Canada’sTransition to the use of Global Location Numbers (GLNs) via Electronic Data InterchEDILast Updated: June 2011 Transition to GLNs in CanadaPage of ABLE OF ONTENTSINTRODUCTION1.1GLNS VERSUS ROPRIETARY OCATION ODES1.2GLNSSIGNMENTISSUES TO CONSIDER DURING TRANSITION PERIOD2.1ROVIDERS2.2ENDORS2.3ECHNICAL ESCRIPTION OF THE HANGES EQUIRED FOR EDIRANSACTIONS2.3.1efore GLN Adoption2.3.2After GLN Adoption2.3.3Use During the Transition ProcessIMPLEMENTATION PROCE3.1ROVIDERS3.2ENDORSQUESTIONS................................ 5 APPENDIX A........................................................................................................................................7 Transition to GLNs in CanadaPage of NTRODUCTIONThe Canadian and U.S. healthcare industries are currently transitioning to the use of the Global Location Number (GLN) forlocation identification, which began with the sunrise date of December 31, 2010. The GLNis a digitglobally unique GS1 dentification number that canidentify anylocation in the supply chain and is usein the electronic exchange of business documents viaElectronic Data InterchangeEDI). GLNs can identifynumerous locations across the healthcare supplychain, includingLegal entities, such as manufacturers or hosp

itals; Functions within legal entitiessuch aspharmacies, hospital wards orpurchasing departmentsPhysical locations, such as a hospital pharmacy, nursing station, or manufacturer’swarehouse. As GLNs are beingadopted in the Canadian healthcare sector, there will be a period during whichboth proprietary codes and GLNs areused in dayday electronic business transactionsThis is a result of takeholders ingat different levels of adoption as the transition to the GLN takes place, which will requirechanges to bothvendor and providerinternal processes and software systems. This document will provide guidance to the healthcare sector to help ensure that the transition period to mass GLN adoption is seamless and does not disrupt daily operations1.1GLNs versusProprietary Location CodesPreviously, vendors provided nonstandardized proprietary location identification codes to identify various locations for each provider partner (e.g.loading dock, stores area, accounts payable office, etc.).These codes arestored in the provider’s Materials Management (M/M) systems and are used, for example, to send Purchase rder(POs) viaEDI. Proprietary location identificationcodes areassigned and maintained by vendors.Use of nonstandardized location information that is, proprietary codes in the healthcare supply chain results in

costly errors, wasteful inefficiencies, and has implications for patient safety. To prevent potential inaccuracies, implementing a common business language across the Canadian healthcare sector for location identification using the GLN will provide healthcare trading partners with reliable, consistent information by identifying locations using a single, globallyunique number.1.2GLN AssignmentGLNareassigned by GS1 Canada for Canadianvendor and provider organization locations. The attributes of each GLN (e.g. street address, city/town, province, postal codewill bestored in a location identificationdatabase, which will be administered by GS1 Canada. For detailed information on the location attributessuch as field length and field typeplease refer to ppendix A on page 7. Transition to GLNs in CanadaPage of rganizations are responsible for maintaining their own GLN information to ensure that it is complete, accurate and date. NOTE:For global manufacturers trading in Canada that have already assigned their own GLNs, GS1 Canada will register these GLNs in a location identification database. SSUES TO ONSIDERURING RANSERIOD2.1ProvidersProviders(such as hospital, longterm care centremedical clinicthe EDI process by generating PO.Transactions are typicallysent through a network gateway, or ValueAdde

d Network (VAN). ransactionarethen forwardedto the vendor(i.e.manufacturer or distributor Issue to Consider Vendors must be prepared to accept both GLNs and proprietary codes from their provider trading partnersas theproviderswill be at different stages of upgrading their software. 2.2Vendorsendors respond to providers who have issued a PO byreturningPO acknowledgements, invoices, advance ship noticesand other EDI transaction types. As withproviders, vendorswill be implementing the necessary means to process GLNs indifferentstages, meaning that some may be further ahead in the adoption of GLNs than others. Issue to Consider Providers need to knowthe capabilities of all their vendor trading partners to determine if aGLN or proprietary codeshould be sent. 2.3Technical Description of the Changes Required for EDI Transactions2.3.1BeforeGLNAdoptionExample:Prior to the use of GLNs, hipo codes were sent in a name/address segment of aPO sent viaEDIN1^ST^HOSPITAL ABC LOADING DOCK^91^1234567is the qualifier that defines the segment (N1) as a hipaddressis the qualifier defining the following code (1234567) as a hipcode provided by the vendor2.3.2AfterGLNAdoptionExample:Upon the adoptionof GLNs, hipcodes willalso sent in a name/address segment of asent viaEDI Transition to GLNs in CanadaPage of N1^

ST^HOSPITAL ABC LOADING DOCK^UL^1234567890123is the qualifier that defines the segment (N1) as a hipaddressis the qualifier that defines the following code (1234567890123) as GLN (i.e.hiplocationthat is supplied by the provider2.3.3Use During the TransitionProcessWhile the GLN being adopted by industryprovider M/M systems must be updated to store the 13character GLN and send the (GLN) qualifierDuring thetransitionperiod, vendors should be prepared to accept name/address segments inPOs sent viaEDI containing one of the following conditions:roprietary shipto code, with a qualifierThe new GLN, with a qualifierNOTE:The goal is for all providers to have the ability to send the GLN with a qualifier. As the transition for all providers to send GLNs with qualifiers occurs, vendors should be aware that they will also be receiving the proprietary codes with qualifier. ome providers may be able to use the 13character GLN as the Ship Tocode, but still require a software upgrade to implement the use of the GLN qualifier. For this reason, vendors should also be prepared to accept GLNwith a qualifierMPLEMENTATION 3.1ProvidersProviders should implement GLNs in a phased approach, beginning with hipBill TlocationsPrior to sending GLNs, providermustperform the following tasks:Ensure M/M systemsaccommodateGLNContact vendor tr

ading partners erify that they are able to accept and process GLNsCommunicate to vendor trading partners the provider GLNfor hipand Bill Tlocations.Confirm a start date to beginsending GLNsto vendor trading partners.Reach consensus with vendor trading partners on all hipand Bill Tlocations. Transition to GLNs in CanadaPage of 3.2Vendorsendorare responsible for implementing GLNs forthe daily transmission of EDI documents. Initially, GLNs should be created for the vendorcorporate location, all pertinent hipFrlocations (e.g. regional warehouses)and the Remit Tolocation for invoices.Prior to accepting and processingGLNs, vendors must perform the following tasks:Ensure order entrysystemsaccommodateGLN(both received from and returned toproviderCommunicate to provider trading partnerthe vendor GLN for corporate entity, Ship FromRemit TolocationsCommunicate a start date to beginaccepting and processingGLNs to provider trading partnersUESTIONSacquirGLN, contact GS1 Canada at 1.800.567.7084 ext. 3.For additional informationon the adoption of GLNs in the Canadian healthcare sector, visit www.gs1ca.org/e/hcsunrise. Transition to GLNs in CanadaPage of Appendix A Attribute Field Type Field Length Field Attribute Definition Business Usage Notes Company GLN Numeric 13 Th
