FY 2016 – 2017 Budget approved by Sanitary District Board (Westmoreland County Board of Supervisors) August 8, 2016.
GH-CP POA Operations from May 1, 2016 to April 30, 2017 funded by Annual Dues from Members. All POA Operations funded for the fiscal year ending tomorrow.
FY 2016 – 2017 Budget will fund $55,725 in Operations and Contingencies for May and June 2017.

FY 2017 – 2018 Sanitary District Budget
Budget assumes approximately $70,000 of the FY 2016 – 2017 SD Budget will carry over to 2017 – 2018.
FY 2017 – 2018 Budget targets $158,000 available for capital projects, including dredging and shoreline management.

Owner Information Form
Principal owners who desire access to Sanitary District facilities may request Facility Access Cards by submitting a Property Owner Information Form to the POA office. Forms are available on the POA web site (
www.gh-cp.org
) or can be requested by calling the POA office (804-472-3646).
Each Facility Access Card will bear the name of the Principal Owner, a property location, Tax ID Number, a unique identification number and barcode for future use. All property owners are encouraged to submit Property Owner Information Forms to provide their contact information, to request boat trailer decals to facilitate access to boat ramps, and to request rental of boat storage spaces if desired. At least one person in any group of users at any Sanitary District facility must carry a valid Facility Access Card and vouch for the others in their group. Additional rules apply at the Clubhouse and Pool.Slide12
Decals
Under the Sanitary District, we will not be issuing decals for vehicles or collecting tag numbers EXCEPT for those trailers or RVs that will be renting a storage space, and trailers that will be using the boat ramps.Slide13

Keeping all users, volunteers, and employees safe,
Respecting other users and neighbors, and

Rules have been drafted by the GH-CP POA Board and working with the County as one of the documents required to stand up the Sanitary District.
Virginia laws & Westmoreland County ordinances apply
Other restrictions are largely drawn from past rules
Westmoreland County Sheriff enforces
Review:
There will be an annual review of all rules.
Ideas for improvements may be shared with the GH-CP POA Board of Directors at any time. Slide16

The Pool Manager Rules:
Safety First
Children under 9 must be accompanied by
a responsible person 16 years or older
Children 9 to11 years old who pass a swim test administered by the Pool Manager may use the pool unaccompanied
Adult Swims, Crowded Conditions, Large Group Requests
No glass containers
Alcohol only at POA sponsored events
“The Pool Manager has the authority to enforce all rules and may ask any person failing to observe them or otherwise conducting themselves improperly to leave.” Slide21

On the Beaches:
All Westmoreland County ordinances and
GH-CP SD rules governing the use of firearms,
consumption of alcohol, and fireworks apply.
Open fires are not permitted, although
enclosed portable grills may be used.
Consumption of alcohol on beach areas is permitted, if such
behavior or conduct does not endanger one’s self or others.

FY 2017 – 2018 Budget
New fiscal year May 1, 2017 to June 30, 2018. Thereafter, July 1 to June 30.
GH-CP POA Membership approved budget at December 3, 2016 meeting.
Budget estimates approximately $71,000 in income (largely reimbursement for employee payroll costs). Includes income from boat, trailer, RV storage rentals, Clubhouse rentals, and social activities and events income.
Budget estimates approximately $71,000 in expenses (largest component being employee payroll).

Three lots offered for sale to adjacent lot owners in February 2017.
An offer was made on one lot and awaiting scheduling of the closing.
