Eleven LPF Areas are defined in NEPOOL OP17 – Load Power Factor CorrectionOP17 and annual LPF audit is managed by the Voltage Task Force (VTF).Each Area is assessed individually to determine its own reactive needs.

Annual Load Power Factor Survey

ISO-NE and VTF are responsible for:Administering the annual LPF surveyEvaluating and reporting results

Requesting remedial action plans from Market ParticipantsEvery year specific historical hours are selected from the previous year Each load serving Participant (as defined in OP17) is tasked with submitting LPF data for the selected historical hoursParticipant’s surveyed LPFs are compared with the corresponding Area’s LPF Standard for the specified hours

The degree of noncompliance for each Participant is identified in terms of surplus or shortfall of reactive capability

Changes in the underlying networks (i.e., adding caps) can impact compliance with survey requirements

Annual Load Power Factor Survey

The annual LPF Survey Program accomplishes two goals:Audit Market Participants’ compliance with the current LPF standards

Forecast Market Participants’ compliance with the new standards if the current standards are revised/updated for any of the reasons specified in the previous slideOP17 program cited by NERC as an Example of Excellence.

2014/2015 Load Power Factor Survey Results

Seventy six (76) participants submitted LPF audit data for six loads points identified by ISO New England:Spring Light load (9,135 MW)

Compliance with the Current Standard

10 out of 11 Areas are compliant (no reactive deficiency) based on the current LPF standards

The only non-compliant area is Southeast MA both for the Spring and Fall light load seasons by 32 and 47 MVARs respectively. 11

All area LPF standards are up-to-date. No LPF studies were conducted for 2016.

Forecast Compliance by Area

10 out of 11 Areas are compliant (no reactive deficiency) based on the forecast LPF standards

The only non-compliant area is Connecticut only for Spring light load season by 17 MVARs. However, Connecticut is compliant for the Fall light load season due to the coordination with the distribution companies.19
