The British administrative system and the ICS have truly embodied the principle of the generalist in government administration. The instrument a government home and a colonial administration the the generalist administrator was both a product and admirably suited the objectives a law and order, revenue-collecting government. The use of the specialist in administration finds its most vigorous expression in the American civil service. There no class of generalist administrators is interposed between the specialist and the 'political' executives and legislators who supervise them.
