Given this growing level of experience and subsequent successes it was somewhat inevitable that their members wuldattemptan attack in the centre of Abuja. The fact this one was a success, clearnegates statements from the Government that they could protect the FCTfrom such insurgents attack. While many wanted to believe this mantra, the level of security in and around the FCT, if critically assessedindicated that the possibility of such an attack was likelyand could potentially be successfulFurthermore, given Shekau’s recent threatsagainst Abuja, and the success of his other threats, the risk of such an attack had significantlyincreasedWhat this shows?Contrary to what many believed or wanted to believe, this incidentillustrates that the insurgents have a capacity to attack the FCT. It also illustrates that if there was a political agreement between certain politiciansand insurgents, as many thought,to restrict attacks in the city, this is no longer in effect. fter a nearly two years of limited insurgent attacks within thecentreof Abuja, this incident illustrates it is still as vulnerable as before. Whats next?Based on similar incidents in Nyanya, Kano and Jos, it is most

likely that this incident is the work of
likely that this incident is the work of Boko Haram. Given previous responses, it is likely that Shekau will wait a while before making a statement. Based on the fact that there were secondary attacks in Nyanya, and Jos, and allegedlyin Kano, it is highly likely that a second incident could occur within Abuja in the next few daysor weeksAlthough security is likely to be heightened within the city, these insurgents have illustrated their ability to conduct secondary attacks within minutes or within weeks. This risk should not be underestimatedWhy a shopping complexin the FCTlanning would have been requiredbut not difficult in this location as it is an area known for a high density footfall oftraders and customers.Government admittedto presence of insurgent cells in the city.Shekaus threats recently have clearly identified Abuja, FCT as a targetLimited reinforced security presence in effect in target location.Chance of success was highgiven the number of suitable targetsRequirement for large attack team was greatly reduceby using a VBIEDChoice of timing and location ensured the impact was large scaleGrowing experience of conducting such incidents in Nyanya, Kano and has provided valuable knowledge of how to conduct such attacks successfullyTargetingthe FCT willnegativelyimpact politicians, wealthy Nigerians and internationals, resulting in a probable impact on the economyand commercialand diplomatic activitiesWhat does SAR Consultancy Offer?
