Mary Kate DeMane Counsel Military Sealift Command Ms. DeMane is the Counsel, to the United States Navy's Military Sealift Command, headquartered in Norfolk, Virginia. She oversees the efforts of more than thirty attorneys and legal support staff members who provide the command with full service legal support from the headquarters and five field offices throughout the world. Military Sealift Command's mission is to provide assured logistics, strategic sealift, and conduct o ther specialized missions at sea in support of Navy and joint global operations. MSC is a Type Commander reporting to Commander, U.S. Fleet Forces Command and Commander, U.S. Pacific Fleet, responsible for manning, training, and equipping a force of 130 sh ips and 8300 personnel. MSC is also the Naval Component Command for U.S. Transportation Command and is aligned to Assistant Secretary of the Navy for Research, Development and Acquisition supporting acquisition procurement and contracting functions. Prior to her current position, Ms. DeMane served as the Field Liaison Section Head for the Naval Sea Systems Command (NAVSEA) Office of Counsel, where she was responsible for providing advice in the full range of Department of the Navy (DON) Office of the General Counsel (OGC) legal practice and related services to the Naval Warfare Centers. She also supervised the delivery of OGC legal services and advice of over 100 civilian attorneys located at NAVSEA’s 21 field offices throughout the United States. Ms. DeMane began her care er with DON OGC in 1993 as a field attorney with the Naval Facilities Engineering Command (NAVFAC) at multiple offices including the Naval Facilities Engineering Division Southwest, Public Works Center Pearl Harbor, and Engineering Field Activity Mediterra nean. In 2000, she transitioned to the NAVSEA Office of Counsel where she served as a staff attorney and supervisory attorney. From 2005 to 2018, Ms. DeMane served as the NAVSEA Southeast Area Counsel, Associate Counsel and then Counsel, in the Offi ce of Counsel at the Norfolk Naval Shipyard (NNSY), a command of over 10,000 civilian personnel with the responsibility for the repair and maintenance of nuclear powered naval vessels. In this capacity, she supervised five NAVSEA field offices and associat ed attorneys engaged in the construction, repair, and maintenance of naval vessels. She was also the senior legal advisor to the NNSY command, providing advice on the full range of DON OGC legal practice and related services to the NNSY Commander, the Nucl ear Engineering and Planning Department Senior Executive, and NNSY senior leadership. Ms. DeMane received a Bachelor of Arts degree in Political Science from Union College in Schenectady, New York and earned her Juris Doctor from American University Washi ngton College of Law in Washington, DC. She is admitted to practice law in New York, Connecticut and the District of Columbia.
