The Commonwealth and its private partners work together before the contract is signed to establish goals for DBE/SWaM participation and after the contract is signed to bring prime contractors, diverse subcontractors and suppliers together to forge relationships to encourage partnerships on real business opportunities within the project . In order to ensure the PPTA project's success the Commonwealt h and its private partners work collaboratively to identify and encourage DBE and SWaM businesses to submit bids by hosting a series of Business Opportunity Sessions and during construction also continue to work with contractors to eliminate any challenges that may impede their success.
