Slide2Introduction and update instructionsBy the Grace of Allah, and in accordance with the directives of the prudent leadership in the Kingdom, based on the Royal Decree (A/90) dated 27/8/1412H that stipulates: “The Government shall develop the Two Holy Mosques and provide quality services and security for their visitors enabling them to perform their Hajj and Umrah easily and tranquility”.General Authority of Civil Aviation issued this instruction based on the Royal Decree (M/58) dated 28/12/1425H. Governing Hajj traffic act, and its amendments, and the Civil Aviation Act Provisions issued by the Royal Decree (M/44) on 18/7/1426H. In addition to all Saudi rolls and regulations relating to supporting Hajj, air traffic to ease their movement in smooth manner.The instructions are updated
based on the feed back of relevant organizations inside and outside GACA on an annual basis, the feed back has been requested after the end of each season.

equal manner to ensure best utilization of the entire period. The air carrier must not intensify their flight schedules during the last week of arrival phase and the first week of departure phase, taking in consideration, spread daily flights over time periods that suitable for both airports operation slots allocation capability, in order to maintain equality among air carriers

Slide7Terms and Conditions Governing Air OperationFlight schedule must contain the following:
ICAO code.
IATA code.Flight
number contains four digits and taking into consideration that flight number will not be repeated within 72 hours.
Air
carriers shall use the authorized aircrafts by GACA
.
Adherence to arrival and departure times There are some cases that can be allowed by carriers to operate as follows
:
It is not permitted to remain in the King Abdulaziz International Airport and Prince Mohammed Bin Abdulaziz International Airport for more than 30 minutes after or before the flight runs
.
(2) hours at the time of arrival, and (3) hours at the departure stage, and can be allowed to stay to (4) hours for aircraft with capacity seat (400) passengers and more

Delays due to technical issues due to inadequate maintenance of the aircraft, spare parts or flight hours restrictions for aircraft crews are not considered contingencies.

Air
carriers or their agent must submit the following:

carriers must ensure that pilgrims hold valid traveling documents, including Hajj visa

take all-necessary measures to verify and ensure the validity of Hajj visas issued by Saudi embassies, at the process of embarking passengers, through the link below and when required.

carriers conducting operation by leased aircraft should obtain the required technical permits from GACA.Air carriers shall conduct their flight under its legal identity according to the granted approved authorization by GACA
Slide9Carriage of pilgrims on regular and charter flights
In case of insufficient number of regular scheduled flights, additional Hajj flights can requested to achieve state quota
.Hajj
carriage can be conducting on scheduled regular flights, only Air carriers which are operating regular flights not less than one year before current hajj season will be allowed to carry pilgrims according to the following
mechanism:
Air
carriers should submit their operation plan indicates numbers of scheduled flights dedicated completely or partly, to carry pilgrims, and total number of pilgrims, to airport operations and ACA, before (1/8/1439H, 17.4.2018
).
Air
carriers carrying pilgrims not in compliance with submitted operation plan will consider as instructions violation
.
Pilgrims and their luggage must segregated from origin, in order to facilitate carrying pilgrims to Hajj terminals faster and easier

Slide10Thread Party Transportation GACA approval must obtained prior to carry pilgrims from third country to Kingdom of Saudi Arabia (KAIA/ PMIA) according to the following:Third party carriers will not be allowed operating Hajj flights, in case of the Saudi national air carriers and the concern country national carriers willing to carry the pilgrims.Hajj charter flights will be limited to third and fourth freedoms.

Slide11Terms and Conditions Governing Air OperationType of aircraft used in inbound, must be used in outbound phase. However, any changes to type of aircraft must be notified (48) hours ahead to airport operations, in order to update electronic dispatching scheduled to ensure full pilgrims dispatch.Air carriers that have more than (50) flights may cancel up to (7%) of the total approved flights for both phases. Arrival
& departure Hajj Flights will be Distribution to KAIA and PMIA according to one-way strategy as possible. Air carriers will be allowed up to 9/12/1439 (20.8.2018) to carry pilgrims holding the following visas:Guests of the Custodian of the Two Holy Mosques program.
Guests of the Ministry of Culture and media.Air carriers and their agent shall be committed to return any pilgrim missed his flight, for not more than three months from his arrival
date

Carriers willing to operate regular or charter flights to KSA airports, are required to submit their Acceptance of Security Programs (
AOSP).should be submitted to GACA central department of security

Slide14Fulfill Chapter (V) requirements of Civil Aviation Economic Regulations.Air carriers and their agent shall provide a bank guarantee to GACA issued by a national bank in KSA. GACA will secure (30%) of the bank guarantee until air carriers violations cleared. the remaining amount of bank guarantee will be released upon the air carriers request at the end of the season.
No entity allowed requesting GACA to deduct any amounts from the bank guarantee amount due to any contractual disputes between the contracting parties.
GACA may calculate the value of the bank guarantee based on the air ticket market price
.
Air
carriers regular, charter, or their agents must provide a fe
eding and housing bank guarantee not less than (SR.100, 000) and not more than (SR.200, 000) to GACA issued to the Ministry of Hajj and Umrah
, to cover housing and catering expenses. Bank guarantee shall restored to original amount if used totally or partially.

Charter Flights conditions
Slide15Air carriers not allowed conducting commercial operations (passengers/cargo) on ferry Hajj flight in both inbound and outbound phases, unless GACA approval obtained.Air carriers operating Hajj charter flights should have a crew able to speak the pilgrims’ language.Air carrier agents is impliedly responsible of all obligations regarding transporting pilgrims to and from the kingdom regulation.

Hajj Charter Flights conditions
Slide16Hajj terminals Operator’s ObligationsFlowing flights scheduling according to GACA instructions.Continuous coordination with concerned departments in order to maximize the utilization of terminal’s capacity.
Link flight scheduling and statistics systems with GACA systems.Clarify aircraft seating capacity for each departure flights (scheduling phase), to make sure that seating capacity for all flight schedules appears at Ministry of Hajj and Umrah system, to avoid wrong pilgrims dispatch.
Prepare an information counters at plaza to be operated by ground services providers.

Continuous coordination and cooperation with airport Hajj and Umrah department, terminal operator, governmental agencies and Ministry of Hajj and Umrah, and supporting air carriers i.e. filling emigration cardsKeeping Flight data at least (90) days.

Delay time will calculated since aircraft engines shutdown until first bag appears on luggage conveyers.First bag must appear on luggage conveyers in (25 min), last bag must appear in (45 min).If aircraft parked at apron (6).First bag must appear on luggage conveyers in (45 min), last bag must appear in (60 min).If aircraft parked at apron (1, 2, 3, 4, 5, and 7).In case of luggage delay in Prince Mohammed Bin Abdulaziz Airport in Madinah, delay time will calculated according to international standards.Customer Protection Rights Regulation will applied in case of lack of luggage arrival and luggage
delay.Pilgrims’ luggage and Zamzam water not allowed staying in airport terminals after pilgrims’ arrival and departure flights.

Ground Services providers Obligations
Slide19Instructions Governing Carriage of GCC Countries PilgrimsAir carriers operating from Corporation Council for Arab Stats of the Gulf (GCC) airports to Saudi Arabia airports (from 1/11/1439 until 10/12/1439), must strictly inform their passengers, that Hajj permit is strictly required to perform Hajj.In case of any passenger not holding Hajj permit wear “Ihram” during the flight, Saudi authority will deport him on same flight.
Air carriers carrying GCC citizens form 5/12/1439 (03:00) local time to 10/12/1439 (03:00) local time to airports dedicated to Hajj operation, must take the following actions:Before check in process, all GCC citizens should sign a pledge of NOT performing Hajj and/or wearing (Ihram) during the flights or after arrivals even with holding Hajj permit.
In case of wearing (Ihram) during Hajj flight, crew should report the scene and sign by crewmember and his supervisor mentioning (seat number and passenger name) in the report.

Slide20Seasonal labors Carriage ConditionsAir carriers that need seasonal labor to support their operations at airports are required to have prior coordination with GACA concerned departments before the end of Jumada II annually, to obtain supporting document addressed to the Ministry of Labor. Air carriers intending to carry seasonal labor must comply with the following:The end of
Dhul-Qa’da of each year is the last date of seasonal labor carriage.Air carriers could carry Islamic Development Bank seasonal labor, or air carrier’s seasonal labor, on their schedule or charter flights until mid-night (GMT) of 6/12/1439.
Air carriers must coordinate with KAIA and PMIA prior to seasonal labor carriage.

Slide21Transporting (visiting) and (commercial) Visa holdersAir carriers should NOT transport (visiting) and (commercial) Visa holders to airports dedicated to Hajj operations from 10/11/1439 to 10/12/1439. In case of holding (visiting) Visa for businesspersons, media stuff, doctors, experts and diplomats, air carriers should inform Ministry of Interior and Ministry of Hajj and Umrah in advance to ensure smooth workflow and to avoid any embarrassments.

Slide22Penalty, which might imposed in case of violation:This instruction issued based on the Royal Decree (M/58) dated 28/12/1425H. Governing Hajj traffic act, and its amendment (M/63) dated 23/9/1429H, and the Civil Aviation Act Provisions issued by the Royal Decree (M/44) on 18/7/1426H. In addition to all Saudi rules and regulations relating to supporting Hajj, air traffic to ease their movement in smooth manner.
In case of any violation to any article of this instruction, necessary action will take to enforce the penalties in the above-mentioned rules and regulations (12-1).22
