2INTRODUCTION

The purpose of these guidelines is to;

Prescribe the manner of electing the youth representatives to the National Youth Council.

Facilitate the process of electing the youth representatives to the National Youth Council.

3 Election Supervision Committees

Election supervisory committees shall be established at various levels

National level

County level

Constituency level

Divisional level

Location level

Sub-location

4Functions of elections supervisory committee

To identify convenient voting venues

To verify the election registers

To supervise the elections

Ensure elections rules are adhered to

To file returns to the next level

Handle elections related grievances

5Election Register

All youth in a sub-location aged between 18-35 interested in participating in NYC elections will have to register with area youth officer

The register will indicate the name, identity card number and age

6ELECTIONS

Candidates at the sub-location level must be nominated by at least 20 registered youth

Each nominating group shall present 2 names of either gender

There shall be 6 elected leaders at each level

Not more than two thirds of elected youth leaders shall be of the same gender at all levels

7SUB-LOCATION LEVELVoters at sub-location level shall comprise all registered youth, Kenyan citizen between ages 18 to 35

A holder of a Kenya Certificate of Primary Education.A good conduct certificate by the area chief/assistant chief/Religious leader or the Police.

Not more than two thirds of elected youth leaders shall be of the same genderSix elected leaders shall be voters at the next level

8LOCATIONAL LEVEL

Voters at this level shall comprise six elected Youth Leaders from each of the sub locations within that location.

A candidate at the location level must be proposed by at least five elected youth leaders from the sub-location level.

The six youth leaders elected shall be voters at the next level.

Division and Constituency level

Voters at this level shall comprise six elected Youth Leaders from each of the locations within that Division

A candidate must be proposed by at least five elected youth leaders from the location level.

The six youth leaders shall be voters at the next level

10 Constituency level

Voters shall comprise of six elected Leaders from each Division within the constituency.Each candidate to be proposed by five elected youth leaders from the Divisional level.

There will be two ballot boxes one for the County level and the other for the National Youth CongressThree of the youth leaders elected shall go to the National Youth Congress while the other three to proceed to County level.

11 County Level

Voters shall comprise 3 elected Leaders from each of the constituencies

A candidate is preferably an undergraduate degree holder fro a recognized institution.A candidate must be proposed by at least 5 elected youth leaders from the constituency level

The leaders shall elect three youth to the National Delegates Forum

12 The National Youth Congress

There shall be a National Youth Congress held by the Ministry of Youth and Sports

The Congress shall nominate 8 youths as prescribed in sub section (5) subsection 1(h) of the NYC Act. No county shall have more than one member elected to the National Youth Council from the Congress.The National Elections Supervision Committee shall supervise the elections

13 Composition of the National Youth Congress

Three youth leaders from each constituency shall be voters

Various leaders from youth serving organizations and development partners shall also be in attendance

14 Voting

Voting shall be by secret ballotVoting at each level shall be a one day exercise one week after the lower level elections

Voting will be supervised by the Elections supervisory committeeVoting and counting of votes shall begin at 8.00 am and end at 5.00pm at the published voting centersCandidates shall confirm the results.

15 Qualification of candidates

Candidates will be required to meet minimum qualification at various levels includingRecommendations/certificate of good conduct

Have achieved some academic standardsMust be of age 18-35 yearsMust be proposed as prescribed by the guidelines

16 Conflict of Interest

No candidate shall be eligible for election if such a person has participated in the civil education training as a trainer of the NYC elections or is an officer participating in the NYC operationalization exercise

17Voting Irregularities

All election offences set out in Election Offences Act, Laws of Kenya shall apply.Non compliance with these guidelines shall also be an offence

The Elections supervisory committee shall handle election grievances at each level or the next rank.The final appeal lies before the Nation Elections Supervisory Committee

18 Miscellaneous

The Ministry will seek services of The Interim Independent Election CommissionThe Provincial Administration and Internal Security will assist in sensitization and provision of security

The elected leaders are expected to offer leadership services and promote the spirit of volunteerism in the country
