The DFDC-SA is the only Black Agricultural Commodity organisation in the Deciduous Industry
The DFDC-SA is unapologetic about transformation and Black ownership of the deciduous economy
Strategic Focus:
Transforming the deciduous fruit economy by developing new deciduous planting areas in South Africa in order to create 1000 new farmers in non-traditional provinces<br>
slide3. The primary source of transformation funding is through a 20% transformation levy collection
The Minister, by notice in the government gazette, introduces all types of levies to be collected on an agricultural product or class thereof, in our case stone and pome fruit produced, processed and retailed
Levy collection are governed by the MAP Act 47 of 1996
The NAMC advise/recommend to the minister who must administer and implement the transformation levy
The function of administration and implementation of the levy has been allocated to HORTGRO since the inception of levy collection more than 25 years ago HOW IS TRANSFORMATION FUNDED?<br>

slide9. GOVERNMENT FAVOURING WHITE AGRICUTURAL CAPITAL The new Levy cycle (October 2023 – September 2027) – DFDC-SA applied to the minister in terms of The MAP Act to manage the 20% transformation levy
The NAMC unfortunately recommended to the minister not to allow the DFDC-SA to manage in full or even a portion of the transformation levy for Black people.
Once again the minister gave the responsibility of transformation to an untransformed white organisation called Hortgro, who has a bad track record of creating transformation in the deciduous fruit industry for the past 25 years.<br>

It is led by white commodity organisations who dictate the terms and pace of transformation
In the deciduous fruit sector it is conflicted: The chairperson, of the NAMC, Angelo Pieterson is a board member of Hortgro and a consultant to Fruit South Africa
In terms of Corporate Governance and the King Report, “Independence, free of conflict of interest and nepotism” is the cornerstone and ability to “stand apart” from inappropriate influences and to be free from managerial capture, to be able to make the correct and uncontaminated decision on a given issue<br>
slide12. NAMC PERPETUATING WHITE DOMINATION People whose job it was to restrict Black agriculture during apartheid, still make decisions about transformation
The NAMC is anti Black and pro white domination of the agricultural economy
In the most recent levy application the NAMC has put the minister in a difficult position by advising her incorrectly<br>
