The “Manifesto of Welcome” is a practical implementation of Pope Francis’s teaching about integral human development, defence of the creation and promotion of new economic models and it has been adopted by the Caritas of Benevento with the participation of a Network of Small #WelcomingMunicipalities.It is the result of the wisdom of small local communities linked and animated by Caritas of Benevento in order to answer to the Italian phenomena of ageing and depopulation and to the global migration phenomenon, before which History divides our Communities into «Welcoming» or «Non-Welcoming».It expresses the will to realize a municipal welfare which could actually improve the individual’s life and the quality of relations in the community.

Some demographic consideration upon which we build our practical reflections

Europe is living the strongest demographic drop in its history. In 1900 it represented the 25% of global population, in 2015 just the 5% and some say that in 2050 Europe will represent only the 4% of global population.

In Europe, Italy is the country with the highest ageing index and fall in the birth-rate, the ageing index in 2016 is the same of the one calculated in 1917, when the I World War mow down italian new generations.

The 75% of Italian territory is composed of small municipalities with less than 5,000 inhabitants;In June 2017 President Mattarella said that in Italy there are 3000 abandoned municipalities;Italian experts said that there are 8 million vacant houses;The Utilised Agricultural Area is decreasing due to social desertification;Rural areas occupy the 50% of European territory and represent about the 20% of its population. Still the majority of them is in the least privileged regions of the European Union.

THE MANIFESTO FOR INCLUSION SIGNED BY MORE THAN 600 THEORISTS AND EXPERTS ASSUMES THE MAJOR CHALLENGE OF THIS HISTORICAL ERA. THE CHALLENGE OF BEING OR NOT A WELCOMING COMMUNITY, OF BEING WELCOME OR BEING AGAINST WELCOME.

What does a boy who fled from Pakistan to Europe ask for, if not a dream of inclusion in a social state that guarantees a more peaceful future to him than the one left behind?

What does a young Afghan who travelled thousands of

kilometres clinging to a truck chassis across the real borders of Turkey and the virtual Schenghen ones ask for, if not a possibility for believing that the future is less hostile and dirty than that frame, that raft in the sea, of that Libyan prison?

It is a clear political and scientific choice of a European intelligence developed in Universities and in the civil society in the cloud of the first 60 years after the Rome treaty.

Publicly siding with every initiative aimed at developing solidarity, reciprocity, the presence of ethical and civil forms of economy, the equal distribution of wealth, the gift economy and the green economy, altruism, generosity is a scientific position of welfare workers to actually lean to an innovative political stance:

the awareness that without a new political fostering to the vision of European welfare, each request of social protection will crash with the logic of the market, with competition, with meritocracy and with the inviolable national borders.

TO SUM UP THESE INSTRUMENTS THAT THE MANIFESTO FOR INCLUSION COULD ADOPT FOR A CONCRETE APPLICATION OF ITS PRINCIPLES

Inclusion Income for the personalized fostering of 400.000 needy families, with accompanying protocol and out of poverty tutoring.

Thanks to existing regional norms in the field of psychiatric illness, physical and mental disability reahabitaion, of rehabilitation from pathological dependency, frail elderly and at risk children (Progetti Terapeutico Riabilitativi Individualizzati-PTRI with health budget) it is possible to enact municipal welfare capable of fostering in need people of its own territory with the journey that influence habitat, formation/work, Sociality/effectiveness; Thanks to the extraordinary fund of Asylum policies managed by the Ministry of the Interior and the

, it is possible to activate in each municipality a personalized fostering of migrants by joining the system of the SPRAR (Refugee asylum and seekers Protection System) to block the distorted current reception system based on the prefecture's procurement to private individuals whose interest is the reception business,

Thank to the new scientific and technological discovery, sufficient resource to satisfy Energy need for a small municipality can be found through right use of common goods, the sun, wind, geothermal and water;

The social complexity that affect on the quality of life in our territories it requires caring for the areas and significant social relation that a municipality welfare can far better promote than a centralized activity and strange to the territory;

Italian territories are literally attacked by gambling, inner cities in particular. The fallout of this aggression have a devastating effect on social coercion of the territories and on local economy. The only proper antagonist to pathological gambling could be the mayors, responsible of health for all citizenry residence.

WHY IS IT POSSIBLE TO REALIZE THE WELCOME MANIFESTO?

Because it is a Vision of Local Development which identifies existing welfare instruments that are not employed in a systemic way: SIA (today REI), Budget di Salute (Health Budget) for social and health fragilities, SPRAR for public reception of small migrants’ communities

Because it is a Vision of Welfare which employs existing instruments for Local Development to promote social cohesion: PSR, SNAI, Renewable Energies, Social Agriculture, Scattered Tourism

Because the Mayors are the legitimate supervisors of public health and they can protect their citizens from gabling.

19 Municipalities out of 29 applied for SPRAR Projects, stopping the speculation of private camps and centers. 19 million of euros given to the Health Budget for projects directed to disabled people, aged people, minors at risk, people with psychological distress. The Consortium “Sale della Terra” is made up of several social and agricultural Co-ops and small businesses that together, are engaged in the local production of

-foodstuff with a common inspiration in following the essential ecological standards sketched in Pope Francis' encyclical letter entitled '

Laudato

Si'. Through the Consortium's various activities it is a testimonial in the paths that lead to social and workplace inclusion for the socially and economically vulnerable to follow. These paths toward social cohesiveness are active both locally and nationally. The Consortium is an enthusiastic advocate in solid community agricultural projects, hand-craftsmanship projects and slow tourism projects. Placement in working environments and professional and personal growth is also realized through member-based business schemes in

Comunity

Co-ops. These are made up principally of local inhabitants, people with disabilities, prison inmates and migrants that have completed their reception program within the SPRARs (System of Protection for Asylum Seekers and Refugees) that have hosted them. “Sale della Terra” is a mainstream promoter of the PICCOLI COMUNI del #Welcome network (Network of Tiny Communities for #Welcome). The network promotes a plan designed to revitalize small communities that risk depopulation and desertion. Community Solidarity Farming The Consortium is dedicated to developing and supporting new concepts in the food farming industry. Rediscovering the territory's traditions and the customary ways of doing things and keeping product supply at zero km are just a few of these concepts, while always taking into concern the future of the globe and respecting the laborer's rights. A thorough and careful selection of the produce grown and harvested, along with a sustainable production process, allows the Consortium to combine marketing with ethical value on the final product whilst having very little impact on the environment. Through direct and indirect production the Consortium is able to promote the importance and the uniqueness of the territories and communities that have decided to become “Welcome”, and for those that are part of and those that will be part of this network. The prospectus of this catalog is of "life projects" and of "hope for change" by our Consortium community, that as of today, is made up of over 500 persons mutually united and bonded by the accomplishments achieved, and by the challenges undertaken and the difficulties confronted, and are all driven by the common desire to better the world they stumbled upon. Their dreams are found right in those “tiny communities” and in those surrounding areas where the locals emigrate from and where the ones that decide to stay get older, areas in which someone would want us to forget about, to abandon, to cancel. This catalog and it's content was created by a handful of “dreamers”.

) encountered in a lifetime are many. They pertain to the “past”, the “present”, and the “future. And just like the vines of a vineyard that branch out in different directions and determine the outcome of its lifeline, overcoming the obstacles that nature or man throw in its path, the same must be done in life, learn from the past, accept the present, and plan for the future. Only we can choose, every day and every year, how we can narrow down and trim to perfection the many vines that branch out during our lifetime. Our frailties and our obstructions can be overcome only if we know how to be resistant and resilient. The hardship and grief felt when crossing a body of water on an overcrowded raft, for whatever distance, with only a few rations to survive on, doubting endurance, feeling the emptiness of when dreams can't be fulfilled nor dreamt anymore, giving up on any hope for the future, becoming a personal drop-out from society, here, now, today, are cut out, eliminated, surpassed, not so as to be forgotten, nor so as to be canceled, but so as to

enable the

new vines of life to branch out and become strong.

in farming, not social farming. Sale della Terra proposes coherence in farming as an example to follow. Coherence enables us to fill in the gaps on the paths that lead towards inclusion in the work and social environment that the underprivileged find on their way. All this is obtained through selected projects that include network marketing, product – territory development, and state and public funding that are available for social inclusion purposes. We don't like to define the farming we do as “social farming”. It is intended, as we apply it, to bring forward and overcome all the cultural challenges encountered in the traditional agricultural world and in being of social ethics,

Sale della Terra chooses to invest in experiential tourism. The Sannio, the Fortore, and the Sabato

Valley are local areas found in the Benevento region that offer a variety of unique experiences that range from ancient villages to green hills to wonderful food and wine. Many places are of historical and cultural value and of religious importance. All of these together, form an unforgettable, colorful, and magical mosaic-like scenery. Taking all of this into consideration, the Consortium created the #BorghiDelWelcome for tourism project. A project that promotes a type of tourism that is responsible, sustainable and intercultural. The #BorghiDelWelcome projects promote a humanistic approach to tourism by designing, managing, and organizing vacation packages for people with physical and sensorial disabilities. Many of the intercultural excursions organized are often led by foreign citizens that guide and assist the vacationers, captivating them with stories on the diversity of the food, religion, and traditions that exist between different ethnic cultures.
