do we secure success from incentives to mandated requirements. (Germany mandated Passivhaus with four years notice vs. “stepping stone approach” concerns around risks and capacity here.) Replicating Success: Energy Step Code Council. How can we take this multi-stakeholder success and spin it out at a local and regional level? (eg is a distributed model a stronger model?
