2. Home Energy Scotland (HES)Managed by Energy Saving Trust (EST) on behalf of the Scottish Government. Provides Impartial carbon saving advice for householders, landlords, local authorities, community groups and businesses.

3. Energy Efficient Scotland schemesEnergy Efficient Scotland (EES)20 year programme aimed at making Scotland’s existing buildings near zero carbon by 2050. Energy Efficient Scotland supported schemes include:Warmer Homes Scotland (WHS)EES: area based scheme (EES:abs)HES and EES:abs loansHES Loan SchemePrivate rented sector landlord loanEES: Equity loan pilot.

4. Warmer Homes Scotland Provides energy efficiency measures to households that meet fuel poverty risk criteriaHouseholds access the scheme via Home Energy ScotlandWarmworks managing agent: Confirms eligibility Delivers appropriate energy efficiency and related measures to qualifying households.

5. EES:area based scheme (ABS)Providing energy efficiency measures to private sector households in low income areas since 2013Managed by local authoritiesHES advises ABS clientsOver 100,000 households have received measures (mostly wall and roof insulation)Funding integrates with the Energy Company Obligation, where possibleFunding levels dependent on house type, rurality and profile of householder (£7-14K)Up to 15% of LA allocation can fund enabling works.

Changes to ABSChanges to ABS from 2020/21 to help support target of fuel poor households living in EPC C or better by 2030:Proposals on three year funding allocations to LAsRemoval of restriction on accessing ABS for households, that have received recent WHS supportHigher base funding levels; up to between £7-8K based on house type and £10K in rural areasHigher funding for extreme fuel poor households of £12K, with £14K in remote rural areas, covering those that are: WHS eligible Cold weather payment recipientsFuel poverty definition compliant.

Scottish Government loan schemesLoan schemes for owner occupiers and landlords reorganised in 2020/21Landlord eligibility for the Scottish Government’s RES SME Loan and HES loan schemes removedNew PRS landlord loan scheme introduced for small scale and commercial landlordsEquity loan pilot continues.

WHS and EES:abs loansWarmer Homes Scotland loanInterest free loans of up to £10,000 available to cover any cost contributions for owner occupiers that are helped by the scheme or PRS landlords of WHS clients.EES:abs loanInterest free loan of up to £10,000 (£5,000 energy efficiency and £5,000 repairs) for owners assisted by the scheme or PRS landlords of clients.1.5% admin charge up to a max of £150 on these the loans.

HES Loan schemeCurrently this provides Interest free loans for owner occupiers: up to £15,000, for installing energy efficiency, heating and gas connection measures25% cashback up to £3,750 available for energy efficiency measuresup to £500 with 25% cashback for secondary improvements alongside energy efficiency measuresup to £17,500 for installing up to two renewable or energy storage systems.Will soon provide (check HES loan website):40% cashback up to certain caps for energy efficiency measures£17,500 interest-free loan for up to two renewable systems PLUS up to £6,000 for an energy storage system 75% cashback up to £7,500 on renewable heat measures1.5% admin charge up to a max of £150.

Private Rented Sector Landlord LoanLoans covering energy efficiency and renewable measuresLandlords with five properties or fewer in their portfolio can borrow up to £100,000 (interest free)Landlords with six or more properties in their portfolio can borrow up to £250,000 (3.5% APR)An admin fee of 1.5% of the total loan value applies, up to a maximum of £250.

Equity Loan PilotPilot scheme in 8 LAsGlasgow, Dundee, Stirling, Perth and Kinross, Renfrewshire, Inverclyde, Argyll and Bute and The Western islesAvailable to homeowners or private sector landlords with no more than two rental properties in council tax bands A to C Loan of up to £40,000 but limited to 50% of market value of property, at least 55% energy efficiency works / up to 45% repairsMust have 30% free equity after equity loan and remaining mortgageEquity loan is secured on the propertyNo annual repayments, repaid on sale / transfer of property – equity percentage of market value on sale.

Equity loan pilotEnergy Saving Trust manages the equity loan scheme on behalf of Scottish GovernmentEST partners provide ‘hand holding’ and advice to applicantsAll applicants go through HES to receive full, free, impartial advice on best optionsSG solicitors prepare legal papers and sends to applicant’s solicitor to carry out the legal work etc.
