2. OverviewRSG Feedback – 14/9/20212At the Residents’ Steering Group on 14 September 2021, the design team presented the emerging principles of the masterplan and asked for your questions? We had over 150 of them, covering a range of core themes.Parking, streets and trafficNew and improved connectionsHow the ‘green buffer’ would workSafety and ASB, particularly in parksLandscape and open space designTall buildingsCommunity facilities, shops and amenitiesOthers, including decants, gardens, design process, housing design and trees

3. ParkingRSG Feedback – 14/9/20213Current residents who have an estate parking permit, will have a permit and space in the new masterplan. In line with planning policy, new residents’ homes must be ‘car free’ and will not be eligible for a street permit aside from spaces for those who have a disabled ‘blue badge’ and some other exceptions. However, there will be much improved cycle parking facilities, electric vehicle charging points, and car club vehicles. Parking will be in a variety of spaces, including on-street and in secure undercrofts (i.e. under buildings). More details will come to future RSG meetings as the design develops.Parking is a big problem and needs to be addressed how will the influx of new residents with cars be addressed - we already have a big problem with Tyne Court?Will there be parking spaces? Can we have underground parking?Will there be underground parking?Will underground parking be provided to tall blocks on A12? Parking? / Where will parking be?Will there be electric charging points?What about car parking as its already a problem? Will the overspill car parking from Tyne Court be addressed as is a big problem? We understand the development needs to be car free in line with planning guidelines, but we also know that in other new developments in TH new residents are allowed to transfer their LBTH parking permits – how will you tackle the issue of restricted parking due the LBTH planning policy, with LBTH transferring parking permits to new residents?Your questions

4. Streets and trafficRSG Feedback – 14/9/20214Will the Teviot Street extension be car free or one way? What will be the benefit of reintroducing the old Teviot street? What would be the benefit of the continuation of Teviot Street Will extended Teviot Street go through new green space?Will it be a pedestrian route or vehicle?If made pedestrian where would vehicles go? Will traffic be one way? Will we be creating a rat run?How can we stop people using Zetland street as a shortcut to the A12?How will there be a balance between cars and vehicles?What about vehicle links on and off the estate?Will buses and bus routes be impacted by changes Will there be better signage to help post/deliveries arrive Will zebra crossing be included to create safer school routes? Will Wyvis street be pedestrianised/only open to traffic at limited times Will there be an opportunity to create a low traffic neighbourhood through the masterplan process? Will St Leonards Road be widened?Are the roads up for redevelopment?What traffic calming plans are being considered A12/Teviot Street junction, as currently dangerous? How will the rubbish building up between the streets and buildings be addressed?Your questionsThe next RSG in November is planned to be on the subject of streets. We are hoping to improve the experience for pedestrians and cyclists, and create better and more legible connections between north and south Teviot.

5. The Limehouse cut / canalRSG Feedback – 14/9/20215There has been renewed interest in the canal, and many RSG members came on the trip to Bartlett Park. We think there is a real opportunity to improve access and enjoyment of this ‘blue space’ on Teviot’s doorstep. Certainly some homes will be near the canal, and we also think there is scope for some ground floor uses such as a café or community pub in this location – subject to your views.Making the access to the canal and towpath more usable and safe is certainly a priority. We have also been looking at the possibility of a pedestrian and cyclist crossing, to improve the route to Bromley by Bow. This is early days, and likely to be part of later phases, but aligns with some of the wider aspirations of the council for better connectivity. New infrastructure, such as crossings would need to be designed with safety, and accessibility in mind.Will the homes be near the canal?Can the bridge across the canal connect to the new linear park? Will the canal bridge be friendly and accessible? Can connections be made disability friendly? Can there be green space on other side of the cut? What type of improvements will be made to the canal towpath?What is improvements are taking place north of Limehouse cut, that will provide better access via new bridge to Bow?Your questions

6. Crossing and connectionsRSG Feedback – 14/9/20216The next RSG in November is planned to be on the subject of streets. Will the crossings be made safer? / Can there be safer routes for families to move around Teviot?Have you spoken to TfL about improvements to Fawe bridge?Will the bus stops be in the same space, could there be the opportunity to move these?Could there be a bridge from Zetland to Lochnaggar?What will happen to Chadbourn bridge – it needs better lighting? Can we have a bridge over A12 Zetland Street to Lochnaggar Street?What will happen to Chadbourn bridge? What can be done to make the underpasses safer and better can’t really see anything that can be done really Zetland Street crossing across the A12 is terrible can this be improved.How can pedestrians have more priority on crossing A12 its currently awfulWould Teviot residents actually use the highland place underpass?Can Fawe street bridge be rebuilt – its unsafe / Can we make Fawe bridge better? / Any improvements to Fawe bridge are very welcome! How can we make connections safe?Will drug dealing either side of the bridge be addressed?What safety measures will be in place for the underpasses?Will there be new underpasses or current ones removed?Are the subways going to stay as they are? How long will it take to get to Canning Town? Why so many connections? / Why open to other estates?What will the connectivity to Bow School be? With so much access how can we ensure safety?Your questions

7. ASB and crime in parks & green spacesRSG Feedback – 14/9/20217We know from your previous feedback that safety and anti-social behaviour (ASB) is a concern, particularly in Langdon Park. Improving this is a key aim of the regeneration. We will look at all these ideas, including better lighting, CCTV, management and whether some areas are gated at night. However a key principle is to create much more ‘natural surveillance’ with greens spaces overlooked by more homes – this significantly deters crime. Some spaces are likely to be more private, just for residents of a particular area such as in a courtyard. These can be secured. Others will need to be more public, but with much more activity – such as shops and cafes.Will increasing the park increase the problems?Will green spaces be gated?How will the parks be safe?Will there be CCTV? / Will there be good lighting?Will ASB from Langdon park spread to new green spaces? / Will ASB be managed on new green space?Will there be noise from the new park? / When the parks are done, won’t it mean more activity more disturbances?Will the youth still congregate in and around the park?We are concerned about children playing in parks late at night. How do narrow parks make it safer?Will green spaces be patrolled /gated? / Can there be staff to patrol the green space?Will CCTV cover the new green spaces? Will the green spaces be secure – lighting/CCTV How do you stop the mopeds cutting through the parks?Will green spaces make the area safer if so, how?Is there any evidence that homes looking onto green spaces reduces crime?Your questions

8. Parks and green spaces (design)RSG Feedback – 14/9/20218What about the blocks behind the ones that overlook the park? there’s no green space for them to look at. Will blocks behind either side of the park have good access and views of green spaces?Can we do visits to other developments to see apartments overlooking parks?Will there be a separate area for dogs – so new green spaces don’t become dog toilet? Does there have to be so much green space? Can you make a feature of St Michaels/War memorial to provide a gateway onto Teviot?Don’t like the Aberfeldy Village Linear park will Teviot’s one be the same? What maintenance of the green spaces will there be?What is the plan for Celtic Green?Your questionsWe will be holding an RSG on your parks and open spaces to discuss these issues in more detail later this year. Creating more, safer and better green space is not just an aim which has emerged from residents’ feedback it is a requirement of planning policy. This will include both larger public spaces and more intimate courtyards and private spaces. While a wider area was originally considered, including areas of Langdon Park and Celtic Green, these are not included in the current plans.

9. PlayRSG Feedback – 14/9/20219Will there be play facilities? Will there be more spaces for children with more equipment?Will there be a play area gates (like Bartlett Park)?What is there for teenagers?Your questionsWe will be holding an RSG on your parks and open spaces to discuss these issues in more detail later this year. However, a key aim is to create quality play spaces for all ages, including space for teenager and young adults.Planning policy has minimum targets for play space based on the estimated number of children who will live on Teviot.TreesWill trees block the sunlight? Are we keeping the trees? Will the trees on Zetland street be moved?Is there an opportunity to provide trees that are different to current trees in Teviot – that pollinate/and create sap that irritates Will there be an environmental impact assessment as part of the Masterplanning process, to protect trees and local wildlife? Is there a plan to build on Celtic green?Your questionsWe will be holding an RSG on your parks and open spaces to discuss these issues in more detail later this year. We are currently surveying the trees to see which are of high value and need to be retained if possible. Overall there will be many news trees but we will be careful about the location and species given comments about light etc.The aim is to achieve a net gain in biodiversity.

10. Tall buildingsRSG Feedback – 14/9/202110Before the ballot we ran a ‘planning for real’ exercise with local residents to inform the vision for the masterplan. Residents supported the inclusion of taller buildings along the A12 & DLR corridor by Langdon Park – with mid-and low rise building in-between. That is the approach in the emerging masterplan. It is still early days in the design process and we are still looking at options for heights, but we envisage the taller building will be for new residents in line with your feedback. Architectural style and heights would vary within a ‘design code’ which reflect the existing and emerging context.We will be sharing much more information on this in future workshops.Will the new homes be high rise? How many tall buildings on A12?Where will high rises be? Limiting space, does that mean more high rises?Will tall buildings be restricted to A12, or will there be tall building as part of the re-provided homes for existing residents? Will the tall buildings on A12 match current tall buildings, i.e. new tall building on other side of Teviot Street to mirror Tyne Court? How tall will high rises be - will they be bigger than 6 floors? Will new homes have a uniformity of design and height, or will there be a variety of heights and design styles? Your questions

11. The ‘green buffer’, noise and air pollutionRSG Feedback – 14/9/202111Pollution and noise will it reduce over the course of the project? / Will air quality improve? / Will noise quality improve?What boundary between road and buildings will there be? The garages are unattractive what will be done about them? How far back from the A12? / How big is the gap/buffer from A12Can there be more trees, and trees along the A12 to reduce pollution, and a variety of trees? Will new homes in tall blocks on A12 look directly into homes behind the buffer zone, compromising privacy Will tall blocks block out sunlight to homes buffer zone? If the green runs along A12 will homes still be pushed backWill Brion Place be pushed back? Pollution and noise is mentioned a lot, but City Airport is a major cause of pollution and noise – what can be done to address this?Has the take up on of electric cars on the A12 been studied, over the next decade the profile of cars using the A12 will alter, causing less pollution, has it this being considered within the masterplan?How can we increase safety if the green spaces go along A12 – possibility of lots of accidents on Zetland Street?Your questionsWe will be holding an RSG on your parks and open spaces to discuss these issues in more detail later this year. The buffer will ensure most homes are significantly further away from the noise and pollution of the A12 – distance alone make a big difference but we are also looking at how the landscape and planting can further screen homes. We are looking to remove the garages, and providing workspace in new buildings.

12. Community facilities, shops and amenitiesRSG Feedback – 14/9/202112Could a GP surgery be included in plans? / GPs surgery on Estate?Will the shops on Teviot stay?Will the community centre move? If we get new Teviot Centre, will it have rooms for hire and be open to all?Why do we need a [new] Teviot Centre?Do we need corner shops?Where will shops and community provision be located?Can there be a mini supermarket?Can there be a mini store on ground floor of tall buildings on A12 – like St Andrews?Where will the new shops go, with Spey St shops stay in place? What is going to be on ground floor of tower blocks?Can we have retail space under blocks? Like the design of Poplar WorksWill Poplar Works still be along the A12?Your questionsThis will be the key topic of the RSG on Tuesday 12 October. We know that better shops and facilities are a key aim of the community. While Teviot is not intended to become a new local centre such as Crisp Street, we do want to improve the offer for existing and new residents.

13. Housing designRSG Feedback – 14/9/202113Will new homes have good sunlight/daylight? What does ‘like for like’ mean? Is there enough space to build as doesn’t look like enough?All homes already look onto green spaces, what’s new in the proposals? Lots about green space – but where will the new homes go?Will all new homes for existing residents look onto a green space – will this compromise the design of these homes; will new homes have to be narrow to achieve this? Your questionsWe will be holding an RSG on your homes early next year. All these are key factors we need to consider, including issues like daylight and sunlight. More detail of the location of new homes and their design will follow as soon as we have progressed the design – the RSG will see this before anyone else in public and have an input into all decisions.TreesWill trees block the sunlight? 14. Other questionsRSG Feedback – 14/9/202114Can we see a model? Answer: Yes we can look at producing a model later on in the process once we have progressed the design in a bit more detail – at the moment its rightly quite fluid while we listen to your feedback.How was the new green spaces and locations of homes decided?Answer: This was based on a combination of your feedback, particularly from the Panning for Real exercise, and the input of the design team based on their professional knowledge and understanding of the site.Will new blocks be similar design, and share similar design features, i.e. similar external brickwork, to give Teviot a distinctive feel? At the moment balconies feel private as there are walls between individual balconies, this allows a sense of privacy and is important for cultural sensitivities, will there be walls between new balconies? Gardens in Venue St are North facing garden, will new homes consider daylight/sunlight impact on existing homes/properties?Will the layout of new area make finding places easier?Answer: buildings are not proposed to be identical, but will have a coherent code or language. Yes, we will certainly consider issues like wayfinding, privacy and daylight/sunlight as homes are designed.Will the new Chadbourn block be built on parts of the park?Will Chadbourne have more homes then now Answer: No, the new Chadbourne is not using any part of Langdon Park. We do expect to be able to deliver more homes in this location compared to the current building – this is key to allow phasing of the rest of the masterplan.Your questionsSome questions didn’t fit naturally into one theme.

15. Other questionsRSG Feedback – 14/9/202115I’ve got a garden; will I get a garden – like for like?What does like for like mean?Will we have private gardens?Does like for like include the re-provision of garden space? Answer: Every new home on Teviot will, at a minimum, be like-for-like for outdoor space, floor level, floor size, amenity space, number of bedrooms and parking. Not all new homes will be able to have a private garden of course, but the masterplan includes a proportion of homes with then as it stands. Will tenants in later Phases have to opportunity to move into Phase 1 or other earlier PhasesWhat if you don’t want to move near the park?How will decants be managed?Answer: For these questions we would be happy to have a more detailed discussion face to face, and will do our best to accommodate requests around moves and decants.
