Proof of Residence & Proof of Identification

We can never stress enough the difference between proof

of residence (

POR) and proof of identification (POI).

The proof of identification picture guide is NOT and cannot be all-inclusive.

Refer to the written category lists to determine where the POR or POI fits.

The address does not have to be current on a proof of identification. It DOES have to be current on a proof of residence.

The two inspectors managing the poll list must both view the proof of identification.

The two election inspectors do NOT need to compare the signature on the POI to the signature in the poll book.Slide3

Proof of Residence & Proof of Identification, cont.

No proof of residence = No provisional ballot. (except if marked POR required on the poll list already)

There are military IDs that are acceptable proof of identification that do NOT have an expiration date. (Example: Retired military ID card)

Out of state driver licenses can NOT be used as either POR or POI.

Election inspectors can ask a voter to remove their POI from their wallet if they can’t see it clearly.

Presenting a photo ID does not substitute for the voter stating aloud his or her name and address.

This is required by state law and is not new with photo ID

Voting Process

Voters must sign the poll list unless physically unable.

Voters must be offered a provisional ballot if they qualify for one.Slide5

Voting Equipment

There needs to be extra attention given to new voting equipment to ensure that election inspectors know how to operate it. Both accessible voting equipment and electronic tabulators should be included in this training.

Have your voting equipment vendor’s customer service number available to election inspectors in case of a problem.

The accessible voting equipment must be in the same room as the voting area and must be turned on and ready to go.Slide6

Election Workers

Try to have some chief inspectors and election inspectors in reserve in case of last minute absences/emergencies.

Prepare for higher turnout elections the rest of this year.

Consider hiring greeters and special registration deputies.

Have a current Election Day Manual at the polls.
