Budgets

are separated into 2 levels (District and College) but have the same pots of money they “share.”

The ones we’ll focus on:

Fund 1

and

Fund 2

are “unrestricted” (can be spent freely) and offer the majority of the money Peralta receives…this is what we mostly fight about.

Fund 11

is “restricted” or “categorical” (must be spent on defined areas and expenditures are reviewed…) and makes up the 2nd largest pot of money (largest if you discount salaries/benefit commitments from Fund 1).

Fund 63 (Measure A Bond) and Fund 65 (Measure E Bond) are (limited) pots of bond money to spend on bond projects—the total amounts can look impressive but they are one-time and often focused on very specific projects

: District gives Laney more money.

Indirectly: District takes on more services/functions to free up Laney funds.

And then there’s Measure B (Fund 12)Measure B

/E is a rare College victory where the money seems to have been redirected back to the Colleges

BUT!

District

mandates that the vast majority be held to “pay” for PT faculty salary (“1351”)

remain

at the same time

that the

District

has

reduced Fund 1 allocations for PT Faculty

salary

…This means that even now Measure B/E is meant to be a mechanism to makes up for the embedded shortfall in our PT budget.

While the District’s inability to plan or integrate the Colleges is a problem, Laney does need to improve its college-level planning and allocation.
