ContentslistsavailableatWomen'sStudiesInternationalForumjournalhomepage:www.elsevier.com/locate/wsif Work(still)inprogress:EstablishingthevalueofgenderedinnovationsinthesocialsciencesFionaJenkins,HelenKeane,ClaireDonovanSchoolofPhilosophy,ResearchSchoolofSocialSciences,AustralianNationalUniversity,Canberra,ACT2600,AustraliaSchoolofSociology,ResearchSchoolofSocialSciences,AustralianNationalUniversity,Canberra,ACT2600,Australia Correspondingauthor.E-mailaddresses:(F.Jenkins),(H.Keane),(C.Donovan).Genderedinnovationsinthesocialsciences,AustralianNationalUniversityNovember69,2016.ForfurtherinformationseeFurthercasestudiesappearonourGESSprojectwebsite.Notethattheprojectembracesabroadde attentiontosexandgenderdierences,whilemuchmoreextensiveformulationsoftheimportanceandimpactofgenderinsocialworldsshapeinterpretativeandexplanatoryapproachesinmanycontexts.Yettheideaofwhatconstitutesinnovativeorexcellentresearchintheacademyremainsinmultiplerespectsgendered,andoftenexcludesordiminishesfeministresearch(JenkinsandKeane,2014).Theinnova-tionsthatfeministscholarshavebroughttokeyacademicdisciplineshaveinmanycasesgoneunrecognisedandignoredintheirimplica-tions.Itisthereforeofvaluetoconsiderandhighlighttheextentandnatureoftheimpactofthiswork,bothwithinandbeyondspeciInundertakingthisproject,wehavebeeninuencedbytheas-pirationsoftheGenderedInnovationsprojecthostedbyStanfordThisseekstoraiseawarenessinthebroadsciencecom-munityoftheimportanceofsexandgenderanalysisforallbasicre-search.Thewebsiteassociatedwiththisproject,whichisfocusedonScience,HealthandMedicine,EngineeringandEnvironmentaldis-ciplines,presentsaseriesofcasestudiesillustratingthewaysinwhichandrocentricbiasandgenderblindnesshaslimited,distortedandhin-deredknowledgeinmedicine,engineeringandbiologicalresearch.Forinstance,researchintoheartdisease,aswellasmanyothermedicalconditions,hasoftentakenmalebodiesandconditionsasthenorm,thusmissingwhatareinfactlargevariationsbysexinsymptomologyandunderlyingcauses;medicalresearchinvolvinganimalexperi-mentationhastypicallyfailedtotakeaccountofthedierencethepresenceofsexhormonescanmaketoreactionstodrugs,leadingtodistortedresultsandeectivelyuntesteddrugsbeinggiventowomen;carseatbeltswerelong-designedwithanormalmalebodyimaginedtobetheirwearers,withdisastrousconsequencesforpregnantwomen;andtransportsystemsdesignedwithoutconsiderationsofgenderdif-ferencesindailyschedulesprovesub-optimalinutility.Whilestronglyendorsingthevalueofthisprojectinmakingthecasefortheim-portanceofrecognizingandincludingsexandgenderdierences,webecameawareoflimitationsinthemodelofknowledgeandpersuasionembeddedintheproject,atleastforourpurposes.Inturningtocon-siderhowgenderedinnovationsinthesocialsciencesmightbeela-borated,importantdierencesfromtheseSTEMdisciplineexamplesandthegeneralapproachoftheStanfordprojectemerged.Tobrieyenumeratesomeofthese,whereasintheStanfordGenderedInnovationsexamplesapositivistaccountofknowledgesupportsanadditiveandcorrectivemodelofimprovementinresearch,muchfeministscholarshiphasadvocatedforpost-positivistcommit-ments(Jenkins,2018).Criticalandtransformativeworkisnecessarytochallengeentrenchedandrocentricmodelsandbasicconceptionsofsuchfundamentalelementsindisciplinaryknowledgeastheeconomypublicspherefreedomandautonomy,alltopicsexploredinthepapersthatfollow.Genderedinnovationsinsocialsciences,whenpursuedatthislevel,ofteninvolveengagementwithcontestedsocialontologies,conictingeconomicinterestsandthedisturbanceofen-trenchedpoliticalarrangementsthathavelongpreservedtheinterestsofasmallminority.ThepersuasivepowersuchinnovationsexertisthereforemuchlesseasytoestablishthantheincontrovertibleexamplespresentedasevidencebytheStanfordproject.Atstakeingenderedinnovationsinthesocialsciences,inmanyimportantinstances,istheofgenderrelations,notsimplythetrackingofsexandgenderdierences.Knowledgeandpowernotonlyprovein-separablyintertwinedinthisperspective,butthemodelofunderstandinggenderedquestionsrequiresreectionontheinstitu-tionalformsthatacknowledgementandrecognition,asaspectsofpromotingorblockingchange,maytake.Ourapproachtoconsideringgenderedinnovationsthereforeincludesacknowledgingashistoricallyandcriticallyimportantthegendereddistributionofpowerindields,recognizingtheongoingwaysinwhichthisshapestheproductionandimpactofknowledge-claims.Whereandhowhavefeministquestionsandmethodologiesreceivedtheiruptakeinthedisciplineswhosecoreworkcomprisesaccountsofsociety,theeconomyandpolitics?Whereandhowdoesgenderasacategoryofanalysisappeartomatterinsocialscienceresearch?WhodoesthisThelocationsandoccasionsoftheacknowledgmentofgender'simportance,whetherasasigniempiricalvariable,orasamod-alityofpowershapingeldsofmeaningandsocialrelations,mightservetoindicatethewaysinwhichdisciplinaryknowledgehasre-formeditself-ornot-aroundthequestionsposedbysocialmovementscommittedtorealizinggenderequalityandrecognizingit

sabsence.Afurtherdimensionisimportant,however,andreturnsustoreectiononhowconcernsforgenderequalityinacademiccontextsintersectwithaconcernforthequalityofresearch.Wherewomenhavelowstatusandrepresentationinaparticulareldofknowledge,itseemsreasonabletospeculatethatthisleadstoundervaluingcertaintypesofknowledgeandtounderestimatingthesocialeectsofgenderedinequity.Aquestiontoconsiderinthiscontext,then,ishowvariationintheuptakeofgenderedinnovationscorrelateswiththeratesatwhichwomenparticipateincertaineldsorbecomeleaderswithinthem.Farfewerwomenthanmenappearatprofessoriallevelacrossmostdisciplines,butthereisconsiderablevariabilitybetweenthem,whichleadsustoaskhowdisciplinarynormsandpracticesmayfunctiontoenhanceordiminishgenderinequality.Howdoknowledgeformationandcertaincharacteristicformsofmasculineprivilegeinteract,forinstanceinde-researchagendas?If,insomeofthesocialsci-ences,womenmakeuplessthan15%oftheprofessoriate,itwouldseemareasonablehypothesisthatthisgenderimbalancewillreandreproducetheeectofassumptionsaboutwhatofresearchismostvaluableandresearchthatis.Yettheconsequencesofthatgobeyondgenderinequalitiesinternaltotheacademy,forthesearethedisciplinesthatshouldmostaidourunderstandingofhowgenderworksinsociety.Whatimpact,then,doeswomen'slimitedinandstatusinthesekeyeldsofresearchhaveuponunderstandingso-cialrealities,orourcapacitytograpplewiththesocial,economicandpoliticalchangesnecessaryforprogresstowardsgenderequality?Thepapersinthisspecialissuecompriseasociologicalapproachtomappingtherelativestatusoffeministandgenderresearchacrossthebroadrangeofsocialsciencedisciplines,andthreecasestudiesgenderedinnovationswithinthosedisciplineslessreceptivetofeministandgenderresearch:politicalscience,economics,andphilosophy.Pearseetal.(thisvolume)makeanexcursionintothesociologyofknowledge,andundertakeacitationanalysisoffeministpapersinin-uentialjournalsineconomics,history,internationalrelations,philo-sophy,politicalscienceandsociology,aswellasinuentialfeministjournals.Whilestudiesofindividualdisciplineshavepreviouslybeenconducted,thisapproachisnovelinprovidingawide-rangingoverviewandcomparison,reectingonthereasonsfortherespectiveplaceoffeministresearchinthecoreorperipheryofthesedisciplines.Editorialpositionsonarangeofinuentialjournalsareexamined,andgenderinequalitiesareevidentforwomanaseditorsandauthorsforalldis-ciplines.Citationdataarepresentedasevidenceoffeministsub-beingmarginalizedwithindisciplines,andthatthelesspermeableadisciplineis(e.g.thelessinterdisciplinaryitisinitscitationpractices),thenthemoremarginalfeministworkis.However,thiseectseemstobemediatedtosomeextentbythelevelofcongruencebetweenthecitationpracticesofdisciplinesandtherelevantfeministsub-discipline.Overall,feministresearchisfoundtohavemoregeneralinuenceinsociologyandhistory,andlessineconomics,internationalrelations,politicalscienceandphilosophy.Pearseetal.thereforeconcludethatgenderisafoundationaltopicinsociology,asitishometolarger 4https://genderedinnovations.stanford.edu/. ForfurtherdetailsseetheGESSprojectwebsite,F.Jenkinsetal. proportionsofgender-relatedresearchthantheotherdisciplines,andevidencepointstosociology'sinterdisciplinarynatureallowingfeministknowledgetobemorereadilyabsorbed.Onaslidingscale,sociologyandhistoryarerevealedasdisciplineswherethereceptionoffeministideasandresearchis,internationalrelationsandpoliticalsci-,andeconomicsandphilosophy.Themorere-sistantdisciplinesaretoabsorbingfeministknowledge,thenthelessisthelikelihoodofgenderedinnovationsanddisciplinarytransformation.S.LaurelWeldon(inpress)presentsanaccountofwhatfeministinnovationsinpoliticalsciencehavetaughtusaboutpowerandgender,howthishasinuencedpoliticalscienceasadiscipline,andwhatgenderstudiescanlearnfromfeministpoliticalscience.Sheaskshow,giventhemaledominationofthepoliticalsphere(andotherspheres),womencancontestpower,andexploresthisquestionbyweavingto-getheradiscussionofcontemporaryconcernsaboutsexualharassmentandthecampaign,thedivergentdirectionsofabortionpolicyandforeignpolicyinCanadaandtheUSA,andahistoryoflandmarkfeministcontributionstopoliticalscience.Shendsthatkeygenderedinnovationswithinthedisciplinehavebeentransformingunder-standingofwhatconstitutesthepolitical.Feministpoliticalscientistschallengedthelimitationsoftop-downapproachestopoliticsandpowerthatcentredonpeopleorpositionsatthetopofthehierarchybyintroducingtheconsiderationofbottomupinformalpolitics.Inthisafeministunderstandingofpowerpointstotheimportanceofcivilsocietyandbroadersocialnormsasapotentialareaforresistanceandempowerment(addpagenumberwhenknown).Feministresearchhighlightedthatinformalnormsandpracticesdeserveasmuchatten-tionasformalrulesinunderstandinghowpoweroperateswithinpo-liticalinstitutions.Crucially,feministpoliticalsciencemaintainedthatpowerandpatriarchycannotonlybeexercisedandchallengedbywomen'smovementswithinthepoliticalsphere,butalsowi

thinpublicandprivateinstitutionssuchasthechurchandthefamily.WhileWeldonobservesthatthereciprocalinuenceoffeministscholarshipandpoliticalsciencehasbeenoneofmutualenrich-(addpagenumberwhenknown),shelamentsthatrecognitionoffeministcontributionstopoliticalsciencehaslargelybeenobscuredordiscountedduetomalebias.YetWeldonndsthatfeministpoliticalscienceprovidesinnovationsforothereldsofgenderstudies,andsheusestheexamplesofcurrentabortionpolicyandforeignpolicyinCanadaandtheUnitesStatestodemonstratehowformalandinformalinstitutionscan,indierentconditions,reinforceorweakenmaledominance,andhelporhindertheeectivenessofwomen'ssocialDalzielandSaunders(thisvolume)celebratethecareerofMarilynWaring,whomwemightregardaspersonifyinggenderedinnovationsineconomics.Thegenesisandpublicationofher1988book,IfWomenANewFeministEconomics,ispresentedasacasestudyofgenderedinnovationsoccurringbecausethestartingpointwasnotwhatDalzielandSaunderscallthePopper-Kuhn-Lakatosmodelofscientithatcontinuestodominatetheeconomicsprofession,butresearcherembeddedwithinacommunityofactivistsgrap-plingwith[a]burningissueoftheday(addpagenumberwhenknown).Waring'skeyinnovationwasoeringanotherpossiblemodelforscienticresearchandafeministeconomicframeworkbychallen-whatispermittedtobeconsideredeconomicproblemsANationalPartymemberoftheNewZealandGovernmentfrom1975to84,Waringchampionedwomen'sissues,suchasachildcare.WhenappointedchairofthePublicExpenditureSelectCommitteein1978,sherstencounteredtheUnitedNationsSystemofNationalAccounts(UNSNA),whichwasbeingadoptedasthestandardforNewZealand'sNationalIncomeandExpenditureAccounts.Shefoundthat,inUNSNAterms,womanengagedinhouseholdlabourwerelabelledasanddomesticworkwasinvisiblewithineconomicpolicy,whichthenrenderedaordablechildcareeconomic-allyunnecessary.Afterleavingparliament,WaringmadeastudyoftheUNSNA,andfoundthat,forexample,women'sagriculturalworkindevelopingcountrieswasexcludedifitsuppliedtheirhouseholdandwasnotforsaleonthemarket,althoughthislabourprovidedfoodformillionsofpeople.Inherbookshearguedthatthepatriarchalas-sumptionsunderpinningtheUNSNAenshrinestheinvisibilityanden-slavementofwomenintheeconomicprocessasoflittleornoim-(addpagenumberwhenknown).Rejectingpatriarchalapplicationsofeconomictheorytopractice,sheproposedanalternativetheoreticalframeworkstartingwithpractice,andincorporatingwo-men'shouseholdworkwithinmeasuresofeconomicactivity.Thismission-ledresearch,argueDalzielandSaunders,standsinstarkrelieftothePopper-Kuhn-Lakatosmodelofscienticdiscovery,adouble-inversionattheheartofWaring'sradicalandtransformativeapproachtoeconomics.Mackenzie(thisvolume)ectsonherownroleinde-velopingrelationalautonomytheory,aperspectiveinformedbyfem-inistethicsandbyfeministcommitmentstocombattingbothgenderedandotherformssocialoppressionandinequality(addpagenumberwhenknown).Sheobservesthedevaluationofknowledgeclaimsmadebyfeministphilosophers,perhapsbecausethefeministchallengegoestotheheartofphilosophicalmethodologyanddisciplinaryself-un-(addpagenumberwhenknown).Genderedinnovationsthereforeariseinchallengingorthodoxpositionsandprovidingalter-nativethinking.Relationalautonomytheoryisanexampleofsuchinnovations,wherefeministthinkinghasconceptuallyreguredtheconceptrejectingmethodologicalindividualism,thedefaultpositioninphilo-sophy,whichreducesallsocialphenomenatoindividualbehaviourandthusexcludesthepossibilityofsocialexplanations.Turningawayfrommethodologicalindividualism,afeministlensfocusesonsocialgroupsandsocialoppression,andsomakesvisibleconsiderationsofsocialjusticeasthecontextforautonomy.Thisispoliticalinessenceasitchallengesmethodologicalindividualismforexistinghandinglovewithlibertarianconceptionsofjustice,aswellasnon-interventionism,whichbolstersneoliberalismandminimalstateassistancetosupportvulnerableindividualsandsocialgroups.Feministrelationalethicseschewssocialatomismandcentresonasocio-relationalaccountofindividualswhoareconstitutedbyfamilialandsocialrelationshipsandintersectingsocialgroupmemberships,andthroughprocessesofenculturationintospeciclinguistic,politicalandhistor-icalcommunities(addpagenumberwhenknown).Peoplearemouldedandconstrainedbyoverlappingsocialdeterminants,suchasgender,class,raceandsexuality.Thetheoryalsoemphasisestheimportanceofpersonalautonomyforwomenandothersocialgroupswhohavebeensubjecttooppression.Thepapersinthisspecialissuecoverdiversedisciplinaryterrain,yettheysharethreekeythemesincommon.First,acrossthesocialsciencedisciplinesfeministandgenderresearchhasbeenoverlookedormadeperipheral,albeittoagreaterorlesserextent.Second,thereexiststheideaofahardcoreofknowledgewhichnormalsciencedrocentricscienceworkstoprotect,andwhichexcludesfeministper-spectives.Third,thatgenderedinnovationsinsocialsciencearetypi-callyunderpinnedbyacommitmenttobroadersocialimpact,activism,andgenderequality.Thefocusonandcommitmenttogenderequalityalsoraisesques-tionsaboutthe

4 statusandnatureofgenderitself.TheGESSpro
statusandnatureofgenderitself.TheGESSprojectisconcernedwiththegendercompositionofacademicdisciplinesandtherelationshipbetweentherepresentationofwomenandthevaluingoffeministknowledge.Inordertodemonstratethesignicanceofgenderinknowledgeproductionitworkswiththecategory,whichisnedagainstthecategory.Thisfollowsconventioninmain-streamsocialscienceliteratureconcernedwithgenderdierences,anditdoesnotimplyanadherencetoanyformofessentialisminrelationtoidentity.Itdoes,however,produceconsequencesthatrequiresomeectionandelaboration.Firstly,itconstructsgenderasabinary,excludingnon-binaryandgenderuididentities(seePearseetal.,this).InthecaseofthecitationanalysiscarriedoutbyPearseetal.,F.Jenkinsetal. authorsareallocatedtooneoftwogendercategoriesaccordingtonames.Thisenablesinsightfulandimportantndingsrelatedtogen-dereddisciplinarypractices,butshouldnotbeunderstoodasmimeticofthecomplexityofsocialrealityinwhichgenderisexperiencedandexpressed.Secondly,asWeldon(inpress)notes(addpagenumberwhenknown),thefocusongenderobscureshierarchiesofrace,class,nationalityandsexuality,whichalsoprofoundlyshapepatternsofknowledgeproduction.Indeed,itcanbearguedthatthedominanceoftheglobalnorthinresearchpublication,acrossalldisciplines,isthecontextforalldiscussionsofthepoliticsofscholarship(Connelletal.,Whileadetailedaccountoftheconceptofgenderisnotpossiblehere,itisworthwhiletohighlightsomepointsrelevanttotheconcernsofthisvolume.FromdeBeauvoironwards,feministscholarsandacti-vistshavedebatedthequestionofgenderandtheissueofwhatuniwomenasagroup(ifanything)(Hekman,2014).Theworkoffeministsofcolourhaspowerfullychallengedthefalseuniversalismofsecondwavefeministclaimsaboutwomenandthewaysuchclaimsfurtheredthehegemonyofthewhitesubject(Collins,2002hooks,1989,2000Inaddition,recognitionofthelimitationsofthesex/genderdistinction,mostinuentiallyelaboratedbyJudithButler,furtherdestabilisetheidentitycategoryButler,1990).AsLindaobserved,questionsabouttheviabilityofthecategoryfeminisminaparadoxicalposition.Thepoliticalprojectoffeminismistochallengetheoppressionofwomenandtomakeclaimsinthenameofwomen.Atthesametimeitrejectstheideathatthereisaunicategoryofwomen.Feministphilosophersandtheoristshavedevelopedarangeofre-sponsestothisdilemmawhichengagewiththewaysgroupsandcol-lectivescanbeconceptualisedwithoutassumingorimposingsameness.Forexample,IrisMarionYounghasarguedthatwomenmakeupaseries,aparticularkindofsocialcollective(1994).Aseriesdiersfromagroupinthatmembersarenotuniedbyasharedfeatureorex-perience,norbyacommonself-conception.Rather,membersareedbytheobjectstheiractionsareorientedaroundand/orbytheedresultsofthematerialeectsoftheactionsoftheotherYoung,1994:724).Thisideaofwomenasagenderedsocialseries,edbyexternalratherthaninternalfeatures,resonateswiththeopeningsectionofWeldon'sarticleonfeministaccountsofpower(addpagenumberwhenknown).Sexualharassmentandassaultareprac-ticesandrealitieswhichconstitutegenderedsubjectpositions,fromwhichasocialmovementcanemerge.Fromamoresociologicalperspective,theunderstandingofgenderasasocialstructureandsystemofrelationshasenabledadierentkindofmoveawayfromafocusonindividualidentity.AsConnellandPearsestate,genderisnotanexpressionofbiology,noradi-chotomyinhumanlifeorcharacter.Itisapatterninoursocialar-rangements,andtheeverydayactivitiesshapedbythosearrangements,chapter1,section2,para.8).Theworkcollectedinthisspecialissuecanbeconsideredasanexplorationoftheoperationofthesocialstructureofgenderinsocialsciencedisciplines.Asthearticlesreveal,thisisnotjustamatteroftherepresentationofwomenasscholars,authorsandeditors,butofgenderedarrangementsinthewayknowl-edgeisproduced,circulatedandvalued.HeregenderisrevealedtobefundamentallyaboutpoweranditsoperationthroughdisciplinaryMoreover,disciplinarynormsshapetheoftenuneasy,embodiedexperienceofbeingafeministacademic,byconstitutingcertainkindsofvoicesasauthoritativeandothersasmarginal(LiptonandMackinlay,2016).Oneofthecentralconcernsofourprojectistheef-fectsofdisciplinaryknowledgenormsandpracticesontheexperiencesofwomenandothermarginalizedpeopleinhighereducationinstitu-tions.MargaretThorntonhaseloquentlydescribedbenchmarkmantheidealacademicwhoemergesinanewmasculineformwithinthecontemporaryknowledgeeconomy().Thornton'sconcerniswiththerelationshipbetweennotionsofmeritandtheidealacademicinthecontextofneoliberalsystemsofperformancemeasurement.Ourprojectexpandsthisconcerntorevealhownormsandidealsofauthoritativeknowledgeacttoshapethecareersofacademicswhofalloutsidethemainstreamduetoeitherembodiedidentity,orresearchinterests,orboth.Feministandwomenacademicsnavigatepromotionandleader-shipingenderedorganisationsthroughvariedformsofagencyandresistance(BlackmoreandSachs,2012Lipton,2017).Thecollectivebuildingofalternativenetworksandnewdisciplinarycentres(identi-edinPearseetal.inthisvolumeasoneofthekeypracticesoffeministphilosophyandfeministeconomics)hasbeena
