“we are conscious that where adjustments in intangibles – consciousness, priorities and habits of mind and practice – are desirable, as we believe they are, there is never any mechanistic or immediate solution. The best that can be done is to set in train, across a broad front, a range of initiatives, none of which individually may be, or in fact should be, very dramatic, but which taken together will move matters forward in the right direction at the right time” (Davies, Clark et al. 2008:5).
