REQUEST FOR PROPOSALS The Jicarilla Apache Housing Authority (JAHA), the Tribally Designated Housing Entity for the Jicarilla Apache Nation (Nation), is requesting proposals from qualified firms for the purchase, delivery, construction, and installation of 6 new modular homes, consisting of 3 3 bedrooms each having at least 1780 square feet in livable area and 3 - 4 bedrooms each having at least 1960 square feet in livable area. The modular homes are to be built in compliance with acceptable standards of sa fety and habitability, such standards to be equal to or more stringent than those established under the Building and Construction Codes as codified in Title 14 of the New Mexico Administrative Code as may be amended from time to time, or the International Building Codes, whichever is more stringent. Threshold Requirements: 1.If the proposer offers construction and installation of the modular homes in addition to delivery, the proposer must demonstrate capacity to obtain a 100% Performance and Payment bond ( or one of the alternatives identified in 24 C.F.R. 1000.26(a)(11)) for that part of the Project. 2.Proposer must possess a valid general contractor's license issued by the State licensed in and not be on the HUD Suspended or Debarred list. 3.Proposer must assure the modular homes are built in compliance with the standards established under the Building and Construction Codes as codified in Title 14 of the New Mexico Administrative Code as may be amended from time to time, or the International Building Codes , whichever is more stringent. 4.Proposer must provide 2 different floor plans for each bedroom size and submit with proposal. 5.If the modular homes are to be built on the Nation, Contractor must include in its proposal a plan to hire Jicarilla Apache and other Indian craftsmen and laborers for the project. As feasible, such plan should require at least 50% of all new hires to fit this requirement. 6.Proposer must provide for a one - year contractor's warranty period in addition to any product or manufacture r's warranty; such warranty commencing upon the date each unit is inspected and accepted by JAHA. During such warranty period, contractor shall be required to repair any construction defect discovered. JAHA may hold retainage in the amount of ten percent o f the contract, and at the end of contractor's warranty period and correction of any defect, the balance of the retainage will be paid to contractor. In the alternative and in lieu of retainage, the contractor may provide a warranty bond for the duration o f the warranty period. 7.Proposer must provide proof of insurance for: Workers Compensation, in accordance with state law; Commercial General Liability in an amount acceptable to JAHA; and Automobile Liability on owned and non - owned motor vehicles used on the site or in connection therewith in an amount acceptable to JAHA. 8.The work under this proposal must be completed within 184 days of receipt of the "Notice to Proceed."
