based violence is different from domestic violence. Not only women, but also men. During the quarantine period, there were reports that people living with the perpetrators experienced violence. How do we react? This pandemic creates women's inequality with men. Discrimination of marginalized groups, the elderly and people with disabilities. Women represent 70% in the Health sector. Protection is also still low. Limited number of PPE can affect women, who are the majority of health workersPregnant women, just giving birth, breastfeeding.Protection during this situation. Who is the foster parent. Those who died, were treated, and were quarantined. Perpetrators of violence have increased along with the economic burden. SOP for those who experience violence. Rehabilitation and psychosocial support services. Are there the latest data related to the violence? Collecting data and still in processWater, Sanitation and Hygiene Sub-Cluster – addressed by Enrico from UNICEF:There are already initial steps for the WASH sub-cluster meeting. Notes

Mr. Nelwan Harahap – Coordinating Ministry for Human Development and Culture: There should be the same understanding. The response must be executed

simultaneously. Not only

an

emergency

response

, but from the prevention phase until the recovery phase. Many of our citizens are still protected. We must pay attention to the childcare institutions, women's prison. The targets will adjust to each institution's program. The pandemic peak is expected to be in the end of April until

the end of May. The current phase is the phase

of increasing cases and we need to prepare for the worst scenario. It is predicted that there will be about 1,200 persons who died and persons who are isolated.

Ibeth

- UNFPA

:

Data on violence: difficult

to be obtained because the victims rarely report or cannot report. Invite feminist NGO to strengthen community-based reporting services. Avoid sexually transmitted diseases, unwanted pregnancy, etc. Mapping NGOs that construct reporting mechanisms. A strong community engagement is needed. Advocation on the human rights. Lany Ritonga – Ministry of Women Empowerment and Child Protection:Cases of violence and exploitation of children: there must be efforts in handling such cases. Cross-sectoral protocols have been discussed and will be finalized today. Draft letter to the Ministry of Health regarding this protocol. Regarding the issue of violence, especially the handling of violence against children: has issued general protection related to COVID-19. There are 16 steps of general guidelines that must be used to prioritize the principles of protection. So that it can still handle cases of violence. Provincial Government of Jakarta Special Region already has its own SOP. Using online-based communication tools that can reach victims. Obstacles remain, because psychological assessments need to be face-to-face, but as much as possible is done remotely. The officers request the victim's informed of consent form first. In a pandemic, it cannot be done so. Send via WhatsApp or remotely. Can be a reference for other NGOs.

Questions, Responses, Inputs

Riza Wahyuni – East Java Task Force:Reports related to secual violence: 4 cases, and 2 cases were delayed due to physical distancing. The question is, what steps can be taken considering the risks associated with COVID-19Drias - WVI

:

There is isolation house in the

guide

line

for COVID-19 village volunteers. There are also guidelines issued by the Provincial Government of Jakarta Special Region. Shelter sub-cluster teams can act more quickly, given the many reports regarding the provision of quarantine space at the village level. Bearing this in mind, this is part of the guidelines from Ministry of Village

Responses/Question in the

Zoom Chatroom

Ali

Aulia

Ramly

– UNICEF

:

Good morning Ms. Nyimas, what was said (reports/stories from service workers) related to domestic violence due to COVID-19, are those data available (how many? Where those cases are distributed? Has it been compared to the situation before the pandemic or Large-Scale Social Restriction?) and published? – Response from Ms. Nyimas: we just divided the tasks while collecting the data, by Local Units for Technical Execution.

Drias

– WVI

:

Where we can get the data about domestic violence and violence against children?

– Response from Elisabeth UNFPA: Data about violenece against women and children are recapitulated in Integrated Service Center for Empowering Women and Children or Pusat Pelayanan Terpadu Pemberdayaan Perempuan dan Anak (P2TP2A) in each province and district. Riza Wahyuni Clinical Psychologist: in Women Empowerment and Child Protecion office and P2TP2A, they already have e-symphony data directly connected to Ministry of Women Empowerment and Child Protection.Drias – WVI: Then it means that data are available. Can we see the graph? How much is the increase? – Response from Elisabeth UNFPA: for Jakarta Special Region, cases of Violence Against Women and Children in January are 101 cases, in February are 85 cases, in March are 123 cases.Drias – WVI: What kind of violence? Have the data about Violence Against Women and Childreen been reviewed in regard to the COVID-19 response policies? Are those cases caused by the economic downturn, or due to Work From Home, etc.? This data is important, it would be better for UNFPA and Minsitry of Women Empowerment and Child Protection to analyze. – Response form Elisabeth UNFPA: for the impact assessment would be better to be done later, we can include it as our future plan. Thank you for the input about impact assessment.Nanang – Islamic Relief: Can NGOs play a role in reaching out to the children who are affected by COVID-19 in terms of providing basic assistance? How does this work? Can the WASH Sub-Cluter also raise the hygiene promotion agenda in the following agenda?Indah – Humanity & Inclusion: additional: we also need a link to the Education cluster/sector, to raise the issue of Education for children with disabilities that are difficult to do online

learning. Who want to be included in the WhatsApp Group for the protection of the Elderly, Disability, and Other Vulnerable Group related to the COVID-19 issues

, please chat via

WA to number 081328082623Elisabeth – UNFPA: Data on violence is hard to find ... many survivors do not report violence that they suffered; these are the challenges. But in normal conditions, 1 out of 3 women in Indonesia who have experienced violence,

both by partners and non partners

,

will report, based on

BPS 2018 survey. In situations such as natural disasters, conflicts and pandemics like this, it will definitely

increase.

Thanks.Ibeth UNFPA: Thank you for updating Ms. Maya from Libu Perempuan (Central Sulawesi) and Mr. Drias. This is what we are strengthening and exploring, strengthening the mechanism of community-based reporting such as those carried out by Libu friends and KPKPST in Central Sulawesi, and linking it with P2TP2A. which was in the explanation of Mrs. Nyimas earlier. Map and explore related reporting mechanisms and access to health - from community-based, to response – services (such as Local Health Centres, if there is rape, etc), and referral mechanisms to P2TP2ARiza Wahyuni – East Java Task Force: Ready to help in the psychosocial support services, and for mental health issuesLany Ritonga – Deputy of Child Protection, Ministry of Women Empowerment and Child Protection: I am Lany

from the Deputy of Child Protection,

Ministry of Women Empowermenr and Child Protection

, as I said earlier we will finalize the cross-sectoral protocol, today we will have an internal meeting to discuss this. For the letter of protocol submission, we also draft a letter to the Ministry of Health related to the submission of the protocol and the request for signature for the protocol. Ali Aulia Ramly – UNICEF: Mr.
