The District has contracted with Melody’s Southwest Consortium to provide our drug testing services. Melody’s Southwest Consortium is a Texas-based firm providing comprehensive drug-free workplace services to schools, cities, counties, and companies since 1991.
Certified by the DOT Drug Abatement Division of the FAA, in 1995, Southwest Consortium was one of few consortia to pass authorization of approval throughout the United States.
Slide3Our Mandatory Drug Testing Program
The EMSISD Drug Testing Program is designed to protect district students and to deter students’ use of alcohol or illegal drugs.
The Program allows each student in activities subject to drug testing to make a commitment against drug use.
The Program ensures the health and safety of students during practices and performances.
The Program offers educational/counseling assistance to students who may be identified as having substance abuse problems.
Slide4Survey DATA Indicators
Students listed alcohol as the #1 drug perceived to be most “fairly easy” or “very easy” to obtain followed by cigarettes, marijuana, and inhalants.
60 % of the students surveyed listed weekend parties as the primary location for drug/alcohol use, with 34% of the respondents stating they had access to drugs and alcohol from home as well.
30% of the respondents stated they are using alcohol and marijuana together.

The Texas School Survey of Alcohol and Drug Use indicate:
45% of the students participating in extracurricular and/or UIL activities reported having been drunk and 37% reported trying marijuana.
20% of the student respondents reported they were highly involved in drugs and alcohol on the weekends.
Slide6Components of the Drug Testing Program
Informational Meetings for parents, community members, students, and sponsors will be held within the first weeks of school.
Students in grades 7-12 participating in extracurricular and/or UIL activities grades 7-12 will be subject to random drug testing.
Participation in such activities is a privilege, not at right.

Random drug testing dates will be scheduled throughout the school year with up to 20% of the student pool being tested.
Positive test results will be confirmed by a Medical Review Officer (MRO) and will be kept confidential.
Each campus will designate an Administrator as the Campus Drug Testing Coordinator.
Students with a positive test result or refusing to test must complete a designated Positive Test Result Protocol.

Consequences for Positive Test Results
Level I (First Positive Test Result) – requires a conference with the Student, the Parent, the Intervention Counselor, and the Campus Drug Testing Coordinator.
Level I has a mandatory requirement of in school drug counseling and education, and
A mandatory requirement for the student to participate in the next three drug testing sessions without exception.

Consequences for Positive Test Results
Level II (Second Positive Test Result) – requires a conference with the Student, the Parent, the Intervention Counselor, and the Campus Drug Testing Coordinator.
Level II has a mandatory requirement of out of school drug counseling and education.
The student will receive a 30 (thirty) day suspension for the activities’ performances, competitions, and games. The student will be able to attend practices during the suspension.
A mandatory requirement for the student to participate in the next three drug testing sessions without exception.

Consequences for Positive Test Results
Level III (Third Positive Test Result) – requires a conference with the Student, the Parent, and the Campus Drug Testing Coordinator.
Level III has a mandatory requirement of the student being removed from the activity for the entirety of the student’s school career.
An appeal for reinstatement may be considered with substantiated evidence of rehabilitation.
Slide12Slide13COLLECTION TECHNICIAN
A person who instructs and assists individuals at a collection site and who receives and makes a screening examination of the urine specimen provided by the individual. Collection Technicians will be provided by Melody’s Southwest Consortium.
Specimens are only collected by Certified Collection Technicians.
The Campus Drug Testing Coordinator will School will oversee all collection procedures.
Slide14Security of the Collection Site
All water sources are secured with a cover and tamper-evident taping.
Water in the toilet and the tank will contain bluing (coloring) agent.
All soap, disinfectants, cleaning agents, or other possible adulterants will be removed from the testing area.
Inspection of the collection site will be conducted to ensure that no foreign or unauthorized substances are present.
Areas and items that appear possible for concealing contaminants are secured (ledges, receptacles, paper towel holders, under-sink areas).
Slide15THE SPECIMEN COLLECTION
Selected students will be escorted to the testing site by campus representatives.
Selected students will remove any outer clothing and remove and secure any belongings from their pockets.
Selected students will sign-in with the Campus Drug Testing Coordinator to verify accurate identification and then will sign-in with the Collection Technician on a tablet containing the Collection Authorization Form also known as the Chain of Custody.
Selected students will be issued a sealed and sterile collection container the student’s name will be inscribed on container with indelible ink.
The Collection Technician will receive the specimen from the selected student who will then initial the container with indelible ink.

The Collection Technician will assess the specimen for the following:
Temperature
Volume (must be more than 20 milliliters)
Color
Any type of adulteration

The specimen container will be capped tightly to ensure against leakage during shipment.
Selected students will be issued a disinfectant hand towel and will be instructed to return to class.
If a selected student is unable to produce an adequate specimen after two hours of being provided access to water or refuses to provide a specimen – this will result in a positive test result.

What happens if a student tests positive and is on prescription medication?
The Parent will be contacted by the Campus Drug Testing Coordinator after the MRO review. The Parent will then be able to provide medical documentation and a full photo of the prescription or the full prescription container.
