HERS Ratings as Compliance Option in the 2015 International Energy Conservation Code Builders ’ Perspectives Jim Petersen | Dean Potter | Jacob Atalla February 2014 IECC 2015 HERS Rating Compliance Path What is it? • Energy rating index as a performance compliance option of the 2015 IECC • An alternative to prescriptive requirements of the code • S ets maximum HERS Index Scores on a regional basis • A lso requires that a builder must meet the mandatory envelope requirements of the 2009 IECC • Supported by a broad range of stakeholders including NRDC , equipment and insulation manufacturers, code officials and builders Climate Zone 2015 IECC HERS Target 1 & 2 52 3 51 4 54 5 55 6 54 7 & 8 53 IECC 2015 HERS Rating Compliance Path Benefits: • Will allow builders the flexibility to meet efficiency targets using the lowest cost approach – making energy efficient homes more affordable for homebuyers • Will serve as a catalyst for design, material and equipment innovation • Will achieve greater energy savings than the 2012 IECC at a lower cost to consumers • Will simplify code enforcement • Aligns with HERS labeling, MLS green fields, etc. • Could become the basis for future 45L Fed Tax Credit program IECC 2015 HERS Rating Compliance Path The Road Ahead: • Increasing Confidence in the HERS Index Through Consistency • Which IECC code will state & local governments adopt? 2012 vs. 2015 – Pilots and Case Studies • Builders have a long way to go to reach IECC 2015 maximum HERS Index Scores • Certain building components have a better return on investment than others – Can we show a net positive monthly cash flow based on the increase in mortgage versus the decrease in utility bills? – Options 15+ points
