IWS ) Enterprise System Engineer, and led cross - program integration initiatives in Threat and Capabilities Assessment, Modeling and Simulation, System Engineering, Open Architectur e, and Information Assurance (IA) . He led NAVSEA efforts to improve IA implementation in surface ship and submarine networks and systems . He also spearheaded a change in Navy IA Certification and Accreditation, which resulted in the Navy’s Platform IT Po licy and NAVSEA’s Implementation of Afloat IA Governance and Guidance. In April 2014, he was selected as the P rogram Manager for Combat System Integration on INDEPENDENCE variant Littoral Combat Ship . He led a diverse team of engineers in the correct ion of integration issues in the Baseline 5 Integrated Combat Management System (ICMS) and the completion of the Baseline 6 I ntegrated C ombat M anagement System (ICMS) . Mr. St. Pierre was a self - employed defense contractor 2001 - 2009, providing technical and pr ogrammatic support to the P EO IWS, Systems Engineer and the Cooperative Engagement Capability (CEC) Program

Office. His primary duties included support to systems engineering, acquisition policy compliance, and IT and IA oversight. He was instrumental in leading the Force Systems Engineering Council, tasked to resolve combat system interoperability issues identified during CEC Operational Evaluation, and in leading the PEO IWS and NAVSEA Platform IT working groups. From 1997 - 2001, Mr. St. Pierre w as a pr ogram manager for a defense contractor which supported the Chief of Naval Operations s taff and the Navy’s Program Executive Office, Theater Surface Combatants providing subject matter expertise in Battle Group operations and interoperability. He was the d eputy director of a 70 person team that provided support across Navy and Joint commands, including the Marine Corps, Joint Theater Air and Missile Defense Organization, and the Ballistic Missile Defense Organization. In this role, he supported requirement s generation, systems integration and engineering, and acquisition of new systems. From 1986 to 1997, Mr. St. Pierre served in three ships on the West Coast, including USS FLETCHER (DD 992), USS ANTIETAM (CG 54), and USS PRINCETON (CG 59), as well as on the staff of the Commander , Naval Surface Force, Pacific Fleet, where he was the Future Plans Officer. During his tour as Combat Information Center Officer in ANTIETAM, and again while serving as Operations Officer in PRINCETON, each of these commands was awarded the Spokane Trophy as the top ship in the U.S. Pacific Fleet. Mr. St. Pierre is a graduate of the College of the Holy Cross in Worcester, Massac husetts, where he received a B.A. in Russian Language and Literature in 1986. Upon graduation, he rec eived his commission in the Navy through the Reserve Officer Training Corps. Mr. St. Pierre is a certified Department of Defense Acquisition Professional in Program Management (0340) and IT Program Management (2210). He also completed his GSLC certificat ion in 2017.
