Lakeeta Young-HillCategory Management LeadOffice of Procurement, NASA1Lakeeta Young-Hill is currently assigned to the NASA Headquarters Office of Procurement where she provides acquisition guidance to various NASA organizations and programs and leads NASA’s category management and AbilityOne efforts as the NASA Category Management Lead and AbilityOne Representative (ABOR). Prior to joining NASA in 2018, Ms. Young-Hill’s career included 20 years serving in various positions of increasing authority with the Naval Air Systems Command (NAVAIR) in Patuxent River, MD. This included leading process improvement teams as a Lean Six Sigma Black Belt, contracts teams as a Contracts Branch Head and policy teams as the Division Head for Contracts Policy & Process Management. In addition, she spent two years with the Defense Contract Management Agency (DCMA) serving as a liaison between DCMA and the senior leadership of customer organizations. Ms. Young-Hill holds a B.A. in Communication Arts with a minor in Business Administration from Salisbury University and a M.S. in Management from Florida Institute of Technology. She resides in rural Southern Maryland with her husband, three children and the family dog, a boxer named Champ.

Category Management DefinedCategory Management is the business practice of buying common goods and services as an enterprise (one Government) to eliminate redundancies, increase efficiency, and deliver more value and savings from the Government's acquisition programs Reduces costs for goods and services due to competition and the Government's collective buying power (volume)Reduces duplication of workReduces contract processing costs by streamlining the acquisition process Enables agencies to focus more resources on high-priority mission work3

Common Goods and Services DefinedCommon goods and services are those items that are purchased across the Federal Government (e.g., IT, furniture, office management products)In FY21, spending for common goods and services (common spend) accounted for $419B of the $616.5B in total Government spending; and $7.6B of NASA’s $19.5B in spending 4

5. Common Spend vs Defense-Centric Spend5Classification is based on Product Service Code (PSC). Each common category has a designated Government-wide Category Manager from GSA or another Government agency.

Category Management ImplementationIn support of category management implementation, the President’s Management Agenda sets several annual Government-wide goals and OMB sets agency-specific goals for key performance indicators (KPIs) including:Spend Under Management (SUM) – percentage of agency common spend that are actively managed according to category management principles (i.e., Tier 1, Tier 2 or Tier 3)Best in Class (BIC) solutions – percentage of agency common spend obligated on government-wide contracts that have been vetted by solution owners, agency users and subject matter experts resulting in a designation as Best-in-Class (Tier 3) by OMBM-22-03 “Advancing Equity in Federal Procurement”, issued 02 Dec 2021, modified OMB’s approach to category management creditBeginning FY22, agencies automatically receive credit toward SUM goals for contract spend to socioeconomic small businesses, including 8(a), small disadvantaged, women-owned, service-disabled veteran-owned and HUBZone small businesses (referred to as Tier 2-Socioeconomic Small Business (Tier 2 SB) credit)7
