Guidelines for Sanctioningthe Members of anAthleteEntourage PreamblePursuantto the general principles regardingsanctions set out in rticle 7 of the Guidelines for 2.1.6Unsportsmanlike conduct/ unsporting behaviour2.1.7Political propaganda2.1.8Libel and slander2.1.9Bribery, corruption and embezzlement2.1.10Forgery and falsification2.1.11Duty of disclosure, cooperation and reporting2.1.12Offering and accepting gifts and other benefitsand2.1.13Any other unethical behaviour.2.2Members of Athlete’s entourage may alsobe sanctionedfor the acts and/or omissions of persons overwhomtheyhave influence or for whomthey are responsible.Measuresand Sanctions 3.1The range of measures and sanctions should include:3.1.1Reprimands3.1.2Provisional measures3.1.3Withdrawal of accreditation from the relevant sporting event3.1.4Withdrawal of license for agents3.1.5Financial sanctions3.1.6Temporary exclusionfrom the relevant event/porting Entities (club,NF;sportIF)3.1.7Permanent exclusionfrom the event/Sporting Entities (club, NF;sport, IF)3.1.8Return of awards; and3.1.9Educational measures to raise and improve the awareness about the rules and regulations in force.3.2Measures and sanctions may be combinedwhen circumstances so require3.3Before applying any measure or sanction, the Sporting Entitymay issue a warning3.4Sporting Entities may publish the decision sanctioning a member of an athlete’s entourage. Proportionalityof Measures and Sanctions4.1Measures and Sanctions mustrespect the principle of proportionalityandbe in proportion to the severity of the violation(s)4.2The following factors shouldbe taken intoconsideration when determiningproportionality4.2.1The nature and severity of the violation(s); 4.2.2hether there is only one violation or multipleviolations;4.2.3Whether there are any aggravating circumstances (e.g. when the victim is a minor); and4.2.4Whether there are any mitigating circumstances (e.g.cooperation with Sporting Entities, governments and governmental organisationsDue Process5.1Beforeapplying any measure or sanctionemberof Athlete’s entourage, such membershould have the right to be heard before the relevant Sporting Entity5.2Such member should also have the right to appeal any decision taken by the Sporting Entity.��INTERNATIONAL OLYMPIC COMMITTEEChâteau de Vidy, 1007 Lausanne, Switzerland / www.olympic.orgPage
