slide2. Anishinabek Nation Governance Agreement WHAT IS THE GOVERNANCE AGREEMENT? This Agreement will recognize the following four (4) law-making powers for those First Nations who ratify the Agreement:
Language and Culture
Citizenship
Leadership Selection

slide3. Anishinabek Nation Governance Agreement BENEFITS OF THE GOVERNANCE AGREEMENT The Agreement will recognize your First Nation’s authority to pass language and culture laws and First Nation’s can work to help restore and maintain our rightful Anishinaabe traditional ways;
Will provide the funding required to help fund Anishinaabemowin classes.
Law could include a long-term plan for Anishinaabemowin. 1. Language and Culture Laws<br>
slide4. Anishinabek Nation Governance Agreement BENEFITS OF THE GOVERNANCE AGREEMENT This Agreement will recognized your First Nation’s authority to determine who your citizens are.
Example: the rights, privileges and responsibilities that come with that citizenship, and costs of engaging your citizens on citizenship.
Whitefish River has a Membership Code which is an arm of Indian Affairs. INAC interference has continued to cause division amongst our people. 2. Citizenship Laws<br>
slide5. Anishinabek Nation Governance Agreement BENEFITS OF THE GOVERNANCE AGREEMENT This Agreement will recognize your First Nation’s authority to develop its own Election Laws that reflects the way your citizens want to elect their Chief and Council.
Whitefish River has a Custom Election Code that was ratified by your voters. This can easily converted into your First Nation law, answerable to the people, not INAC. 3. Election Laws<br>
slide6. Anishinabek Nation Governance Agreement BENEFITS OF THE GOVERNANCE AGREEMENT This Agreement will recognize your First Nation’s authority to pass its own Financial Administration Act.
No other governments will impose financial reporting requirements.
Example: reporting of honourariums, travel expenditures, salaries and so forth, will all be gone unless the First nations want to report on these items. 4. Management and Operations Laws<br>
slide7. Anishinabek Nation Governance Agreement BENEFITS OF THE GOVERNANCE AGREEMENT First Nations who ratify the Agreement will form the Anishinabek Nation Government.
First Nations will decide what laws to pass at the Anishinabek Nation government level.
The Anishinabek Nation government will have it’s own funding based on the number of First Nation who ratify the ANGA. No First Nation funding will be used to operate the ANG.
The Union of Ontario Indians will not be the government. Anishinabek Nation Government<br>
slide8. Anishinabek Nation Governance Agreement BENEFITS OF THE GOVERNANCE AGREEMENT The funding formula is mostly based on "comparable full time equivalents". So, what Ontario for example would pay for governance program & services is what First Nation will get.
To be clear, the Anishinabek Nation Governance Agreement is permanent and the fiscal arrangement is negotiated every five years. We will always demand more funding…always.
Example: increased funding can be used to offset costs related to operations, elections, and citizenship laws. New Fiscal Framework<br>

Anishinabek Nation Governance Agreement BENEFITS OF THE GOVERNANCE AGREEMENT Specifically regarding Whitefish River First Nation, the fiscal offer will replace your Band Support Funding and governance-related Band Employee Benefits, which is currently in the annual amount of approximately $277,000; This will increase to $2,114,000 annually and represents a 760% increase.
The fiscal offer amount is contingent on your community’s successful ratification of the ANGA, and it will be adjusted annually to keep pace with inflation. Whitefish River First Nation Proposed Funding<br>
