Rule Authority: State Board of Education (SBE) Rule 6A-4.00821, Florida Administrative Code (F.A.C.)7

The Florida Educational Leadership Examination (FELE) shall be developed by the Commissioner of Education.

Beginning Jan 1, 2009, the written examination shall contain multiple-choice questions and a performance assessment associated with the Florida Principal Leadership Standards specified in Rule 6A-5.080, F.A.C.

Nov 15, 2011, SBE Rule 6A-5.080, F.A.C. was revised making it necessary to update the Competencies and Skills Required for Certification in Educational Leadership and significantly revise the FELE. Source:FLDOE

Big PictureFELE Redevelopment2012-State

Board of Education approved new competencies and skills for the Florida Educational Leadership Examination (FELE)2014-FELE redeveloped to align to these new competencies and skills

.November 2014-new passing scores were established for the redeveloped FELE by a committee of content experts representing various regions of the state, and the State Board of Education approved these new passing score.January 1, 2015- new

passing scores for all FELE subtests became effective, per State Board Rule 6A-4.00821. Current passing scores were recommended by committees comprised of subject matter experts from Florida's colleges, universities, and school districts representing all regions of the state

.

Various stakeholder committees ensured

that all test materials—including competencies and skills, test questions, and passing score recommendations—were fully aligned to Florida standards and placed at an appropriate level for the Beginning Effective School Administrator Candidate (BESAC).

Stakeholder committees also

established the level of rigor and complexity for the FELE to ensure that school administrator candidates possess the appropriate level of proficiency and knowledge to effectively lead Florida's schools.

There appear to be few secondary sources that actually engage with the history of the association.The proposed essay will be a small contribution to filling this gap and enabling the association to reflect on its antecedence and future direction.Draw on (a) empirical data and conceptual analysis; and (b) the conceptualization of intellectual histories. 

Intent is to enable the voices of participants to speak loudly so that in their words the purposes, rationales and narratives about and for the association are heard.
