Welcome and Introductions was co-chaired by Dr Abdirahman Idiris Hufane from the Federal Government of Somalia’s ministry of health and Abdullahi Nur Aden from the Nutrition cluster. The meeting was opened with Holy Quran prayer followed by round table introductions. 2. Review of the previous meeting minutes and the action points: The previous meeting minutes – 3rd of December 2013 were reviewed true record of issues discussed. Action points were also followed up accordingly; see the status on page 10 of the minutes. OCHA urged UNICEF & WFP to consistently attend nutrition cluster meetings so as to be regularly informed especially on agencies lacking nutrition supplies. Consequently OCHA encouraged UNICEF to be open on its capability to in the existing nutrition gaps, so that should there be problems due to lack of funds, OCHA could step in by advocating for funds. Action Point: The nutrition cluster to encourage UNICEF and WFP to consistently attend the monthly nutrition cluster meetings at (both national and sub-national levels). 3. Agency Profile presentation Somali Aid and Save the Children International (SCI) made brief presentations on their agency profiles. Due to time constrains, partners were requested to comment on the presentations upon circulation via email. Save the Children (SCI)Save the children international was established in 1919 in the United Kingdom to alleviate starvation of Children in Germany and Austria – Hungary during World War I .The agency is made up 30 national organizations and is a dual mandate

Action Point: Abdullahi to share Somali Aid and SCI profile presentations. Direct Aid and JCC to prepare Agency profile presentations for the March National Nutrition Cluster Meeting. 4. Key Nutrition services and Situation highlights: Himilo Foundation; took over 2 TSFP sites from DIAL-Africa and started BSFP program in Kismayo district. Together with the previous 3 TSFP sites, Himilo foundation is currently running 5 TSFP sites in Kismayo district. HARDO; implementing 4 OTP sites integrated with IYCF and EPI programs in Nasiib IDPs, Doonsubugle IDPs, Qoolow and Macaanqaale villages in Hiraan Region with support from Oxfam Novib for the last 2 years. However, they reported lack of RUTF for past two weeks of which UNICEF was aware of. On the other hand, HARDO’s team attended SQUEAC training facilitated by a valid international consultant at Hargeisa supported by Oxfam Novib. Banadir Hospital; lack funding coupled with lack of nutrition supplies, therefore requested support from willing international organizations and donors for Banadir Hospital is the largest referral hospital in the region providing medical assistance to people countrywide. TROCAIRE; supporting integrated health and nutrition activities in Gedo region. Currently running 6 OTP/TSFP sites and 2 SC (in Belet Xawa and Luuq) in accordance to the rationalization and have surplus of F100. Have plans to open one SC in Dollow. The Organization is currently focusing on staff training (formal and OJT) to build the staff capacity to provide quality services and consequently strengthen program implementation. Muslim Hands; Integrated screening and IYCF programs in their health centres in Warta-nabadda and Kahda in Banadir region. GEWDO; PCA with UNICEF expired in July-2013 however, monitoring of the nutrition situation has been ongoing by exercising screening and awareness activities in Garbaharey district where increase in the malnutrition rate is evident. Consequently, an FLA with WFP was signed but unfortunately, WFP commodities could not be delivered due to insecurity related issues. Therefore, WFP was requested to repackage their supplies and deliver plain bags without visible emblem/logos. APD; Running a CHF funded OTP project in Afmadow and Jilib of Lower and Middle Juba which is expected to end on 15th Feb-2014. ANPPCAN; Implementing integrated IYCF and NHP programmes in Banadir region. Conducted training for

5 key staff and 10 IYCF supervisors.

Consequently, they carried out IYCF orientation for the religious leaders, community elders, TBAs, teachers, MOH and UNICEF while developing IYCF module in both English and Somali version for better understanding of the IYCF context. In line with the IYCF, the agency is doing nutrition screening (active case finding) for children under 2 (U2) years of age and made prompt referrals to SAACID, ACF and CWW. MGV; Lack TSFP supplies causing relapse of discharged beneficiaries thus worsening the malnutrition situation in Hiraan. CAFDARO; Started BSFP in Balad Xawo and Dolow districts in Gedo region and CHF/UNICEF funded OTP projects in December 2013. SHARDO; Anticipates FLA termination on 28th February for TSFP programs running in Balcad and Warsheikh districts of Middle Shabelle. Although UNICEF announced lack of funding for the nutrition projects, SHARDO continues supporting the vulnerable children in Warsheikh district with the available nutrition supplies in stock. SORRDO; Conducted 2 days IMAM refresher training for the TSFP staff in Banadir and Afgooye district and shared the training report with the cluster. SAF-UK; Carried out rapid nutritional assessment in 5 IDP camps in Kismayo. The number of HH (households) assessed were 825 with 1,650 children below 5 years of age. The IDPS arrived in Kismayo during the last quarter of 2013 due to insecurity from Jilib and Jamame districts where they were agro pastoral communities . SAF-UK will have active PCA as from March 2014 and has CHF funds for Jilib district villages of Middle Juba. urse, 1 registrar/cleaner, 3 health educator and 1 vaccinator. The organization noted a decrease on the admission trend, due to less population movement. The admission rate of children years decreased to 34.9% while PLW decreased 49% compared to last month admission. Action Points: o ANPPCAN to share IYCF modules for both English and Somali versions. o Abdullahi to share SORRDO TSFP training report. o SAF UK to share the rapid assessment report with the cluster for onward sharing with nutrition partners in Kismayo.( Kismayo is fully covered and SAF UK should not start nutrition programme, the current available partners are enough to cover the needs) o The national nutrition cluster to look into the available options to support Banadir Hospital stabilization centre and provide feedback in the next meeting. 5. FSNAU presentation on Post Deyr 2013/2014 Assessment Results FSNAU carried out presentation on the results of Post Deyr assessment conducted in whole of Somalia. The purpose of the assessment was to determine nutrition and food security situation in the country. Access Nutrition team had access in all regions in Somalia in Deyr 2013 season with exception of Lower Shabelle, Bakool Agro-pastoral and South Hiraan. Methodology  27 nutrition surveys followed the standard SMART Methodology (Standardized Monitoring and Assessment of Relief and Transitions).  13 nutrition surveys were representative MUAC assessments.  27581 children 6-59 months covered.  49% of nutrition assessments-south; 14% Central; 15% in North East; 22% North West.  Nutrition Situation is stable /improved slightly since Gu 2013 – exception being Qardho IDPs and Berbera IDPs.  U5DR-Acceptable except Beletweyne and Hawd central where serious levels are seen  Positive correlation of GAM with SAM=0.73.  Since Gu 2013, GAM-MUAC shows deterioration in BBeletweyne, Mogadishu IDPs , N Gedo Pastoral in South; Hawd central and Addun Central in central region; Berbera IDPS in North West and Qardho IDPS in Northeast.  Compared to Deyr 2012, Deterioration is seen in Baidoa IDPs in south & Addun central SOMALIA NUTRITION CLUSTER Nutrition Cluster Coordination UNICEF Somalia Support Centre (USSC) United Nations, Block Q, Nai

Key Messages;  Somalia is a country with higher than acceptable rates of acute malnutrition. Acute malnutrition prevalence has remained sustained at elevated levels where 1 in 7 children under 5 years suffered from acute malnutrition at the time of the assessments. Situation in IDPs is worse.  Currently 203,000 children yrs. are estimated to be acutely malnourished (approximately same as in Gu 2013). 68 % of these children are in the South.  51,000 children 5yrs are suffering from severe acute malnutrition and are at higher risk of death and disease. This is an increase in number - 25 % of total in Dyer 2013/4 compared to 20 % in Gu 2013 or 21% in Dyer 2012/3.  Acute malnutrition in Somalia is also being aggravated by chronic malnutrition further aggravates malnutrition levels in the community. The key dates for the timeline are as follows:- • 14 February-CHF Board meeting and HC decision on envelopes and prioritized areas. • 17 February-Orientation session for partners on CHF. • 19 February-CHF standard allocation guidance note published. • 20 February-28 February- Partners write project proposals according to the prioritized areas. • 1 March- Due date for proposal. • 2-7 March- CRC reviews and selects proposals. • 7 March- Final list of proposals to CHF. • 14 march publication of the preliminary approved projects. • 11 April-MOUs signature. • 09 May payments to partners. CHF Board priorities as advised by CHF board are; • IDPs and host communities- Provision of basic services in vulnerable IDPs and host communities. • Preparedness and contingency programming. • Common services. FAO regional workshop/ToT on integration of Food security and Nutrition will be attended by; Dr Hufane (Govt-ToT), Ali (HARDO-ToT), Sarah King- Concern Worldwide (regional training only) and Onesmus Muinde (Save the children-regional training). Somalia was given 4 slots only. Apologies to those partners who applied and could not make it, hopefully they will get a chance next time. Nutrition cluster information management specialist recruitment is being concluded. Suitable candidate has been selected and will be joining nutrition cluster soon. Partners need to bear with the cluster coordination team. Hopefully the IMS will be on board by beginning of March and the cluster will resume sharing of information

Therefore there will be areas in which programmes might be closed. Partners need to understand that with little available resources, strict admission and discharge criteria should be adhered to hence there will be changes in nutrition response in the coming weeks and months for sure. The Nutrition Cluster congratulates the government on the recently concluded reshuffle and hopes that the newly created MoH will soon have all staff on board in order to move the nutrition agenda forward. Comments: Partners suggested the nutrition cluster should prioritize Somali personnel in terms trainings as international staff can be assigned to other countries. 7. AOB BPPSC; conducted 3 days training on Community Infant & Young Child Feeding (IYCF) package for its 15 Member Organizations from South and Central Zone of Somalia. The training aimed at enhancing the participants understanding of the Community IYCF Package and setting counselling foundation is application their day to day work. The participants were all female from different regions in SCZ of Somalia. It was meant partners to able to apply the Community IYCF Package in their respective community level. Specific objectives: The primary objective of the training counsellors & community workers (CWs) or primary health care staff as IYCF Counsellors is to equip them with the knowledge, skills and tools to support mothers, fathers and

other caretakers to optimally feed the
