January 29, 2019. The Committee met once during the reporting period, and individual members have also participated in other activities related to their duties. I can confidently report that our members are upholding the words and spirit of the legislation, and that we are receiving appropriate support from Jackson Health System staff. FROM: President & Chief Executive Officer DATE: January 29, 2019 RE: Jackson Miracle-Building Bond Quarterly Report – October to December 2018 During the first quarter of FY 2019, the Jackson Bond Citizens’ Advisory Committee met once to discuss updates presented by staff. Eight projects were presented for approval during the reporting period. The cancellation of two projects and formal close-outs of five bond-funded projects were also presented to the committee. Equipment and technology purchases under the bond during the period represent approximately $6.72 million Miracle-Building Bond proceeds. The largest purchases in those categories included a radiology ultrasound, OR microscope, and surgical table at Jackson Memorial Hospital, computer networking at Jackson North Medical Center, a Trackcore system at Jackson South Medical Center, and supply chain asset tracking for the entire system. As staff completes the purchases of previously-aggressive negotiations and procurement procedures are resulting in substantial savings compared to budget and funds approved by the committee and the Public Health Trust Board of Trustees. These savings are detailed in the attachments to this report, just as savings from under-budget completion of capital projects are detailed in close-out reports. ancial Update Reimbursements received during the report timeframe totaled $24,151,000 bringing to $308,413,874 the total reimbursement received since the bond program began. Small-Business Enterprise Contracting During this reporting period, 73 contracts were awarded totaling $60,015,232. Eleven of those projects, or 15 percent, were awarded to prime contractors who are certified small business enterprises (SBEs). Those 11 contracts had a total value of $5,646,586, or 8.6 percent of the combined value of all bond-funded contracts awarded in this period. It is important to note that some subcontractors on those projects are not registered SBEs. Another $16,691,851 flowed to SBE sub-contractors through non-SBE prime contractors, representing an additional 34 percent of total contract value this quarter. At the committee meeting on October 25, 2017, the committee requested the subsequent quarterly reports include a summary of the ethnic and gender data provided by the vendors for all contracts awarded during the reporting period. Lynn Rehabilitation Center for The Miami Project to Cure Paralysis at UHealth/Jackson Memorial is underway. Building foundation work was completed in October. Erection of the steel superstructure is expected to continue through March. Erection of the exterior precast panels is projected to commence at the end of January. The City of Miami master permit was issued in December and approval from the Florida Agency for Health Care Administration (AHCA) is expected at the end of January. Additional Project Updates Work proceeded on upgrades to the central energy plant at Jackson South Medical Center, with the new cooling tower and chiller installation in the west central energy plant. Renovations continue on the critical care unit, as well as the obstetrics unit at Jackson South. We have also begun the first phase of renovations in the behavioral health unit. Enabling work on the new intake entrance was completed during this quarter. At Jackson North Medical Center, a ribbon-cutting was held to celebrate the opening of the newly remodeled main lobby, which opened in November. Work continues on the patient rooms and public spaces throughout multiple floors (2, 3, 4, 5, 6, & 7). Completion of the interventional radiology suite and physical therapy are projected for the first quarter of 2019. Work continues on the modernization of the first-floor guest elevator lobby area including the two guest elevators, with an expected completion in early 2019. The emergency department and surgical suite plans are still under review. The last guaranteed maximum price (GMP) has been finalized and executed.
