Before the CPM meetingFollowing the SC’s approval, the draft ISPM* is included on the CPM agendaThe draft ISPM is made available on the OCS

Adopting the draft ISPMIf all Contracting Parties (CPs) support the adoption of the draft ISPM, the CPM adopts the ISPM without discussionIf a CP does not support the adoption of the draft ISPM, the CP may submit an objection before the CPM meetingSlide6

What is an objection?Occurs when a CP does not support the adoption of a draft ISPMMust be accompanied by a technical justification and suggestions for improving the draft ISPM, which are likely to be acceptable to other CPs

Concerned CPs should make every effort to seek agreement before the CPM meeting

What is an objection? (cont’d)Submitted to the IPPC Secretariat no later than three weeks before the CPM meeting, through the IPPC official contact point

The objection is added to the CPM meeting agenda and the CPM decides on a way forward

The Secretariat cannot make any judgement about the validity of the objection

Adopting Diagnostic ProtocolsThe SC adopts Diagnostic Protocols (DPs) on behalf of the CPMWhen the SC approves a DP, CPs have 45 days to review the DP and submit an objectionSlide10

Adopting Diagnostic Protocols (cont’d)The objection must include a technical justification and suggestions for improving the DP. If a CP has an objection, the draft DP should be returned to the SC to decide how to move forward

If no objection is received, the DP is considered adopted

DPs adopted through this process are noted by the CPM and attached to the report of the next CPM meetingSlide11

After adoptionThe adopted ISPM is made publicly availableCPs and RPPOs may form a Language Review Group (LRG) to propose modifications to translations of adopted ISPMs

These modifications are noted at future CPM meetings
