The Driver and Vehicle System (DRIVES) project is a 4 year effort

to modernize our driver and vehicle technology systems.

Implementing DRIVES using a phased-in approach. So far we have 2 rollouts between June 2016 and September 2018.

What is

DRIVES Rollout 1?

Rollout 1 was on December 12

, 2016. This rollout replaced our existing vehicle-related systems.

What is DRIVES Rollout 2?

Rollout 2 is scheduled for September 4

2018. It replaces legacy applications for our driver

s field and headquarter systems.

It will provide our employees and business partners with better processes and more accurate driver records.

What is multi-factor authentication (MFA)?

Multi-factor authentication (MFA) provides an additional layer of security in verifying a person’s identity when using online accounts. MFA makes it more difficult for an attacker/hacker to impersonate you (or one of your customers) and get access to your computer, online accounts, or other resources.

Background –

Alterations made to dealer title applications are increasing the number of title applications rejected by the Department of Licensing (DOL) in Olympia.

We are clarifying what is acceptable and what is required in the event of an alteration.

Alterations –

DOL considers a typed dealer title application altered when it contains handwritten or stamped (non-signature) vital or important information.

2018 Legislation

SHB 2970 Autonomous vehicle work group

Establishes an autonomous vehicle work group; DOL to participate.

Effective date: June 7, 2018.

SB 6437 Abandoned RV disposal

New program to reimburse costs incurred by RTTOs and licensed auto dismantlers associated with RVs abandoned on public property.

Funded with new $6 fee on RVs registrations.

Effective date: May 1, 2019.

SB 6434 Electric-assisted bicycles

Updates the definition of a bicycle to include electric–assisted bicycles.

May be of interest to Motorcycle or ORV dealers. Electric-assisted bicycles are not issued plates and do not require a driver license to operate

Effective date: June 7, 2018.

SHB 2612 Tow truck operators

Allows registered tow truck operators (RTTO) to consolidate the various license plates required for certain business practices with the placement of indicator tabs on their vehicle plate.

Effective date: June 1, 2019.
