Insights that Helped Shape CIO-SP4 A two-GWAC concept creates increased administrative burden for both the government and the contract holder.
The current GWAC structure prohibits small businesses from viewing and proposing on every opportunity issued in e-GOS. 15 U.S. DEPARTMENT OF HEALTH AND HUMAN SERVICES

Anticipated Changes for CIO-SP4 The ceiling value of each contract will increase from $20 billion to $40 billion.
POP will be changed from a ten-year base to a five-year base with a five-year option. Individual contract holder options will be exercised at the discretion of NITAAC.
CIO-SP4 may use a phased evaluation approach that requires vendors to fill out a self scoring sheet. The scoring sheets may be evaluated using a point system and cut-off.
Corporate experience will be used as an evaluation factor.
The most important part of the Draft RFP is Section C – Statement of Work, which includes 10 task areas, many of which have been expanded upon or further defined including a couple of additions.
Small business set-asides of all types (SB, HUBZone, SDVOSB, and 8(a)) will continue to be a significant part of performance in CIO-SP4. 16 U.S. DEPARTMENT OF HEALTH AND HUMAN SERVICES

Anticipated Changes for CIO-SP4…continued The NIH has identified a range of anticipated awards in each of the business sizes and socio-economic categories.
The number of small business awards will likely stay about the same from CIO-SP3 to CIO-SP4. Although a company may receive multiple award in various small categories, they will receive only one contract number, unless they also receive an 8(a) contract.
The government may or may not conduct a ramp-on under CIO-SP4. The government is more likely to provide the opportunity for Small Business contract holders to increase their number of task area capabilities.
The CIO-SP4 contract may contain more robust off-ramp language that encourages more contract holder participation.
Our ordering system, e-GOS, will be revamped to include more features and generally re-organize things to be more efficient.
The due date for the NCAF will be extended from 10 days to 20 days. 17 U.S. DEPARTMENT OF HEALTH AND HUMAN SERVICES

Opportunities for Small Businesses With the current vehicle structure, small businesses are prohibited from proposing on every opportunity that is issued through e-GOS.
CIO-SP4 is a one GWAC concept.
It will enable small businesses to propose on every requirement that comes out.
This will effectively eliminate the challenge of small businesses being siloed by their size, something many contract holders indicated they experienced with CIO-SP3.
The move to one GWAC may make it possible to set-aside task orders for small businesses and specifically for socioeconomic categories, such as women-owned businesses and Native American and Alaska Native owned firms. 20 U.S. DEPARTMENT OF HEALTH AND HUMAN SERVICES

Questions We are Hearing Frequently Industry Teaming Arrangements: Can a business be on multiple teams as a JV or CTA or as a subcontractor?
Past Performance: Is it a requirement for a Prime contractor to demonstrate one past performance in health IT?
Socioeconomic Categories: Can a business compete with multiple socioeconomic categories? (Example WOSB, HUBZone) or do they have to choose one?
Experience: Can we include team members experience as part of the 30 examples?
Security Requirements: Are there any security clearances required at the time of Task order execution? Will this be specified with the release of each task order? 21 U.S. DEPARTMENT OF HEALTH AND HUMAN SERVICES
