Recommendations Overview Collaborative Applicant[s] have the ability to reallocate under - performing SSO,TH, or PH, including rental assistance (S+C) projects to create new permanent supportive housing, rapid re - housing, or HMIS projects during this competition. Reallocation of under - performing projects can be in part or whole as the Collaborative Applicant determines.
