Measurement Standards Laboratory
7The Metrology Division of NISIT operates the Measurement Standards Laboratory to disseminate Scientific, Industrial and Legal Metrology support services to the industries and general public in PNG.
MSL plays the role of an NMI in Papua New Guinea.
MSL also acts as the central agency coordinating efforts towards harmonizing processes and practices for state agencies having LM functions in Health, Safety, Environment and Trade.

PNG National Metrology Infrastructure
PNG pre independence had a Weights and Measures Act with subsequent Regulations which essentially took care of the fundamental Legal Metrology matters. The other now clearly identified areas apart from the traditional Weights and Measures like in health, environment and safety since independence were parked under different government agencies.In 1993, NISIT was established, however, the above situation still remains. Respective organizations have not been working together as a system to at least effect this. Examples of agencies involved in LM (2)
Independent Competition and Consumer Commission (ICCC) is conducting inspections/verifications for Pre-packaged Goods, Weighing Instruments in Market and Fuel Dispensers. Trade Measurement Act is in the custody of the ICCC. ICCC has four regional offices with about 3 staff each. Port Moresby, Lae, Mt Hagen and Kokopo.PNG Power is conducting inspections/verifications for Electricity Meters within its Test Branch. They also do Test Approvals for electrical/electronic items. There are about 20 officers working at its Test Branch. Port MoresbyHealth Department is responsible for conducting inspections/verifications for Medical measuring devices. A Biomedical Engineering Unit is established under this Department to carry out the legal metrology activities for medical devices. Water PNG is responsible for conducting inspections/verifications for water meters. There is a testing facility for water meters in Lae with 5 staff. Land Transport Dept is responsible conducting inspections/verifications for Taxi and Speedo meter. They are not doing these yet. The Transport Department is in Port MoresbyDepartment of Petroleum and Energy are responsible for Gas meters. This is not being done yet. Again based in Port Moresby. National Roads Authority is responsible for conducting inspections/verifications for weighing bridges. Less than 5 staff are doing this work. Also based in Port MoresbyDepartment of Labour regulates industrial safety which includes doing verifications and inspections of safety equipment1124 November 2016

Legal metrology control in above areas?
Calibrations are mostly done by NISIT through the MSL.Initial Verifications and Period verifications are done by respective bodies mentioned previously, though such activities are not done as expectedRepairs, service or replacements are done by the respective bodies tooOIML recommendations, National regulations, Manufacturer‘s procedures are currently being used throughoutMost of the control are not in sync with the current OIML recommendations.
