For the period 2014- 2020 Portugal has been allocated 21.46 billion in total Cohesion Policy funding (ERDF, ESF, Cohesion Fund).

The share of ESF in the allocation of Structural Funds amounts to 41.19% or 7.5 billion of euros above the required minimum of 38.5% - amount that will help redress the social impact for the economic crisis and support a job-rich recovery.Approximately 1.6 billion of euros or 21.61% of ESF resources are allocated to social inclusion and combating poverty and any discrimination, above the minimum required in the Regulations.

Portugal 2020 – last developments

The Balcão 2020 is the accessing point to the Operational Programmes financed by ESIF (European Structural Investment Funds) to all entities wishing to apply for funds.Proposals will be then analysed and selected by the managing authorities of the correspondent OP or by entities with competence for this purpose, in accordance with the eligibility and selection criteria.First applications: started in the beginning of 2015

The architecture of the programs

is defined, but there are still many adjustments to make in terms of their procedure.In some cases applications have already opened, but the electronic forms are not available.

For the social area there is not yet

projects running. Some of them have been submitted but there are no decision.

In the social area the measures that exists are defined in a project logic, but the social problems can not be solved during the period of 18 months or two years of a funded project. We must have learned from the past!

Most of the measures in the social area are not innovative; most of them are the same of the previous period of Structural Funds.In some areas like equal opportunities and non discrimination the measures present in the OP social inclusion and employment are a copy of the national plans/strategies that already exist (i.e National

Roma

Integration

Strategy

).

Social Inclusion - “An

explanation on the contribution of the ESF to the achievement of Europe 2020 targets is still missing, even though the PA says that this information will be detailed in the OP. The health strategy needs to be more specific on how to improve access to the health and social services by people in disadvantaged situations, since this is a key aspect to promoting social inclusion. The PA should include information on how the ESI Funds will be used to support this strategy.

Priority given to qualification, education and training. Still the idea that poverty and social exclusion are solved in this way. But we don´t see a clear strategy to increase employability. There are a lot of measures to increase qualification, but not a proper strategy to employability!

Focus on results, which will mean cuts and penalties in case of non-compliance.

The obligation

to work on the basis of the results, especially in areas such as poverty and social exclusion can undermine the design of applications. Institutions working with the most disadvantaged groups and away from the labor market (long-term unemployed), and with lower qualifications, will have greater difficulty in designing a project especially at the stage where it requires the definition of results to be achieved with the project in the field of employability…

(…) This supremacy of the results could lead in the medium term, by distorting the mission of many organizations tend to select their beneficiaries, to ensure the conditions and prerequisites that enable the achievement of results. Thus, the final mission of social economy organizations, which is to reach those most in need and facilitate their empowerment and social integration, may be relegated to the background by choosing the "most able" in an attempt to also ensure the sustainability of the organizations themselves .

Concerning the partnership principle...

“Even if there are significant efforts in the partnership field, there could be some additional elements in the process, especially making sure that the most important stakeholders, and particularly NGOs, are reached and thus giving them more attention and a better opportunity to be listened to.It should be noted that the main added value of the partnership in the preparation of the PA are indicated in an extremely summarized manner, e.g. instances where the strategic choices have been significantly influenced by partners, or the main results of the consultation

Concerning the partnership principle...

These remarks made by European Commission in document of may 2014 still persist, even after the Partnership Agreement had been approved and the OP´s are implemented.We still have many doubts and uncertainties….We consider that NGO´s were not sufficient involved in the preparation of the Partnership agreement and we don´t how they will be in the implementation phase.
