Engage with nuclear new build activity to sustain existing Sizewell emergency arrangements. Legislation. Organisational Change. Validateouncil response arrangements postorganisational change to ensure local authority emergency and business continuity arrangements remain effective against national priority risks. Resilience Standards. Revise emergency planning and business continuity performance Community CommunityResilience. Work with existing community emergency groups to implement community resilience strategy Efficiency Management of Resourcesiscuss opportunities to deliver joint emergency planning at a lower cost from FY 20/21 linked budget pressures on councils and produce costed WHATWE HIEVED Sizewell. Head of Emergency Planning provided input to the joint Suffolk County Council and East Suffolk Councilconsultation response to the EDF Energy Stage Public Consultationin summer 2019 Outcome: Delivered Legislation 2019. Work to develop a new Suffolk Radiation Emergency Plan and associated public information were completed in early 2020 but implementation of these new arrangements has been delayed due to ongoing COVID 19 response. 2 Outcome: Ongoing Organisational Change. Changes to the Joint Emergency Response Plan and council business continuity arrangements have been completed to reflect thecreation of East Suffolk Council and West Suffolk Council on 1 April 2019. These changes are being embedded through appropriate training. Outcome: Ongoing. Resilience StandardsThe JEPU has continued to support work within the Suffolk Resilience Forum to embed issued National Resilience Standards into local multiagency emergency response and recovery arrangements. Outcome: Delivered Community Resilience JEPU continues tosupport community emergency planning activitieswhere there is identified local demand. During this period community group members have been attendingocal uthority Rest Centre training coursesand members of the JEPU met with the Suffolk Geighbours Scheme for Suffolk to examine how both schemes could work more collaboratively Outcome: Delivered

Local Authority Working with Wider Resilience Partnerships National Resilience engagement. The JEPU hascontinued to work with several government departments during the periodto progress local emergency arrangements that are influenced by national work Telecommunications. Senior Emergency Planning Officer attendedDepartment for Digital, Culture, Media & Sport LocalResilience Forum Workshop 11 Feb 2020to discuss the national response to a ‘Blacksta’ loss of power/cyberattack With Emergency Services and Other Responders Suffolk Resilience Forum. The JEPU continued to fulfil its role Suffolk local authorities’focal point for emergency preparedness in conjunction with other local response agencies via the Suffolk Resilience Forum.It also continues to host the Suffolk ilience orumPartnership Managerpost that is jointly funded between local authorities, Police, Fire, AmbulanceNHSNHS England and Clinical Commissioning Groups)and the Environment gency Voluntary and Community Sector Coordination in EmergenciesA Community Workshop was held on 11 September 2019 at the Community Church in Lowestoft to consider how the voluntary and community sector (VCS) could support and assist the statutory authorities in the event of a civil emergency; particularly with the establishment of a Volunteer Reception Centre (VRC) to coordinate spontaneous 3 volunteers. The workshop was run by JEPU, with support from Lowestoft Rising and Community Action Suffolk (CAS) and attended by 30 individuals from the local community, including Lowestoft Town Council. The concept and ideas were utilised by Lowestoft Rising to coordinate community support groups during the response to the COVID19 pandemic. Suffolk Recovery Planning. Over the period the JEPU has completed a major review of Suffolk recovery arrangements drawing in learning from Salisbury Nerve Agent Incident, Manchester Arena Bombing and London Bridge Attack. This review was led by the newly created Recovery Pl

anning Officer capacity and has resulted inthe issue of a revised SRF Generic Recovery Plan. Work on training key staff in the revised arrangements was suspended in early 2020 due to the COVresponse. Sizewell Detailed Emergency Planning Zone VisitsTo support the review of Sizewell off site emergency arrangements, JEPU staff visited various vulnerable settingwithin the Detailed Emergency Planning Zone to understand evacuation plans/potential need for assistance. This included care providers, care settings, schools/college,recreational/holiday facilities. These visits also established NHS administered table odine tablet holdings/requirements. Suffolk Fire & Rescue Service (SFRS) Incident Commander training. JEPU officers attended and supported SFRS’ Level 2/3 Incident Commander training. With United tates ir orce. Close liaison has continued with the 3rd US Air Force, RAF Mildenhall and RAF Lakenheath. Regular meetings have been maintained with both base’s Inspector General offices (responsible for USAF exercises) to promote better information sharing on exercises. On 15 May 2019 JEPU supported RAF Mildenhall with anon base Oil Spill Exercise.Between 4 and 6 November 2019 JEPU together with Suffolk CCG and Public Health England supported a live play and subsequent tabletop exercise at RAF Lakenheath testing the USAF Disease Containment Plan.On 19 November 2019, a UK/US multiagency resilience seminar took place, supported by JEPU, which was attended by senior command officers from RAF Mildenhall, RAF Lakenheath and RAF Alconbury, as well as representatives from local and surrounding emergency services and resilience forums. Across Suffolk Local Authorities Joint Emergency Planning Meetings of the Senior Emergency Planning Officers Group (lead chief/senior officers for Emergency Preparedness from each authority) took place twice during the year in accordance with the JEPU governance arrangements. Local Authority Response to Suffolk Incidents Fire Fisons Old Site Bramford. On 6 May 2019 (Mayday Bank Holiday) a large fire occurred in the derelict Fisons site (Garde 2 listed) at Bramford. Several residentswere evacuated from their premises however a Rest Centrewas not required. JEPU attended the Forward Control Point and supported the mulagency response and subsequent recovery p

rocess within Mid Suffolk istrict Council Op GUMPTON. On 28 July 2019 JEPU supported the evacuation of manyproperties following a security incident in Lowestoft. A Rest Centre was established at WaterLaneLeisure Centre by East Suffolk Council housingstaff and Sentinel Leisure Trust to cater for the evacuees. JEPU assisted with the investigation and temporary rehoming of several 4 displaced people until all dwellings were reoccupied on 03 Aug. Subsequently, JEPU helped with the development of a Police evacuation protocol. East Suffolk Surface Water Flooding. On 6 October 2019 JEPU led a multiagency response following adverse weather impacts (Amber Weather Warning: rain) across East Suffolk that flooded20+ properties in Aldwyk Way and Velda Close, Lowestoft, plus other properties in Aldeburgh, Felixstowe, Beccles, Oulton Broad and Wrentham. Avian Influenza Outbreak Eye. Between 10 and 23 December 2019JEPU supported the multiagency response to aAvian Influenza outbreaknear Eyeby facilitating tele conferences to coordinate the multiagency response and subsequent recovery to this minor outbreak Coastal Erosion. JEPU assisted East Suffolk Councilwith the development of a contingency plan for cliff collapse following high tides and unprecedented coastal erosion at Pakefield and Kessingland during December 2019and January 2020 COVID 19 The JEPUhas played a significant role in setting up emergency response arrangements to protect Suffolk communities from COVID 19 pandemic. By the end of March 2020, the JEPU had: Facilitated the set up of the Suffolk Strategic CoordinatingGroup and Tactical CoordinatiGroup and provided specialist emergency planning advice to Chairs of both groups.Led the set up of a multiagency group working to the Tactical CoordinatiGroup to plan for excess deaths.Led the set up of a multiagency group working to the Tactical CoordinatiGroupto run the national Pillar 2 COVID 19 testing in Suffolk.Supported the set up of Tactical Management Teams and Business Continuity Forums in Suffolk County Council, East Suffolk Council, West Suffolk Council and Babergh & Mid Suffolk District Councils.Provided specialist emergency planning advice to multiagency groups set up under the Suffolk Strategic CoordinatiGroup and Tactical CoordinatiGroup to manage community issuesandPersonal Pr

On 3rd December 2019JEPU participated inthe Cambridgeshire County Council abletopexercise to test the Firmn Coates External COMAHemergency plan which impacts upon West Suffolk Ex TANDEM. Ex TANDEM was a combined tabletopexercise and liveplay on 7 August 2019 to test ABP Lowestoft oil spill contingency plan and mobilisation of Tier 2 contractor, in conjunction with EA and SFRS. West Suffolk Hospital. On 16 December 2019, JEPU togetherwith other local emergency respondersattended an exercise at West Suffolk Hospital to test the hospital major incident plan relating to evacuation to ensure that it aligned with SRF and Local Authority contingency plans. 5 Ex PLUTO.Ex PLUTO was a multiagency tabletop exercise/workshop on29 may 2019 to validate the SRF Mass Fatalities Plan. The exercise scenario was an accident on the London Norwich main line railway in Suffolk, the exercise also involved participants from acrossthe local rail industry/voluntary sector. Ex SUCCOR. Ex SUCCOUR was a 2 phased multiagency tabletop exercise/workshop conducted on29 May and 4 June 2019to validate the Humanitarian Assistance Centre Plan, following an accident on the London Norwichmain line railway in Suffolk. The exercise also involved participants from across the local rail industry/voluntary sector. MultiAgency Training Postcode Data’ Evacuation Planning. JEPU, in conjunction with Police and EA, provided training to Police (31 x Officers) and senior managers (x 20) that operate as part of the multiagency Tactical CoordinatiGroup on courses on 8 August and 13 November 2019. Tactical CoordinatiGroup. The JEPU, in conjunction with other Suffolk Category 1 responders, have trained a total of 14 peopleto operate as part of a multiagency Tactical Coordinating Group on courses held on 16 October 2019. Lowestoft Temporary Flood Barrier. JEPU provided training to 6 staff from Coastal Partnership East on 2 November 20on decision making in the lead up to flood event requiring the preemptive deployment of the barrier, includi

The JEPU ran an introduction to Safety Advisory Groups urse on 6 November 2019 which was attended by 8 local authority officers, 2 Police events team members and 1 East of England Ambulance Service NHS Trust officer. Suffolk Emergency Helpline (SEH) refresher/update training completed on 13 February 2020following the change in Helpline technology the move from Genesys to Skype.Business Continuity.Maintained business continuity plans for the Council’s five Directorates.Reviewed business continuity plans for all main SCC office premises. Pending adjustments to future contributions and costs, reserves are also held to address shortterm cost pressures such as those experienced in 2019/20. Annual contributions are agreed each December by Suffolk Chief Executives Group and budget reports are provided 6monthly to Senior Emergency Planning Officers Group.
