2020 - Plans & Surveys in SPEAR

Version 7 of the Registrar’s Requirements for Paper Conveyancing Transactions came into effect on 11 July 2019

Requirement 13.2 – All plans and surveys first signed by the Licensed Surveyor on or after 1 January 2020 must be submitted in SPEAR

Applies to applications under the following Acts:

Subdivision Act 1988

Transfer of Land Act 1958

Local Government Act 1989

Major Transport Projects Facilitation Act 2009

SPEAR digital signing

SPEAR signing application

A new signing application has been developed for users that sign with a digital certificate in SPEAR

The new application removes the need to use or purchase a license for Java

This change affects all Licensed Surveyors, council delegated officers and lodging party signers

From November 2019, signing Users are being migrated progressively

ePlan aims to replace the preparation and submission of cadastral plans and abstract of field records in SPEAR from PDF and paper to digital format

As an ePlan, cadastral data for a 2D cadastral plan can be stored digitally and structurally in LandXML format

Cadastral data can include:

Administrative information (locality of land description)

Parcel dimensions, identifiers and descriptions

General plan notations

Easement information

Abuttal and title connections

Owners corporation schedules

Surveying measurements

Surveyor’s details

Purpose

To allow Pilot Participants to develop new skills and knowledge in producing ePlans

To test the functionality of the ePlan services in conjunction with the CAD software that supports ePlan creation

Enable ePlan team to work on improving services and develop new tools based on user feedback

Scope

Targeting 2D subdivisions creating no more than 10 lots

Incentive

Target for registration of five business days for all submitted ePlans
