Meets conducted in violation of these requirements and safety plans are subject to having the sanction revoked and will not be issued sanctions for future meets during t he COVID 19 sanctioning period. COVID - 19 is an extremely contagious disease that can lead to severe illness and death. According to the Centers for Disease Control and Prevention, senior citizens and individuals with underlying medical conditions are especially vulnerable. USA Swimming, Inc., cannot prevent yo u (or your child(ren)) from becoming exposed to, contracting, or spreading COVID - 19 while participating in USA Swimming sanctioned events. It is not possible to prevent the presence of the disease. Therefore, if you choose to participate in a USA Swimming sanctioned event, you may be exposing yourself to and/or increasing your risk of contracting or spreading COVID - 19. YOTA Holiday Classic November 20 th – 22 nd , 20 20 Page 3 YOTA Swim Team COVID 19 MEET PLAN FACE COVERINGS All meet participants – coaches, officials, administrators, and athletes (between events) must complete a COVID Scree ning, wear face coverings, and comply with mandated social distancing and mass gathering rules. LOCAL PROTOCOLS Meet personnel for each session are as follows: Six (6) additional Meet Marshals (YOTA Parents): Three (3) individuals will be on deck and re sp onsible for maintaining four (4) swimmers pe r lane for all warmup/warm - down

3 and to help maintain social distancing
and to help maintain social distancing on deck. The other individuals will b e responsible for maintaining s ocial distancing in the stadium. Meet Marshals must be in position 15 min utes before the start of warmups and work through the entire session. Nine (9) Timers (YOTA Parents): One timer per lane with a button and watch and one (1) backup timer. Timers should not enter the pool deck until five minutes prior to the start of the se ssion (not the warmup). One (1) Announcer (YOTA Parent): Act as Clerk of Course to announce when swimmers should be entering the pool deck. Announcer s hould not enter the pool deck until five minutes prior to the start of the session (not the warmup). Add itional p ersonnel for each session are as follows (All personal MUST wear masks at all times with lifeguards on stand as the exception): ● Two (2) Lifegua rds ● Approximately Twenty - Five (25) Coaches Maximum number of o fficials for each session are as follows: ● One (1) Meet Ref ● One (1) Deck Ref ● One (1) C hief Judge ● O ne (1) Starter ● One (1) AO ● Six ( 6 ) Stroke and Turn The day before the meet, know officials who are coming to check OTS for certifications or ask officials to send Deck Pass Screenshot. Officials meet ing will happen via Zoom Thursday, November 19 th , 2020. At 8pm. YOTA Holiday Classic November 20 th – 22 nd , 20 20 Page 4 Communicate positions and responsibilities electronically; report to position 10 minutes before the session. Instruct officials to bring a mask, headset, and a writing utensil. Conduct coaches meeting electronically before arrival or send pertinent information the day before. This will total (49 ) Meet personal and approximately (32 ) swimmers ( 4 heats ) - Athletes in the ready area located on the competition pool deck. According to th e Executiv e Order for Phase 2 operations, Goldsboro is allowed to have ( 64 ) swimmers (4 swimmer per lane)

Stadium seating allows for 142 individuals and is w here athletes will remain while not swimming i n the pool. (Based on 33 individual per 1000sq ft.) • 175 swimmers max per session (32 allowed in the deck staging area at a time and the remaining athletes will be in the stadium seating) • 88 swimmers max per warmup session (64 in the mai n pool and 24 in the therapy pool) These numbers will be adjusted to reflect the latest capacity a llowed by the Governor’s Executive Order in effect at the time of the meet. *The pool area will be cleared and completely sanitized by lifeguards within 30 minutes of the start of warm - ups. LOCKER ROOMS/CHANGING Athletes must arrive and depart in their s uits. Locker room access will be restricted. On - deck restrooms will be available and monitored by meet marshals" Locker rooms are for restroom use only and must not be used for changing or showering. Deck changing is prohibited. Restrooms will be monito red by meet marshals. ENTRY & EXIT PROCEDURES and ATHLETE SEATING Swimmers will enter the building through the rea r or patio entrance s and proceed to their designated spot in the bleacher and pool area . Swimmers will place their bags on the designated mar ked spot in the bleachers . NO CHAIRS ON THE Competition POOL DECK. SWIMMERS SHOULD ONLY BE ON THE POOL DECK TO prep are to SWIM , warming up or warming down or waiting to talk with their coach in the designated area. YOTA Holiday Classic November 20 th – 22 nd , 20 20 Page 5 SWIMMER LIMITATIONS AND PROTOCOLS A max imum of four (4) Swimmers per lane for all warmups. Swimmers who are not in the pool swimming, in an event, must stay in their designated spots and wear face coverings. Wh

After their swim, swimmers will exit the pool and wait in the designated coaching area or move to the warm down area. * Review facility diagram . When not in the water, athl etes are expected to wear a mask at all times, including when walking to and from an event and/or warm - up lanes. They may remove masks for swimming but must don them again once they exit the water. Additionally, athletes are expected to maintain proper d istancing at all times. Swimmers should leave the upstairs bleachers to swim with their mask on and a Ziploc bag to put in while the y swim, and a towel , parka or jacket if they would like. Only swimmers racing/preparing to race/or warming down, and essenti al personnel are allowed on deck or in th e stadium area . SPECTATOR LIMITATIONS There will be no spectators in the facility during the meet. There will be a live stream of the meet available. Parents will be able to view the meet via YOTA Swim Te am’s Fa cebook Live. Restrooms for parents/adults can be found in the main lobby. Athletes, coaches, and officials have on - deck restrooms. Parents should plan to pick up their swimmer in the upper parking lot and field. (Please see facility overhead view to loca te that.) PARENTAL ACCESS FOR SAFE SPORT Parents needing access to their athlete during the meet in a closed - deck environment can contact their children directly via cellphone and arrange to meet them outside the facility . Should par ents be unable to con tact their child directly, they should see the Meet Marshal located in the bleachers , lobby, or pool deck. In the case of an emergency, please call and/or text Jerry Foley (570 - 412 - 1458). HEALTH SCREENING Ingress to the facility requires health screening questions and/or a temperature check before entering in accordance with C

YOTA Holiday Classic November 20 th – 22 nd , 20 20 Page 6 A BOUT T HE C HAMPIONSHIP T his meet is a sanct ioned, closed, inter - association championship YMCA meet. This meet and all participants will adhere to the Rules that Govern YMCA Competitive Sports and the Swimming Addendum to the Rules that Govern YMCA Competi tive Sports. USA Swimming technical rules w ill be followed. The meet is YMCA sanctioned and approved by the NC LSC of USA Swimming. YMCA Sanction number: XXXXXXXXXXX USA - S/ NC LSC Approval number: NC 20165AP USA - S/ NC LSC Time Trial Approval number: NC 20165APTT M EET F ORMAT W AIVER The meet will be cond ucted in accordance with USA Swimming rules except as noted herein. USA Swimming/YMCA dual - certified officials will supervise the conduct of the competition. For those partici pants on a dual member (YMCA and USA Swimming) team, this will be a USA Swimming Approved meet. Swimmers’ USA Swimming ID numbers must be submitted as a part of the team’s meet entries for NTV and reportable times. 1. Use of audio or visual recording devices, including a cell phone, is not permitted in changing areas, rest rooms or lock er rooms. 2. Deck changes are prohibited. Changing into or out of swimsuits other than in locker rooms or other designated areas is prohibited. 3. The competition w ill consist of all timed finals sessions. Friday session is 13 & Over with two events and one eve nt for 12 and under . Saturday and Sunday will have 3 sessions each with 12 & under , 13 - 14, and 15 & Over respectively. 4. All events will be pre - seeded . There are no penalties for not scratching. 5. For the 400 & 200IM, 500 & 1000Fr we ask coaches to scratc h 24hours in advanced if the swimmer is not competing. Swimmers will be seeded otherwise and will count towards the event limit.

Bryan Pool, Goldsboro Family YMCA, 1105 Parkway Dr., Goldsboro, NC. An 8 - lane 25 - yard pool with non - turbulent lane lines, Colorado Timing System and scoreboard, and custom parago n starting blocks. Lanes are seven feet wide and the dept. at the starting end is 12 feet, and at the turn end 4 ½ feet. A separate 8 - lane 25 - yard pool is available for continuous warm - ups. Ample spectator and swimmer seating is available. The competit ion course has not been certified in accordance with 104.2.2C(4 ). Plenty of parking available in the YMCA parking lot. No deck changing is allowed. Final times will be communicated within 24 hou rs after the entry deadline. Warm ups will be split into two equally timed s essions with assigned lanes for each team. Eligibility Athlete Each participant must be a member of a local YMCA for a minimum of 90 days prior to the meet and must have a full privilege annual membership at that YMCA to be eligible. Athletes may have only represented their YMCA in competition for a period of at least 90 days prior to the first day of the meet. All teams participating in this meet must have completed the annual YMCA Team registration, accessible through www.ymcaswimminganddiving.org . Athletes wit h a Disability The YOTA Swim Team welcomes all swimmers with disabilities as described in the USA Swimming Rules and Regulations, Article 105, to participate in our meets. Coaches entering swimmers with disabilities that require any accommodations are re quired to provide advance notice in writing to the Meet Director by the entry deadline accompanying their meet en try file, including the need for any personal assistants required and/or registered service animals. Failure to provide advance notice may lim it the YOTA Swim Team’s ability to accommodate all requests. Coach All coaches must be currently registered throu gh the YMCA Online Team and Coach Registration system and must demonstrate current certifications in the following safety courses in order to b e permitted on deck at a YMCA Sanctioned Championship Meet: YOTA Holiday Classic November 20 th – 22 nd , 20 20 Page 9 *If a Lifeguard or YASA certification is used, the coach must also complete the Red Cross Safety Training for Swim Coaches online course and show proof. Time Trial events count toward the daily maximum. Swimmers who qualify can swim a maximum number of events per day except for the distance events in which they must meet those qualifying times. For example, if a swimmer qualifies for one event, he/she can swim five bonus events, (2 events - 4 bonus, etc…). OFFICIALS: There will be a need for officials. The YMCA of the Triangle Area Swim Team welcomes and encourages anyone willing to volunteer to contact B etsy Wisniewski , Meet Referee, by email prior to the meet or sign in once you arrive at the meet. All officials on deck must be registered and certified with either USA Swimming or YMCA Swimming and will be required to show proof of such to the meet refere e by displaying their registration card or be prepared to show their Deck Pass virtual membership card upon request. RULES : The meet will run under YMCA Rules that Govern Competitive Sports, Swimming Addendum to the YMCA Rules that Govern Competitive

Sports, USA - S Tech nical Rules. TECHNICAL SUIT BAN for 12&Us : Per USA Swimming Rule 102.8.1F , 12 & under athletes may not compete in Technical Suits at this meet. A Technical Suit is one that has the following components: ● Any male or female suit with bonded or taped seams regardless of fabric or silhouette; or ● Any male or female suit with woven fabric extending to the knee or mid - thigh regardless of the seam type MEET FORMAT : The competition will consist of seven (7) timed finals sessions. One (1) session on Friday afternoon, three (3) sessions Saturday and Sund ay with 12 & Unders then 13 & Over s , then 15 & Overs. EVENT SEEDING : Events will be seeded s lowest to fastest, except for the following events: 400 IM, 500 Free, and 1000 Free which will run fastest to slowest alternating female and male. The Meet Refer ee/Administrative Official reserves the right to combine heats as needed. DECLARED FALSE START : An athlete may also withdraw from a heat or swim - off by electing to take a declared false start. Such declaration must be made known to the Deck Referee before the heat or swim off is announced. For this meet, a declared false start will count as an event swim for the athlete . TIME TRIALS : Time Trials will be offered after Sessions 1 and 4 (15 - Over) on Friday and Saturday for 13 and Over athletes only attemptin g to achieve standards needed for NCS Age Group Championships, YMCA National Championships, or the NCS 18 & Under Championship. There will also be Time Trials (if time allows) offered after Sessions 2 and 5 on Saturday and Sunday only. Time trials will be contested for individual events offered during the meet. Time trial entry fee is $10 per event. Athletes entered in time trials must be entered in the meet. Any time trials will be included in the total allowable amount of events for the meet based on USA Swimming Rules. All USA Swimming rules apply to time trials. Time trials of 400 yards or more a re at the discretion of

12 the Meet Referee and Meet Director.

WARM - UP SAFETY PROCED URES : Teams will be assigned lanes for each session warm - up. During designated warm up sessions , athletes may enter the competition pool YOTA Holiday Classic November 20 th – 22 nd , 20 20 Page 12 from the starting end or turn end. There is a MAXIMUM of four ( 4 ) swimmers allowed in each lane. Athletes are expected to use a three - point entry in which they sit on the side of the pool then slide into the pool gently, with one hand on the wall. Athletes should allow six feet between each swimmer to maintain social distancing. The exception is during specific warm up per iods when sprint lanes are designated for practicing racing starts. STARTS : 'Fly - over' st arts will be used at this meet. All swimmers (except for Backstroke starts) should remain in the water at the completion of their race until the next heat has begun. PROTEST PROCEDURE: Protests may only be initiated by a person with standing, that is, a coach or YMCA supervisor whose team is competing in the meet. The Championship committee will arbitrate protests, eligibility issues, safety rules and other issues Pro tests against the judgment decisions of starters, stroke, turn, place and relay take - off judges can only be considered by the Referee and the Referee’s decisions will be final USA - S Rule 102.23). CONDUCT AND RESTRICTIONS: The Meet Referee reserves the ri ght to dismiss any swimmer, coach and/or spectator from the competition due to inappropri ate conduct ● Deck access is limited to only registered and approved coaches, swimmers, and working officials. ● Deck changes are prohibited . Except where the venue facili ties require otherwise, changing into or out of swimsuits other than in locker rooms or o ther designated areas is not appropriate and is prohibited. The USA Swimming Rulebook defines Deck Change as: Changing,

13 in whole or in part, into or out of a s
in whole or in part, into or out of a swimsui t (excluding a drag suit) in an area other than a permanent or temporary locker room, bat hroom, changing room or other space designated for changing purposes while at a practice, competition, or other pool - related activity.” This includes slipping off th e top of a one - piece performance suit to place on an alternate bikini top immediately fol lowing a race. ● Glass is not permitted on deck. ● The use of audio or visual recording devices, including a cell phone, is not permitted in changing areas, rest rooms or locker rooms. ● Massage tables are not permitted. ● Individuals are responsible for the security of their personal belongings and are encou raged not to bring valuables to the meet venue and not to leave items unattended. ● Swimmers are not permitted in the spe ctator stands ● Shaving is not permitted in any areas of the facility. ● Any swimmer entered in the meet must be certified by a USA Swimming or YMCA member - coach as being proficient in performing a racing start or must start each race from within the water wi thout the use of a backstroke ledge. When YOTA Holiday Classic November 20 th – 22 nd , 20 20 Page 13 unaccompanied by a member - c oach, it is the responsibility of the swimmer or the swimmer’s legal guardian to ensure compliance with this requirement. It is also the responsibility of the swimmer or the swimmer’s g uardian to request assignment from the Meet Director to a USA Swimming member coach attending the meet if a coach from the swimmer’s team is unable to attend. • Unless approved in writing in advance of the competition by the Program and Events Committee Chai r or designee, operation of a drone, or any other flying apparatus, is prohibited over the venue (pools, spectator areas, and open ceiling locker rooms) any time athletes, coaches, officials, and/or spectators are present. YOTA Holiday Classic November 20 th – 22 nd , 20 20 Page 14 L IABILITY , S AFETY AND E MERGENCY P ROCEDURES MAAPP: All applicable adults participating in or associated with the meet acknowledge that they are subject to the provisions of the USA Swimming Minor Athlete Abuse Protection P olicy (“MA APP”), and that they understand that compliance with the MAAPP policy is a condition of participation in the conduct of this competition. INSURANCE: Each Association participating in this meet must have insurance coverage for representative(s) in cluding leadership

LIABILITY LIMITS : ● In granting of the USA - S/NCS a pproval, it is under stood and agreed that USA Swimming and North Carolina Swimming shall be free and held harmless from any liabilities or claims for damages arising by reason of injuries to anyone during the conduct of the meet. ● In granting of the YMCA Sa nction, it is unders tood and agreed that YMCA of the USA shall be free and held harmless from any liabilities or claims for damages arising by reason of injuries to anyone during the conduct of the meet. IMAGE RELEASE: All participants agree to be filmed and photographed by t he host club approved photographer(s) and videographers and to allow the right to use names and pictures before, during, or after the meet such as in public psych sheets, heat sheets, and results or featured on the host club or NCS website or social media or in public broadcast of the event via television or webcast. Parents and guardians of minor swimmers who do not wish their swimmers to participate in interviews or have individual pictures feature d on any media should inform their team’s head coach and t he Meet Director prior to the meet. EMERGENCIES: The facility personnel will handle all emergencies at the meet. These individuals will provide CPR and first aid as needed and will ensure that indi viduals with serious injuries are transported immediately to the nearest hospital for further treatment. Defibrillators will be on site. Any coach, athlete or official who recognizes an emergency situation should immediately inform the facility’s person nel and then make sure the vicinity of the emergency is cl ear for the emergency personnel to do their job. UNACCOMPANIED ATHLETE: Each athlete must have a certified coach responsible for him/her while on the pool deck. The coach of the athlete must autho rize in writing

a coach from another team to represent the ir team and be responsible for the swimmer(s). CONCUSSION AWARENESS : This meet will follow the YMCA of USA Concussion procedure. Anyone who observes or has knowledge of a potential head injury shou ld YOTA Holiday Classic November 20 th – 22 nd , 20 20 Page 15 immediately notify lifeguards and/or hired medical pers onnel. Once the injury report is completed, the lifeguard and/or hired medical personnel will notify the Event Staff, the athlete’s coaching staff, and the Meet Director. If a head injury occurs, th e action plan below will be followed: 1. Athlete is removed i mmediately from participation by the Meet Director 2. Athletes must be evaluated by a licensed healthcare professional experienced in identifying and treating concussions. In addition, the athlete mus t be in compliance with the laws that are in effect within the jurisdiction where the meet is held. 3. The coaching staff will inform the athlete’s parents or guardians about the possible concussion and give or send them the fact sheet on concussion. 4. The ath lete will not be allowed back to warm - up or compete until a healthcare professional, experienced in evaluating concussions determines that the athlete is symptom - free and is OK to return to participation. LIGHTNING POLICY: The National Lightning Safety In stitute, National Athletic Trainers Association, American College of Emergency Physicians, USA Swimming, and YMCA of the USA all recommend or require closing an indoor pool during an electrical storm. This policy will be followed at the meet. EVACUATION PROCEDURE: In the event of emergency which endangers all o f the lives in the facility, evacuation to a safe location will commence using the Emergency Action Plan currently in place at the Triangle Aquatic Center.
