ot StudyProblem-centered modes of teachingadministrative decision-making have beenusedfor some years in the trainingof business executives and educationaladministrators.Recently, simulation techniques havebeen adapted for the classroomeducation oflibrarians) The in-basket exercise. as one suchtechnique, has figured prominentlyintheliterature of business and educationbut does not appear to have beenusedextensively in library science education.In what has come to be the traditionalin-basket design, each exercise represents amoment intime. A variety of separateitemsispresented, some of which aresignificant, some inconsequential, but fewof which are related. The student,assumingthe role of an administrator, must reactto each in-basket item bypreparing anappropriate out-basket item, or bydescribing follow-up action..Characteristically,thestudent submits his respor.,e forhis teacher's commentwhich m

SIBE, a techniquefor presenting a SequentialIn-Basket Exercise, wasdesigned to meet this need. A computer-assistedinstruction format was chosen in orderto take advantage of twocapabilities of the computer: interactionwith a student andthe collection of data generated bystudent responses.SIBE Purpose and DesignThe SIBE technique presents athree-layered problem in such a waythat

For each problem sequence,the student is presented with theinitial in-basket item, designated aSeminal Problem(rectangle in the upper left corner of thefigure) followed by four action choices and a"comment response" choice (firstline of circles in the figure). The student,in the roleof an administrator, makes hischoice of the action he would takeby entering thedefignation of that choice (A, B, C orD) via the teletype keyboard. Alternately,thestudent can make the comment responsechoice (E) and enter a statementof hisintended action via the keyboard.The

Thus, in afour-Seminal-Problem simulation, each student mustdealwith and respond to twelve distinctdecision-forcing situations, eight of which arecontingent on his own decisions. In noneof the problems is there a clear-cut right orwrong choce for the student tomake. However, some choices are less wisethan othersancl these choices elicit unexpected results,causing the student to be faced withmajoror minor crises of his ownmaking. In this way, the student is shownthe need forcarefulanalysis of a problem, and the needfor thinking through the possibleconsequences of various actionsthat he might take, and various decisions thathe mightmake.The SIBE Pilot ProjectFour seminal problems were use

These problems werepresented in the context of averbal model of a petroleum library. This model isregularly used in the senior author'sgraduateclassinthe administration of speciallibraries. The problems may besummarized briefly as follows:3Personnel management. A library clerk asks for annual leavetime before it hasbeen earned. Soon after her request, the libraryadministrator receives a requestfora recommendation ofthis employee from acompetitor.Thisistheadministrator's first notice that the employee is considering changingpositions.Coordination. Management decides that taped music is to bepiped into alldepartments of the company, including the library. No employeeshave beenconsulted or prepared for this action and there is a diversified resp

He is highly indignant anddemands that theresponsible library employee be reprimanded. The situationis complicated whenanother engineer claims his colleague is building a personallibrary by obtaininglibrary materials in devious ways.Direction of work_ A threatening letter is received by the libraryadministratorfrom a vendor who claims that his bill for library periodical subscriptions has notbeen paid after four months and several notices. Internal company records appearlacking in supportive evidence and the only individual who can order reissuanceof a check is on vacation.In experiencing the sequential in-basket exercise, each student assumesthe role ofPat Brown, head librarian of the Double XYZ Oil Company Field ResearchLaboratoryLibrary. Thus, noadditional time has to be allowed forfamiliarization with the model beforethe SIBEexperience. During SIBE allstudents have at hand forconsultation an abbreviated,,,organization chart of the model libraryand its parent organization and acalendarshowing the ten-weel,iod covered by SIBE.4The Initial RunThe Coursewriter II program forstoring and managing SI BE wasprepared by Mrs.Betty Wright under the supervisionof Dr. Duncan Hansen. The juniorauthor of thispaper served as liaisonbetween the class instructor(the senior author) and the CAICenter. Five students who hadcompleted the s

pecial librariesadministration course ina previous quarter,and who were therefore familiarwith the model library, were usedin a run-through to debug the program.Some minor corrections were madeand SIBEwas then offered to studentsin course in Spring Quarter 1970.Six teletype terminals were available, sothe class of eighteen students wasdividedinto thirds and scheduled toexperience SIBE in successive timeperiods. All threegroups were instructed not to'discussthe problems of their responsesbefore thefollowing class period. The --tudents were given a one-Pageset of instructions includingboth background for SIBE andinstructions on the use of the teletypeterminal.5Copies of the organization chart and thecalendar were mounted on the wallbehindthe terminals. A few minor problemswith sign-on routine and coding werecorrectedand, in gcneral, the trial ran smoothly. Only onemember of the class seemed espe

18 ciallynervous. Many of the studentsimmed

Many of the studentsimmediately expressed satisfaction withthe content ofthe exercise and the feedback.Laughter was not uncommon as unexpected turnsofevents became known through thesuccessive communications. The students gave everyappearance of enjoying theexperience and several took time tovisit the instructor'soffice duringthe following days to offer commentsand suggestions for futuredevelopment and use of SIBE. At the nextregularly scheduled meeting of the classeach student completed a ten-itemreaction questionnaire.6Each student brought his SIBE print-out tothe next class meeting; in addition, theinstructor had been furnished by the CAICenter with a print-out of the response datafor the entire class. Two hours were spentin discussing the common and deviantdecision pathways of the group. As they wereleaving after the class, many studentsagain expressed pleasure in the SI BE a

The computer-generateddata about these ten individuals was added tothatof the twenty-three earlier participantsgiving a total of thirty-three subjects fordataanalysis. Thedata show that inthese four problems the largest numberof decision pathways chosen for a singleprol--;m was twenty (Problem 1), andthe smallest number was eight(Problem 3,version2). Because Problem 3 included a typographical errorin the action choicesfollowing the Seminal Problem when it wasworked by the fir t twenty-three students,it was revised. Problem 3 has beendisregarded, therefore, iniis analysis. Omitting it,Table 1 shows that Problem 1 elicited twentydecision pathways from the thirty-threeparticipants, Problem 2 elicited fifteendecision pathways, and Problem 4, seventeen.The mean number of students who choosethe same pathway in problem 1 was1.65,in Pro

Although it is typical in thiscourse that every studentcontributes to every discussion, the one followingSIBEelicited more response from the usually quietermembers of the class, several of whomwere quite outspoken indefending their own SI BE choices.As expected, the discussion focused on reasonsfor choice or rejection of offeredactions and on actions suggested in the comment responses.Class members exhibitedconsiderable interest in the numbe

r of students whohad chosen each offered action.This information was available in the response dataprint-out and was given to theclass, although they were at the same timereminded that there were no specificallyright or wrong choices and the fact that themajority had made a certain choice didnot necessarily meanit was the best possible choice. Throughoutthe discussion,choicesselectedbythestudents were examinedinterms of the theory ofadministrative behavior. The entire student discussion waslively and varied.
