BackgroundThe TVET, RAC sector has:Experienced Trainers with existing skillsCurricular and resources out of date with current industry best practicesDiffering quality standardslicensing schemes in some countries however with differing criteriaNo regional consistency in certification processesNew and emerging technologies using flammable and natural refrigerantsNational policies introducing alternative refrigerants into the market

Background contextGuidance from the MLF:Decision 70/53/Rev1 of the ExCom: where the need for improvement of education of servicing technicians is mentioned in the context of better management of HCFCs and alternatives that would allow for avoiding emissions of high GWP gases and for easier acceptance of low GWP alternatives.Certification is the best practical method to verify the competence of personnel handling refrigerants and to ensure the correct installation, maintenance, repair and dismantling of a refrigeration, air conditioning and heat pump systemsTherefore, the establishment of a sound, reliable and operational assessment and certification scheme for RAC technicians is one of the most important components of country’s HPMP.OEWG July 2019Identified Vocational Education as a keystone strategy for MP compliance and workforce development
