Channel - Put the patron first and recognize that increased sales provide the best gauge of customer acceptance and provide the engine to backstop and power resale reforms.
- Ensure that the patron has a voice in decisions that affect the source and application of funds that are generated from patrons. - Promote a volume-based program that grows the resale channel and reduces overhead costs. - Support resale restructuring that optimizes application of resources and deployment of capital and places backroom efficiencies ahead of programs that raise prices to patrons of limit product availability. Work with resale partners to gain efficiencies in operations that do not impact patrons. Support backroom efficiencies but not initiatives

ALA Position Statement 2017-2018
- Protect
the interests and integrity of nonappropriated and surcharge resources to ensure that funds are used for the purposes for which they are generated. Remove restrictions on exchange programs and promote open access to products that are available off base.
- Engage aggressively to represent member interests and concerns and have constructive discussions with the Government on the commissary transformation program. Distill complex positions and engage on the advantages and disadvantages of business transformation decisions. - Continue to assimilate industry expertise and convey industry concerns and advice on methods and programs to enhance commissary patron shopping experiences
- Distill, simplify and convey the “danger to the benefit” and “danger to the base support ecology” narrative for communication with business partners and valued associates. - Renewed emphasis on assisting valued associates in representing the interests of their members before the Administration and the Congress on matters related to military resale and MWR programs. - Assist members in representing their specific channel interests to the Administration and the Congress.
