Capacity Development
IOCARIBE CD Vision“Through international cooperation, IOC assists its Member States to collectively achieve the IOC’S high-level objectives, with
particular attention to ensuring that all Member States have the capacity to meet
them.”

IOCARIBE CD VisionCD Part of IOCARIBE approach from 1960s
Evolved from training focus to include institutional development and long-lasting outcomes
Supports Member States – marine sciences, oceanic observations, and associated services

Capacity Development
Progress, definitely, but more work to do….Despite improvements in capacity of small islands to address development initiatives, individual island states continue to have challenges meeting science and information needs for appropriate responses to natural hazards, climate change, invasive species, convention requirements, and sustainable use of marine and coastal resources.

Capacity Development
Myths and Challenges associated with CD efforts in small island statesElectronic networks can overcome deficiencies and substitute for robust institutional systems on islands.
Short courses/degrees are enough to address capacity weaknesses.
Commitments by Heads of State are the only ones necessary to ensure effective CD.

Capacity Development
Myths and Challenges associated with CD efforts in small island statesSmall islands are a homogeneous group – one solution fits all.
Small islands can address challenges of size with efficiency and technology.

Capacity Development
Driving Long-lasting CD in Small IslandsInclusion of a coordinating unit or strategy in projects and programs involving small islands.
Development of post-training mentorships that involve regional universities & IOCARIBE members.
Regional projects include specific opportunities to create institutional strategies for sharing information

Capacity Development
Driving Long-lasting CD in Small Islands Assist participants of projects to identify important stakeholders and local priorities that benefit from regional or international projects.
Consider funding Action Learning Groups that support information sharing, learning, and post-project networking on regional projects.

Capacity Development
Going ForwardIOCARIBE as part of IOC, provides a specialized mechanism to address ocean research and services across the world. The Island States of the Caribbean, want to and can be, a larger contributor to the improvement of scientific knowledge and ocean climate and ecosystem observations. Empowered capacity development that is contextual, coordinated and collaborative may be a critical part of the success of IOCARIBE in the years to come.
