MSP Staff Physicians are considered staff contract employees, they are not faculty Contract is for 1 year, fixed or variable appointment, and can be renewed annually or revised Primary responsibilities are clinical Can have full or part-time appointmentsCovered under staff policies and procedures, not academic personnel policies Accrue sick and vacation leave for appointments 50% and above Critical to the health care mission of UC San Diego Health 3 MSP Staff Physicians

Staff Physicians classified in accordance with the existing classification series concepts based upon their assigned clinical, supervisory, and administrative duties Designed to provide compensation structure and programmatic flexibility to compete effectively with other organizations The plan is designed to address important business needs by providing competitive salaries for staff physicians, while balancing University’s need to ensure prudent management for overall costs To achieve these multiple objectives, the plan is composed of four key elements: Base Pay Non-base pay Incentive Award PaySpecial Pay (as applicable) 4 Staff Physician Compensation Plan

Base pay is the only salary component that is considered “covered compensation” for the UC retirement plan and vacation pay accrual benefit purposesThe base pay figure will be used upon retirement to calculate retirement payments, if applicable The current Management and Senior Professional (MSP) salary grades are utilized as the framework to establish base pay for staff physiciansPaid on “REG ” DOS code in PPS 5 Base Pay

Staff Physicians are classified in accordance with the existing classification series concepts based upon their assigned clinical, supervisory, and administrative duties Associate Physician Diplomates (TC 0770) = MSP Grade DAssociate Physicians (TC 0771) = MSP Grade C Assistant Physicians (TC 0772) = MSP Grade B To maintain appropriate alignment with faculty physicians, base pay should not exceed 70% of the combined base and non-base pay, up to the scale base pay limit unless the base pay must exceed 70% in order not to fall below the MSP salary grade minimum When determining base pay, department should take into consideration that a faculty member’s “covered” compensation is for comparable work/responsibilities. Parity should be maintained. 6 Base Pay

Non-base pay component designed to bridge the gap between “covered” base pay and market-driven compensation levels to attract and retain the staff physicians The unique feature of this salary attribute is that the resulting pay is negotiated and must fall within the proposed Staff Physicians’ Salary Structure (SPSS) Current maximum salary is $400,300 (SPSS 8) Paid on “PNB” DOS code in PPS PNB is a flat rate DOS code. The payments on this DOS code are not driven by percentage or hours worked. PNB is shown in and paid thru PPS 7 Non-Base Pay

8 MSP and SPSS Salary Scales

Non-base building incentive award component Incentive awards range from 0% to 20% of eligible base salaries (based on 100% base pay rate – regardless of percent time on contract) Performance-based criteria used to determine individual and team contributions Factors used to determine individual incentive awards may include:Utilization management (maintaining fiscal viability and cost effectiveness of patient care) Productivity Scope of practice Utilization of resources Quality of care provided Patient satisfaction Paid on “ PNZ ” DOS code 9 Incentive Pay

Special Pay plans used to pay for urgent, per patient, per shift, in-house on-call coverage MSP Staff Physicians cannot receive BYZ payments under any circumstances Department has discretion at setting the rates of the Special Pay plan Department must have a Special Pay plan on file in Dean’s Office to process paymentsContract must contain Special Pay plan languageShould not be a means to by pass current maximum salary limitations Paid on “ PSZ” DOS code 10 Special Pay Plan

PSZ and PNZ are flat rate DOS codes The payments on these DOS codes are not driven by percentage or hours workedNo hours can be entered against these DOS codesPayments are made thru Online Timekeeping 11 Incentive Pay and Special Pay Plan

12 Examples To maintain appropriate alignment with Faculty Physicians, base pay should not exceed 70% of the combined base and non-base pay, up to the MSP Salary Grade maximum for the letter grade, i.e., B, C, or D (see chart below). The only exception to the 70% figure for base pay, [as a percent of the total salary], would be if 70% of the total salary fell below the minimum for the MSP Salary Grade. The minimum of the MSP Salary Grade must be met . MSP Salary Grades: (Used for Base Pay) Titles Grades Minimum Maximum Associate Phys Diplomate (TC 0770) D 139,400 277,400 Associate Physician (TC 0771) C 111,500 221,900 Assistant Physician (TC 0772) B 89,200 177,500

13 Examples Associate Physician, MSP Grade C Physician slotted at SPSS 2 Total Compensation: $120,000 70% of total salary is $ 84,000 Base pay minimum for an Associate Physician, MSP Salary Grade C is $111,500 Since the minimum for the MSP Salary Grade C is $111,500, this Staff Physician’s base pay will exceed 70% of his total salary. He would be implemented as follows: Base Pay: $ 111,500 Non-Base Pay: $ 8,500 Total Compensation: $ 120,000

14 Examples Associate Physician, MSP Grade C Physician slotted at Staff Physician Grade 7 Total Salary: $ 348,100 70 % of total salary is $243,670 The maximum base pay limit for an Associate Physician, MSP Salary Grade C is $221,900 The base and non-base pay in his contract would be reflected as: Base Pay: $ 221,900 Non-Base Pay: $126,200 Total Compensation: $348,100 Maximum base and non-base pay would be: $348,100 (the maximum of the SPSS Grade 7)

15 Without Salary CLIFF Appointments Every MSP Staff Physician on a “regular” MSP contract must have a without salary (WOS) faculty CLIFF appointment if they are going to be interacting with trainees The start date for the WOS appointment should match the begin date on the MSP contract and cover the length of the contract.

16 RTADs RTAD = Return to Active Duty; a term used to describe retiree RTADs cannot work more than 43% time Faculty members can return to work after retirement through a faculty appointment (recall appointment) or an MSP Staff Physician contract Faculty Appointment: If the faculty member is NOT going to have any patient contact then there should be no MSP Staff Physician contract MSP Staff Physician Contract: An MSP contract is prepared just like any other contract, but the percent time cannot exceed 43% and the total dollar value on the MSP must fit within the MSP Salary Scales/ Slotting Structure while NOT exceeding the total exiting salary. Important to have returning retiree hiring paperwork in place prior to initiation of an MSP contract
