Virginia Base Mapping Program (VBMP) Road Centerline (RCL) began in 2003 with a Virginia 911 Wireless Board funding to create a statewide, seamless geospatial centerline layer

common data model
for several years
First RCL publications stored

VGIN and VDOT have separate editing environments but use a Common transfer data model
A majority of the components of the transfer data model were provided by a project within Northern Virginia which utilized a PSAP
