ABOUT THE PAYA GRANTEES The Partnership to Advance Youth Apprenticeship (PAYA), a multi - stakeholder initi a tive led by New America, has awarded nine grants to expand youth apprenticeship in the United States. These grants support place - based partnerships of employers, educators, community partners, and policy leaders who are working together to build high - quali ty youth apprenticeship programs that promote inclusive economic development and create new opportunities for young people. Apprenticeship 502 Grantee lead : Jefferson County Public Schools Apprenticeship 502, based in Louisville, KY, will expand youth apprenticeship opportunities within Jefferson County Public Schools (JCPS) in industries in- cluding Advanced Manufacturing, Building and Construction Trades, Educa- tion, Finance and Professional Services, Healthcare, Information Technology, Medi a, Arts, and Communications, as well as Hospitality. Apprenticeship 502 aims to identify 25 – 35 new employer partners and create 50 new Registered Apprenticeships to establish the infrastructure for an apprenticeship pipeline in Jefferson County that will b e sustained beyond the grant. The partnership will also convene an Apprenticeship Advisory Committee, affiliated with Academies of Louisville, to develop a shared community vision for apprenticeships. ApprenticeshipNC Grantee lead : ApprenticeshipNC . ApprenticeshipNC, a division of the North Carolina Community College System, has overseen tremendous growth in the state’s youth apprenticeship programs since 2016. Though youth apprenticeship started as a grassroots effort mostly in the Advanced Manufacturing sector, programs now exist in Transportation, Media, Arts, and Communication, Building and Construction Trades, Energy, and Healthcare as well. But even with significant increases in the number of youth programs, sponsoring employer s, and registered apprentices (750 to 2500 youth) in three years, there is more to be done to scale up to the state’s overall goal of 10,000 total apprentices. ApprenticeshipNC will use support from PAYA to replicate the youth apprenticeship model in the r ural eastern Coastal Plain, western Mountain Region, and Char- lotte while also developing opportunities in new industries, such as Agriculture, Finance and Profession- al Services, and Hospitality and Tourism. The Birmingham Promise Grantee lead : City of Birmingham’s Dep t . of Innovation and Economic Opportunity The Birmingham Promise, in partnership with the City of Birmingham and Birming- ham City Schools, will offer high school juniors and seniors pathways into quality jobs by expanding an existing internship program into youth apprenticeships in high - growth, high - demand industries, including Finance and Professional Ser- vices, Healthcare, Information Technology, and Energy and Engineering. The Bir- mingham Promise will establish a governing st ructure that supports and expands work - based learning opportunities around career pathways and will build a system to support data sharing between the school district, employers, community colleges, and other supporting organizations. Career Launch Chicag o Grantee lead : City Colleges of Chicago . With PAYA’s support, Career Launch Chicago will build youth apprentice- ship pathways in Advanced Manufacturing, Healthcare, and Information Technology across 10 high schools in the city. In addition, Career Launch Chicago plans to expand pathway - relevant early college courses in target high schools, to build a work - based learning continuum into earlier grades for C hicago P ublic S chool students, and to work with Chicago Apprentice Network employers and others to increase apprenticeship numbers citywide. The partnership plans to expand the program into more high schools and more industry pathways across Chicago over time . Early Care & Education Youth Apprenticeship Grantee lead : Early Care &

Education Pathways to Success In 2019, ECEPTS launched the ECE Youth Apprenticeship in Oakland, CA. Through the program, youth apprentices earn a CA Child Development As- sociate Teacher permit. After high school, apprentices in this program con- tinue their studies and on - the - job training through the Early Educator Ap- prenticeship, earning an AA degree and a Master Teacher Permit. ECEPTS is currently launching a second youth apprenticeship program in the Antelope Valley region of Los Angeles County. This 4 - yea r program will begin in high school and continue through AA degree completion, with an option of continu- ing toward a BA degree. ECEPTS is also providing leadership and technical assis- tance to support the development of a youth apprenticeship system in Cali fornia that is guided by an equity lens and engages young people in a variety of career pathways. King County Regional Youth Apprenticeship Consortium Grantee lead : The Workforce Development Council of Seattle - King County In an effort to expand regional capacity to offer youth apprenticeship pathways, the King County Regional Youth Apprenticeship Consortium will convene a regional partnership of employers, government leaders, current youth appren- ticeship programs, K – 20 educ ational leaders and apprenticeship stakeholders to develop strategies to address barriers to expansion, and inform policy and practice at the state level. Youth apprenticeships are currently available in Advanced Manufacturing through a successful pilot le d by AJAC and funded through Department of Labor Apprenticeship Expansion and Washington State Employment Security Department resources. The consortium will use PAYA’s support to develop additional youth apprenticeship opportunities in the Building and Con struction Trades, Educa- tion, IT, Healthcare, and Culinary and Automotive industries . P P L Learn and Earn to Achieve Potential (LEAP) Initiative Grantee lead : Project for Pride in Living The LEAP Initiative will expand Project for Pride in Living’s current youth training pilot to launch a formal youth apprenticeship model in the Twin Cities region with new employer partners across multiple industries, including Finance and Profes- sional Services, Healthcare, and Transportation. In a ddition, the partnership plans to align large data systems to improve data collection and disaggregated report- ing capacity, as well as coordinate with the Hennepin County Attorney’s Office to develop an improved process for supporting young people involved in the juvenile justice system. Montana Youth Apprenticeship Partnership Grantee lead : Reach Higher Montana . The Montana Youth Apprenticeship Partnership will design youth apprenticeship programs in Information Technology and Healthcare and design an implementa- tion strategy to pilot those programs in Helena Public Schools and Billings Public Schools. With support from PAYA, the partnership will also convene state - wide partners to create a workable youth apprenticeship model and develop a stra te- gic plan to expand it into a statewide system. Texas Youth Apprenticeship Partnership Grantee lead : Educate Texas The Texas Youth Apprenticeship Partnership has launched the Texas Youth Apprenticeship Steering Committee to build awareness of and support for high - quality youth apprenticeship programs among state policymakers, agencies, industry and regional leaders throughout the state of Texas. Led by Educate Texas and the Texas Business Leadership Council, the partnership is developing policy rec ommendations and a plan for a statewide youth apprenticeship system as part of a work - based learning strategy. They will also identify regional partnerships ready to implement youth apprenticeship programs in high demand, high growth industries including: Advanced Manufacturing, Healthcare, Information Technology, Energy, and Education.
