A proper written complaint is filed with the secretary along with $100 paid by the accuser.Immediately, the secretary must notify the ER, the presiding justice, the D.D. and the District Leader.

The local forum box is opened by the ER and the secretary draws and records 25 names.

The secretary will send the list of names to the accused and the accuser.
Within 7 days
The accused and the accuser can strike six names each and send list back to the secretary in writing.
The ER will chose the first 4 unchallenged names from the list as the members of the forum.

Notify the ER, DD, District Leader and the Presiding Justice
Pull 25 names from the local forum box
Send the list of names to the Accused and the Accuser
Accused and the Accuser strike 6 names each and return the list to the Secretary
ER appoints the first 4 of the unchallenged names as the jury
Secretary notifies the jury and the presiding justice
