newspaper depicts teenagers as uncontrollable thugs. This is evident in the claim that the council have been “flooded with complaints about gangs terrorising the streets.” The use of the metaphor “flooded” suggests that the council cannot cope with the amount of complaints it is receiving, whilst the verb “terrorising” paints a picture of a town that is being torn apart by the teenagers .
