Page 1 of 3 Inspection of Sarkaghat - Jahu - Ghumarwin (SH - 19 ) on 22 nd July , 2014 (Road Safety) Inspection on Sarkaghat - Jahu - Ghumarwin Road (SH - 19 ) was carried out from safety point of view only. The review was aimed to identify potential hazards on this under construction road, which is likely to be completed shortly. The following are submissions: 1 . Widening of s ection from Ghumarwin to Jahu is underway for qu i te some times but condition of this section is not traffic worthy and is very bad for plying of all type of vehicles and movement of pedestrians . The condition of first 3 - 4 kilometres from Ghumarwin end is beyond expectations for such a mega road project. 2 . Engineer to ensure compliance with provisions of diversions as per Contract Agreement. It seems that Environmental Engineer of CSC is not ensuring compliance of Environment Management Plan (EMP). 3 . Contractor has installed cautionary board s for road condition ahead at almost every Km , but it does not relieve him of adhering to various contract provisions for providing traffic worthy road during construction activities . 4 . Construction Zones require road safety interventions and completed portions require parapets , pre - warning signage of road condition ahead . Run off the road c annot be ruled out at critical sections . L ocations where widening is underway, needs to be delineated by way of warning s igns and barricades to avoid accident/ roll - down of vehicles in night and inclement weather. The safe navigation of horizontal curves compound with inclement weather or night driving is an issue for immediate safety improvements at some sites. Construction in Jahu - Sarkaghat Section would invite more public ire, if condition , as witnessed in Ghumarwin - Jahu section would prevail , Engineer need to be more cautious in taking preventive measures as per Contract Provisions. 7 . Effective supervision for compliance of EMP provisions in the C ontract needs to be ensured by Engineer.
